HomeMy WebLinkAboutminutes.hpc.19750606RECORD OF PROCEEDINGS 100 Leaves Special Meeting Historic Preservation June 6, 1975 Meeting was called to order by Chairman Lary Groen at 2:10 p.m. with members Norm Burns, Florence Glidden, Mona Frost, Bob Marsh and Jerry Michaels present. Also present was John Stanford of the Planning Office. Wheeler Opera House Groen opened the Special Meeting by explaining to members the reason why there was a special meeting. The meeting was scheduled because the previous week Chick Collins was given approval to open the area below the sidewalks in front of the Colorado Mountain College to light wells for ventilation and light into the lower level of the Wheeler Opera House. However, there were no plans submitted for the records and there were no opinions from parties that might be affected by this remodeling. Steve Mills from the Colorado Mountain College came to speak to the Committee about his feelings of having the area below the sidewalks be reopened to light wells. Mills asked Groen to clarify what action had been taken in terms of the Wheeler Opera House. Groen told him that the Committee had approved a request from Chick Collins to open existing delivery spaces below the sidewalks; however, at this meeting that motion may be decided to be rescinded. Mills was opposed to having any kind of vent from the basement operation through the wells, however if used for lights only that would be another consideration. Mills mentioned that it would be difficult to keep the wells cleaned for that size of an opening just in terms of upkeep. He also felt that the contents inside the Wheeler should be given some consideration by the committee. He went on to say that it would be unfeasible and totally impractable for him to consider anything that impacts on the outside of the building without considering what's going on in the inside of the building. He wouldn't like to see the space that does impact on the outside of the Colorado Mountain College building to reflect the changes that are going on in the basement. He felt that it was ridiculous to think about the outside of the building when it's what's going on in the inside which causes the problems. He expressed that he would like to see either the Historical Society or some other entity be more concerned directly with the historic benefits of the Wheeler; being operators or administrators of the building rather than the City. How- ever, he mentioned that he didn't know the Committee's constitutional charge or mandate that would reflect that. Groen mentioned that the largest concern they have is to get light and air into the basement and asked Mills if he thought that by putting in the light wells with railings if he would have a problem with his operation. Mills told them that there is a problem of rain coming down off the roof that could back up there; and a problem of snow removal without encroachment on the sidewalk. Mills also questioned that if one side of the building is blocked off how can they get cross ventilation. Michaels didn't see how that was going to work. Burns mentioned that if the Thrift Shop and Colorado Mountain College were to relocate no other shops would want to rent the space due to the fact that there would be 42" guard rails in front of their shop. Burns asked why the commission had not received a HPC 6-6-75 building permit; an approval for them to encroach upon City property, which is outside of the building; and a normal application form; and to go through the 15 day publication required for every other job. Groen replied that it was a minor thing. Frost made a motion to make on onsite inspection of the Wheeler Opera House, seconded by Michaels. All in favor, motion carried. Adjourned temporarily for an onsite inspection of the Wheele Opera House. Groen asked Collins if there would be a possibility that this would have to get approval from City Council due to the fact that it was going to encroach upon City property. Groen mentioned the reason for the Special Meeting was because the Thrift Shop and Colorado Mountain College if they move from the site no other business would want to move in due to the fact that there are guard rails 42" high blocking their windows. It would be a detriment to other businesses in the future. There already is a problem in that area in the winter; the snow is pushed up against all the vehicles parking there and the sidewalks are icy. It would be creating a barrier in front of the only commercially oriented space. Groen would like to get approval from City Attorney Stuller and the Planning and Zoning Commission to see if it would be an encroachment on City property and thus requiring City Council's approval. Groen suggested to make a motion to withdraw the motion approving the light wells. Marsh made a motion to withdraw the permission that the Committee granted at the May 30, 1975 meeting, seconded by Frost. Groen enumerated points that the Commission wanted clarified before granting permission for the extension of the guard rails on the sidewalk, those being 1) check with Council to see if they have to give approval for encroachment onto the sidewalk and get an opinion from City Attorney Stuller and the Building Department 2) this is not a desirable thing as far as modification of building is concerned 3) there have been objections from two tenants from organizations that will be affected by this modification 4) if considered again would like the full drawings and details of exactly what would be done for records and presentation Ail in favor, motion carried. .Collins asked if there was an appeal from the Board. There was no appeal. He then asked how the members felt about grading instead of a guard rail. Groen polled the members feeling -- Glidden prefered a grade, Marsh preferred a grade, Michaels preferred a grade but would not vote for a grade, Frost preferred a grade. Groen told Collins that he still has to go through the channels which were outlined for him. Groen asked Stanford if the Planning Department would make a recommendation for the Wheeler Opera House. Stanford said that they would, however he mentioned that there is going to be a proposed sidewalk district which will be 8 feet sidewalks in the downtown area. Ramona Markalunas told members that the Court House and Community Church and Ashcroft had been entered on the National Register of Historic Buildings.
