HomeMy WebLinkAboutminutes.hpc.19750502RECORD OF PROCEEDINGS 100 Leaves Regular Meeting ~i.storical P~eservat. ion Ma~; 2, 1975 Meeting was called to order by Chairman Lary Groen at 2:10 p.m. with members Mona Frost, Florence Glidden and Norman Burns. Also present was Yank Mojo of the Planning Department. Approval of Minutes Groen wanted to let the minutes go until after the various applications were reviewed. Aspen Pavillion Members had been given a memorandum/letter from the City Building Inspector regarding the Aspen Pavillion and it was Mr. Meyring's opinion that the Tent should not be given any approval because of various building and fire code problems. Groen thought that any discussion would be superfluous after reading the letter. Lary Windes, architect for the project, noted that the code does allow for exceptions for these problems cited but that Meyring did not want to allow for these exceptions. He asked if he could still be on the agenda for final approval if Meyring does change his mind and members were agreable to him staying on the agenda for the May 16 meeting. Aspen Leaf Building George Vicenzi represented the Aspen Leaf Building, housing Tom Mix, A1 Aban Restaurant, etc. He noted that his plans are to make the windows vertical and cut the balcony back and put on some old metal detail that goes back to the 1890's. Vicenzi presented his color scheme - both light and dark browns with a choice of either off white or blue with white trim. Mrs. Frost questioned whether they would be leaving the barnwood and Vicenzi replied in the affirmative. Groen suggested that Vicenzi get a set of antique color cards and apply the color scheme he chooses and then submit it in writing to them when he comes in for final approval. He also asked that they be given a polaroid of the building as it is today. Burns thought that the remodeling would greatly help the ragged edge of the building. Groen also noted that final plans would be needed by the 16th of May. Groen questioned what would happen to the awning and Vicenzi said that he would be taking it down and putting on a smaller one. Mrs. Frost asked if they were anticipating putting in any mirrored glass and Vicenzi said he didn't have any plan for it. Motion Burns moved to let Vicenzi proceed with the preliminary plans for the Aspen Leaf building subject to the various items as outlined during the discussion. Mrs. Frost seconded. Ail in favor, motion carried. (Those conditions are color scheme and alternate, prints of the building, polaroid of building and final plans with application). Reid Realty AdditionMrs. Kay Reid was present to show her plans for an addition onto the present Reid Realty building. She noted that there would be an entrance from the interior to the new addition with also an outside entrance. Mrs. Reid asked if there were any way she could get final approval at today's meeting but Burns stressed that they have to give notice of a public hearing before they can give final approval according to the New Code. Motion Mrs. Frost moved to give preliminary approval for'the Reid Realty addition. Seconded by Glidden. All in favor, motion carried. Mrs. Frostquestioned whether the next door neighbor to the Reid building should be contacted to get .her approval -1- HPC 5-2-75 because with the construction her property might become involved. Mrs. Reid asked if she could order materials on the preliminary approval and Burns couldn't see any object- ions to that. Brand Building Repainting Steve Coolidge came in and wanted to let the HPC know his plans for repainting the trim on the Brand Building. Members questioned the colors and Groen asked if the colors would be historic in nature. He said that he would prefer that Mr. Coolidge do some color presentations before they give any approval. Groen also said he was concerned about the west side of the building since it was stucco and thought it should be painted the color of the building. Coolidge agreed to the color presentation and noted that the stucco would be painted. Groen said that Larry Windes had thought that the dead wires would be removed and Coolidge said that the electricians had told him it was allright to remove them now. Mrs. Glidden asked about restoration of the painted sign in the alley and Coolidge said that he would like to preserve the sign but had held off because of telephone wires but the City was putting all wires under- ground now so he would have that restored. Groen asked what the status was of the terrace restaurant and Coolidge noted that he was almost positive a new structure would be going up between the Jewelry Store and the Brand Building. Mrs. Glidden wanted to make sure that the signs were all of consistent colors and there should be one with the individual shops on it. Coolidge thought it would be one basic color. Groen wondered about if he would be changing the present awning and Coolidge said that he would be painting the awning and putting on some sign since the iron letters don't show up too well. Groen asked that he have the color scheme put together by the next meeting. Burns asked if there were any plans to paint the roof of the building because from a distance one can see something painted and Burns thought it looked like a pile of yellow junk. Coolidge said he would look into it. Groen suggested bringing in an 8 by 10 photograph with tissue overlays of color. Brand Building was to be scheduled for the next meeting. Old Business Groen talked about the suggestions they had made for colors on the street lights. Burns suggested taking the color of the light in front of the Aspen Clinic and matching it up to a color swatch. Groen said they should get that color chip and say this is the color that we want on all the lights so that there is a uniform color. Burns noted that the majority of the lights were a brown. Mary Hayes asked how the color could be described and Burns said that it was a red/brown. MOjo suggested just coming up with the color that they want for the core.' Historic Preserva~.