HomeMy WebLinkAboutminutes.hpc.19750516RECORD OF PROCEEDINGS 100 Leaves Regular Meeting Historic Preservation May 16, 1975 Meeting was called to order by Chairman Lary Groen at 2:05 p.m. with members Bob Marsh, Mona Frost, FLorence Glidden, Terry End and Norm Burns. Also present was John Stanford of the Planning Office. Groen noted that they would put the approval of minutes, old and new business at the end of the meeting. Reid Realty - Final Motion Aspen Leaf - Final Approval of minutes Motion Old Business: County Courthouse Renaming Garmisch Horse Corral Mrs. Kay Reid presented her final colors for the addition onto the Reid Realty building on 100 S. Mill. The colors will be basically the same as on the existing building with beige brick and red trim. Mrs. Frost moved to approve the final presentation for the Reid Realty addition. Mrs. Glidden seconded. All in favor, motion carried. Joe Parrish, co-owner of the Country Flower, was present for final approval. He presented the colors that had been picked as their first choice - light and dark browns. He reiterated some of the changes to the building such as taking the balcony off and adding a traditional gingerbread trim. The windows would be six feet deep and four feet across. Parrish also noted that the Incredible Edibles shingle would be coming down and the canopy would be cut back. Groen asked if the awning would be replaced and Parrish replied in the negative. Groen noted that there were no window dimensions on the final plans and wondered if they would be more vertical than horizontal. Parrish had submitted to them at this meeting a rendering of the building after remodeling and Groen questioned whether the windows weren't of a different shape than what George Vicenzi had told them at the preliminary stage. Parrish offered to go out and measure the windows. Burns noted that under the Aspen Leaf section, the building did not house the Tom Mix Store but was next to it. He also wanted to point out that there was a structure on the Brand Building roof that he wanted painted. Groen noted that Vicenzi was planning on eliminating the awning not putting in a smaller one. Also the word mall should be inserted under Historic Preservation Week after the word pedestrian. Burns moved to approve the minutes as amended. Mrs. Frost seconded. All in favor, motion carried. Groen noted that he had received a letter from Ted Mularz regarding their suggestions on remodeling the courthouse. Mr. Mularz had noted that they do want to finish up the items and they will be redoing the statue but they were having monetary problems. Groen wanted to thank County Manager Blomquist for his prompt action. Mrs. Frost asked Stanford if there were any plans for changing Garmisch Street back to its original name, Center Street. Stanford said that they could make a recommendation to the Planning Office to consider the new street on the Rio Grande property be named Garmisch and then change Garmisch to Center. They asked to have the name Garmisch reserved for the new street being made on the Rio Grande property. Groen asked Stanford if the proposed horse corral would be within their jurisdiction and Stanford noted that the historic district only comes to the alley by the 1st National. -1- HPC 5-16-75 Aspen Leaf, cont'd Parrish returned and noted that the windows would be 84 inches by 77" and the side door would be 84 by 36 inches. Members were still hesitant to take any action regarding this proposal and Groen asked Parrish to have Vicenzi come back to their next meeting to explain the project again. Mr. Parrish explained that Vicenzi was the owner of the building but they were the ones who wanted the change and was there some way of getting final approval before next meeting? Groen and Burns thought that if he submitted a scale drawning of window elevations to the secretary, then she could call members. Antique Lights Groen submitted a color chip, "Tahiti Tan", which is their choice of a color if the antique lights are painted. Groen asked that Stanford draft a letter or memo to the City Manager regarding their choice. Groen also thought that they should mention it shouldn't be a high gloss finish. Motion Burns moved to request that if and when the city paints the antique street lights, that they paint them with the color Tahiti Tan with a dull satin finish. Mrs. Glidden seconded. All in favor, motion carried. Research of Main St. Stanford said that he had talked with Ramona Markalunas and they were going to iniate a contract with the Historical Society for documentation of the Main Street historical buildings. Heather Hopton and another Society member would be doing the research. Stanford noted that it is difficult to research the residential houses unless the owner knows the history but Heather Hopton has studied the victorian architecture and can tell if the house has been modified from the original. Groen questioned whether Stanford thought that they could have the public hearing soon so that they could have the area approved by winter? Stanford thought it could be accomplished fairly fast and suggested a field trip for the members so they know which houses to research. Groen also suggested bringing a polaroid camera along with them and making them into slides. Groen noted his concern over light rail transit along Main Street and Stanford thought that they had added leverage if the street is zoned "H". Stanford said that a major element of Aspen and its image maker is the visual heritage. Burns pointed out that they could only protect the area not the houses themselves. Stanford agreed that Planning could only provide setbacks the same as Victorians had. Groen asked if they would have to have a new set of criteria for this area but Stanford didn't think so. Groen questioned whether the criteria were comprehensive enough but Burns though that the code would be sufficient. Stanford noted that he had three requests for residences for "H" and said that he had received a letter from Mr. D. Cornelius !s lawyer rescinding the request. Members discussed when to take the field trip and determined to have a meeting on May 30th with a field trip afterward. WOH Groen pointed out that the fire escape on the Wheeler had been painted a black and he felt that they should send a letter to Chick Collins asking that there be no other colors used other than the ones approved. Stanford noted that they had requested $50,000 in a grant to rewire the Wheeler since the electrical hazard is very bad. Members were especially concerned whether the restaurant would have an enlarged exhaust fan and if so, would they be able to review it? Burns thought that the Building Inspector should inspect the area completely. Groen asked that it be brought to the attention of the MAA, Clayton Meyring and City Manager Mahoney and also be on their agenda next time. Groen asked Stanford if he had any suggestions for them and Stanford said he would like to see them do educational sessions and have speakers come in to discuss historical buildings and preservation. Groen noted that Langdon Morse, designer of Laraby Square, is available for:speaking. He has been one of the prime movers in historical preservation. Stanford thought that they should also look into the posture and policy of mall development and noted that they were looking into a variety of surfaces for the Mall. Evidentally Bill Kane felt that it should be historical in character - such as cobblestones. Stanford felt that they should look into what extent do they want the development of the Malls to be in the character of streets in the 1890's. Marsh recalled that they used to have square dancing in front of the Hotel Jerome and didn't need to have malled streets. Stanford said that Mary Hayes had suggested having cafes during the day and letting people perform in those areas at night. Groen noted that the Mall Commission has reassessed what they want and they determined they wanted a sidewalk cafe-style extension. Marsh noted that the Amsterdam mall was successful because the narrow streets can't accommodate any cars and the mall is in a high density area but it is very simple with no cafes, etc. Members decided to have a meeting the 30th and asking both Ramona Markalunas and the City Manager to the meeting to discuss the Wheeler.
