Special Meeting
Historic Preservation Committee
August 19, 1975
Meeting was called to order by Chairman Groen at 2:05 p.m. with members Norm
Burns, Terry End and Bob Marsh. Mms. Glidden, Frost and Jerry Michael were
excused.
Groen noted that the special meeting had been called by Ted Mularz
on a request to make an addition onto the Courthouse. Representing
the County were Architect Mularz, Warren Palmer ( in charge of the
mall area) and County Attorney Lennie Oates. Mularz actually had
three separate plans that the County wanted action taken on. He
said that HPC should only be concerned with the south side of the
alley since that is the portion inside the historic overlay district.
On the rear entrance, he noted that the County had never been
satisfied with it. He would make a flat roof which would then
accept the ice build up and also put up columns. He would use a
brick that was previously used in the courthouse. Members feared
that the brick might be too soft but Mularz assured them it was
extremely hard brick. Mularz further explained that the entrance
would have a concrete roof on top of a lead pan and he offered to
have Groen pick out the color for the structure.
The next partof the plan called for a temporary exercise yard which
would eventually become a gathering area. What Mularz planned to
do was make it a depressed area. They yard would be next to the
District Attorney' s building and they also wanted to build a brick
section in for the dumpster next to that.
The third area planned is a mall on north Galena Street. Palmer
notedthat if they decide to have traffic on N. Galena, then parking
will be allowed. They would be getting water from the City and
creating with it a formal and informal mall. The informal mall would
lead to the trailhead. Oates said that now the County owns all the
land along the alley, chances are that the alley will become one
way unless it was unfeasible for flow of traffic.
Motion
Burns moved to give approval for the north rear entry of the Court-
house as drawn by Mularz conditional thatthe paint of the columns
blend with the rest of the building. End seconded. All in favor,
motion carried.
Motion
Marsh moved to accpet the exercise yard and dumpster as presented
and Burns seconded. It was determined that the area would be depres-
sed about 7 feet total. Mularz said that the Sheriff had requested
a fence which Mularz will try to hide with some sort of screen.
All in favor, motion carried.
Groen pointed out that the front entrance gathering place could be
made wider to'allow for more people. Groen felt that they should
make an on-site inspection of the mall area and table the request
until they do. Groen asked if theywould be reroofing the Courthouse
and Mularz said that the flat roof had already been done. Groen
suggested that Mularz talk to the Mall Commission about the mall
extension onto Galena Street but Mularz felt that they had no
jurisdiction over this project and didn't want to be bounced around.
Oates suggested having the architects look at it and Groen felt
that the Planning Office should also be in on it. Groen didn't
think that the HPC had to give their permission for anything except
structures so their Dpproval wasn't needed for the mall. Stanford
asked the City Attorney's opinion who concurred with Groen. Mularz
asked ~hat they approve the concept only. Marsh said he wasn't in
favor of the idea. Mularz accepted that they would not give any
formal approval. Mularz et al leaves.
Members questioned whether Mularz had gotten a building permit

and whether this approval of the entry would be a preliminary or
final approval. Stanford felt that if the Building Inspector
had given his approval because of safety reasons or Mularz had come
under an old permit, than it should be pre-application approval.
Members felt the project of a sufficiently minor nature, that they
gave it preapplication approval without the need for a public
hearing.
Marsh moved to adjourn with End seconding. Ail in favor, meeting
adjourned at 3:05 p.m.