~on Groen noted that Mrs. Hayes was doing an article on the Week · ~ possible orientation of t~a~questioning whether _~T---~c~---m~-~II-i circle in the downtown area since ^~/~ ~ it was originally pedestrian oriented. Mrs. Frost said ~\\ she doubted that because she could remember as a child, they ~ had their horses, carriages, sleighs and the width of the streets were made for vehicular traffic. She said all over the town there were wooden sidewalks. Groen said that all the pictures hehad seen it looked like more pedestrian than vehicular. Groen also noted that Susan Michael was doing an article on the Courthouse, especially on the improvements made, landscaping problems, Rio Grande and the horse corral plus the cleaning up of the area in the rear. RECORD OF PROCEEDINGS 100 Leaves Regular Meeting Historic Preservat_ion May 2~ 1975 Community Church WSIA Groen asked if the County would be providing any bike racks since the tips on the iron fence are gone in many places because of people chaining their bikes to the fence. Groen also commented on the statue of Justice which he felt was painted an alumimum color instead of a historic color. Mojo suggested sending a letter to the P & Z making any recommendations they might have to improve the Courthouse. Groen said that the paint had originally been zinc on the statue and thought maybe they could include paint samples with the letter. Groen asked the secretary to make up a letter for tuesday's P & Z meeting and thought they should include several samples of historic paints. Groen asked Mojo if there were a landscape plan and Mojo thought that they only had one for the back. Groen thought the planting of the flowers, etc. was haphazard and needed some attention. Secretary was asked to include this in the letter. Groen said that he had been told by Ramona Markalunas that as a result of the new zoning code, the HPC should start procedures towards historic zoning of Main Street as their main project. Historic Preservation Week would start May 12th. Burns explained that the HPC was given a directive from Council to get Main St. zoned historic from Monarch to Seventh. Mrs. Frost questioned why not out farther but Mojo said that there was a good indication that Seventh & Hallam would not be the main thoroughfare in the future and with the exception of the Golden Barrel nothing was historic in that area. Groen agreed that it would make it easier not to have jurisdiction over a development like the Villas. Groen asked the secretary to contact the Historical Society and ask them to start documention of the historic structures along Main St. Groen thought that the HPC members should make it a personal campaign to explain the advantages of historic zoning. Burns asked if the advantages hadn't been taken away by the new code but Mojo said that they had actually increased. Burns noted that it had been nothing but historic or R-6 before and now they allow other uses. Groen thought that the State pays for each investigation the Historic Society does at a rate of $20 per property. Secretary was asked to write a letter to Mrs. Markalunas asking her to start the proceedings. Groen also mentioned that there will be a Historic Preser- vation workshop held on May 18th in Grand Junction and Burns, Mrs. Markalunas and himself would be attending. Mrs. Frost said she might be able to go, also. Groen asked the secretary to write the Church and explain that they will have to get a form for the National Registry from the Historic Society and that it was not an automatic thing once a building is designated historic by the City. Burns read a letter that he had composed to Bill Kirwin, President of the West Side Improvement Association outlining~ the steps they had to undertake before the HPC could consider them. He included with the letter two sections of the code pertaining to standards of the historic overlay and procedures. He also included a copy of the memo from Ms. Stuller to the secretary outlining the steps. He told the WSIA that they would have to do their own research and suggested forming either a committee to do the research or ask each property owner to do his own "abstract". -3- Ramona Markalunas HPC 5-2-75 Mrs. Frost asked if they had established boundaries yet and Burns noted that they had said they would try and encompass everything to the river and up Monarch. If P & Z or Council didn't like the area, then they could change it. Mrs. Markalunas came into the meeting and Groen asked her about research for the historic structures on Main St. Mrs. ~arkalunas said that Heather Hopton was not available at this time because of other work she was involved in. She noted that John Stanford had asked her to set something up for the research and they would pay one or two people to do the work. Groen asked if the state paid them for the work and she said that they paid $3 for each historical site inventory they did and the planning dept had paid them by the hour for research on the historic core buildings. She suggested a fixed price at the end of the project. Mrs. Markalunas estimated 20 sites on Main St would have to be researched. Groen wanted to take care of this zoning before next winter and Mrs. Markalunas said that Mrs. Hopton was teaching classes but might have some extra time to help. Groen mentioned that the Hyman Street entrance to the Wheeler was soon to be worked on and he had talked with the City Manager about it. Groen didn't want to have anyone coming to them a week before the work was done and say that was all that could be done. Secretary asked if members wanted HPC review application forms to be printed up on regular carboned paper similar to what the building department has and members were affirmative.
