Regular Meeting Historical Preservation Committee March 9, 1976
Meeting was called to order by Chairman Lary
Mona Frost, Florence Glidden, and Norm Burns
Building Inspector, Clayton Meyring and John
Groen at 1:15 p.m. with members
present. Aslo present was
Stanford of the Planning Office.
Project Review
Incredible
Edibles
Meyring was present to explain the application from
Incredible Edibles. Incredible Edibles have made an
application to build an enclosure around the refrigerator
which is behind their restaurant. The reason trey have
to build a fire-proof enclosure around the refrigerator
is because the area is included in the Fire Zone 41
area. The protective covering is simply a square box
about 10x12 feet. It will be four feet away from the
electric meters. The protective covering does
conform to the building codes.
Groen asked if the protective covering for the refriger-
ator was visible from Hopkins. Meyring stated it was
hidden from view by the jewlery store. There is 10
feet in the alley in addition to the four feet that is
required. Groen questioned if the trash pick-up would
be interfered with. Meyring stated he didn't foresee
any problem. Stanford stated that from the planning
department's point of view, they are recommending preu
liminary approval if the protective covering is painted
a compatible color.
Motion
Burns made a motion to approve the Incredible Edibles
application; seconded by Frost. All in favor, motion
carried.
Aspen Arcades
Skylight
Stanford presented the Aspen Arcades plans to the members.
Groen asked Meyring to go over the plans with the members.
Stanford stated the type of skylight is not shown
in the drawings; only that the skylight is a dome type
and the height is not mentioned. Nothing would be
visible from the ground below. The skylight is planned
to be where the water fountain was in the square.
Groen was objecting to the fact that the Aspen Arcades
building had a skylight above the building and it was
not presented on the plans when the building was given
approval. Meyring and Stanford felt the skylight did not
have any overwhelming negative affect and the form of the
skylight meets with the criteria. Groen said he would
talk to Don Fleisher and ask him about the skylight
personally.
Sporthaus Linder
Stanford asked members if they would have any objection
if the window on the Mill Street side of Sporthaus
Linder was changed without the request coming before the
Committee members. They would like to change the
aluminium window with wood molding. Members felt it
would be an improvement and because it is so minor,
they would not have to appera before HPC.
Approval of Minutes
Groen asked the following corrections be made to the
minutes of February 10, 1976: Second page, second
paragraph, ninth line, the word "sky" should be "roof";
page 3, first paragraph, delete the first sentence,
it has no relevance.
Burns made a motion to approve the February 10, 1976
minutes as corrected; seconded by Frost. All in favor~
motion carried.

Old Business
Floradora (future
development)
Frost asked the following correctins be made of the
January 13 minutes: page 2, line 21 from the bottom, the
word "Boomerang" be changed to "Bavarian"; and to
remove the phrase '~to take the train off Independence
Pass".
Burns made a motion to read the writing of the January
10, 1976 minutes as being the general idea of the meeting;
but beyond that they are impossible to figure out.
The motion was seconded by Glidden. All in favor, motion
carried.
Groen asked the secretary to the committee to send
Arthur Langenkamp an application so Langenkamp could apply
as an alternate member to the Historic Preservation
Committee. J.D. Muller was also suggested to ask to
apply as an alternate member.
Stanford mentioned that Jerry Michaels had done the
photography for Main Street and it is finished. Groen
asked the secretary to check to see if there will be a
quorum for the March 23, 1976 HPC meeting. Frost
mentioned she would not be present.
A letter was sent to Groen from Russell Pielstick in
reference to questions regarding what Pielstick could do
with the Floradora. The questions and the responses
which Groen and Stanford gave their recommendations
to are as follows: 1) If an "H" designation is obtained,
would a restaurant be an acceptable use? The response
was -- It would be an acceptable use if Historic Desig-
nation is obtained and if the parking is provided by
way of the alley and if it is a conditional use which
would entail the restaurant request for the Floradora
to go before the Planning and Zoning Commission. The
planning office has received from the owners of the
property requesting Historic Designation of the property.
2) If an "H" designation is obtained, would all four lots
or only the two on which the house sits fall under that
overlay district? Stanford's response was the planning
office recommends that all four lots fall under the overlay
district because Pielstick would like to build a building
to be compatible with the Floradora. 3) If all four lots
should fall under the overlay district, would it be
necessary that development on the lots match the archi-
~ectural style and detail of the existing house?
Stanford's response was it should be compatible in
scale, materials etc.
Groen replied he had talked with Pietstick and they plan
to have the additional building match as closely as
possible with the Floradora. The new building would be
commercial space office. Groen has mentioned to Pielstick
that historic zoning would be required before applying
for commercial space or the building permit for the
restaurant. Pielstick would enclose the porch of the
Floradora so it will look like an enclosed sunroom. There
will be double hung windows that drop down into a low
wall so the whole thing could open up during the summer.
The veranda porch will be the primary restaurant and
there will be a small additon on the rear for the kitchen.
The traditional detail will be kept. Pielstick would
like to do a three story addition and that could not be
done because the new zoning requirement in 0-2 is twenty
eight feet. The restaurant would be on the first floors
offices and storage on the other floors. Stanford
suggested to Groen to have Pielstick go ahead with the
procedures for the Floradora to get an "H" designation.

Mall Presentation
Groen felt because the mall is being completely changed,
the HPC should be concerned with some part of it.
Stanford suggested the members to communicate with Tony
Coleman as to which buildings are designated as Historic
Buildings and maybe Coleman could work something out
with the paving pattern in front of the buildings. Groen
suggested that because so many buildings have names, to
incorporate into cast blocks in front of the buildings
the name of that building so people can see the name and
get a beeter feeling of the history of the town. Groen
mentioned the County Commissioners are having an adver-
tising campaign. The County Commissioners have hired a
publicity firm to do a series of humoursly oriented
radio and newspaper adds to educate people on the
responsibility of being a dog owner.
For the next HPC agenda, it was suggested to present the
photographs of Main Street. Stanford feels the criteria
will be simple for Main Street. The character of Main
Street is more than just victorian houses and lodges.
Thus, because of its diversity there can't be anything
that specific. An example, therefore, are the newly
constructed buildings will be in scale with adjacent
buildings that are already constructed.
Burns made a motion to adjourn. The meeting adjourned at
2:20 p.m.
