Regular Meeting
Historic Preservation Committee
March 14~ 1975
Meeting was called to order by Chairman Lary Groen at 2:10 p.m. with members Mona Frost, Norman
Burns, Jerry Michael and Florence Glidden. March & End were excused. Also present was City/
County Planner John Stanford.
Approval of Minutes
Burns moved to approve the minutes of the January 24, 1975 meeting and
Mrs. Frost seconded. Ail in favor, motion carried.
Hyman Avenue Corp.
Building
Ted Mularz, architect for the project, came before the HPC for preliminary
approval. Stanford reminded him and members that this was just for
preliminary because the Ordinance says that for final approval, the
applicant would have to go through a public hearing. Mr. Mularz
questioned the part in the Ordinance that says "where approval is not
given at the pre application stage". Stanford said that he had discussed
this with the City Atttorney and it was her feeling that he may get
preliminary approval from the HPC but for final, a public hearing must
be scheduled.
Mr. Mularz noted that this area they are planning for would be between
the Old Medical Center and the Prospector Lodge. It would come under the
view plane Ordinance but would not be affected by it because of the
planned design. He showed them preliminary drawings. The building
would be a professional building with Mason & Morse and other businesses.
He said that they had talked to the Planning Office and there were three
approaches they could take. The only thing Planning asked was that
there be an access thru their property for a trail to Wagner Park which
the owner was complying with at a sacrifice to his floor area. There
would be an arcade throught to the park on the level above the street
since the building would be on an incline or slant. The lower level
would actually be 2 levels with a sub-basement and sunken courtyard.
He noted that the main facade would be recessed and there would be brick
details. Groen questioned whether there would be any mechanical equipment
such as a ventilator or air conditioner on the roof. Mularz said that
there would be some but not large. Groen asked if they would have any
light problems which would cause them to use reflective or coated glass
as this is a restriction in their guidelines. Mularz did not think
it would be needed. Groen mentioned this because of the problems they
had had with the Solarium's glass. The roof would be of tar and gravel.
Burns asked about the basic color and Mularz mentioned three: red brick,
wrought iron and beige on the roof. Groen asked about trash areas and
Mularz said that they had a placed set aside and that Mr. Morse had even
suggested using a trash compacter. Mularz mentioned that a spruce tree
would be replanted in a different area of the land rather than just
uprooting and destroying it.
Mr. Mularz was willing to accept preliminary approval now and then let
them know when he was ready for final approval since they would have to
go through P & Z, too. He didn't think he would be back until then.
Motion
Burns moved to let Mr. Mularz proceed with his plans for the Hyman Avenue
Corp. Building. Mrs. Frost seconded. Ail in favor, motion carried.
The new H.P.C. stamp was used and Chairman Groen signed the preliminary
plaas. Burns told Mularz that the Building Inspector will have to see
the final plans before they are submitted to the HPC.
Old Business
Groen questioned Burns about whether he had anything on the WSIA and
Burns thought that he might be able to have something for them next time.
Request from Jim Roark
The City/County Sanitarian came before the HPC to request that he be
allowed to locate weather equipment on the roof of City Hall. It was a
good location, easily accessible. He also mentioned that he might install
a sealed devise to monitor the air with a ¼" plastic tube. He noted that
he had picked the tower because these instruments work best at least 20'
off the street. Groen wondered if this would be like the equipment on
the Courthouse building and Roark said no. Michael asked about using the

Monitoriing request, cont'd firehouse tower and Roark thought it might be possible. He said that
he would use have four wind cups, 3" in diameter, 2' across to determine
which direction the wind came from. Roark said that he might have
trouble with the access on the firehouse roof. Groen questioned whether
this was definite or tentative at this stage. Roark said that COG funds
would be paying for this and Stanford noted that the funds would come
through until June. Michael suggested that they wait until Roark has
investigated the fire house tower.
Motion
Mrs. Frost moved to postpone this item until their next meeting to allow
Roark to check into other areas. Seconded by Burns. All in favor,
motion carried.
Reid Realty Request
Groen wanted to appraise the members on a request he had had from Reid
Realty regarding the yellow house on Hopkins. Kay Reid had asked that
they give a blanket exemption from any past conditions they had placed
on the house since they have the house up for sale. Groen explained to
her that they would not be able to give any exemption.
Krabacher
Groen noted that he had talked to Joe Krabacher about the house on 7th &
Main and especially the poles that are holding up the veranda and they
are just temporary structures. Burns questioned whether Krabacher had
ever showed his plans to anybody at City Hall and Stanford didn't think
so. Groen asked about the application for historic designation made on
the house at 7th &Main. Stanford said that the had several applications
for H designation and he would prepare a memo. They should schedule a
study session to decide how to handle them.
Burns questioned Stanford about the proposed zoning code, asking if in
the residential areas the ratio was 1 parking place per bedroom and
Stanford stated that that was proposed. Burns also wondered about the
new Victorian in the West End, whether it was subject to the new
regulations. Mrs. Frost noted that this was formerly the Beidleman
property and the almost completely redone house had not followed the
plans okayed by the Building Inspector. She noted that a neighbor had
had to forcibly protect their property line because of the recent building.
Michael questioned why Mularz didn't have to go through with a routing
slip and Groen explained that one was required at the same time a building
permit is requested and Mularz wasn't at that stage yet. Members noted
that the routing slip was working since they had received in their
agenda packets one approved by the Building Inspector for interior work
on the Courthouse.
Historic Preservation
Week
Groen noted that he had a letter from Ramona Markalunas letting him know
that the week of May 11 - 18 has been designated Historic Preservation
Week. He suggested that this be taken up with Council and members might
even do some spots on Commentary or in the paper. Glidden suggested
having Mary Esbaugh Hayes to write profile story and Groen thought that
they might approach Susan Michael, also. Groen mentioned that they
should find out from the City Manager about the interior work proposed
for the Wheeler before they do anything more.
Stanford suggested several projects he would like to see done by the HPC -
such as identifying parts of the town, such as the Kohl lumber building
and that area that still retains the mining character of the town. Also
maybe research the mines in the area. Groen said that he and Nancy Snell
were the representatives from the Mall Commission to the Centennial/Bi-
Centennial Committee (C/BCC) and that Roddy Pardeo was working on the
mining heritage and they were trying to include the young people and
students in on the project. Possibly have them do some poster competition~
or soemthing. Groen said that they were also looking for people in town
who would volunteer their time. He suggested having a display that would
go around Colorado. He had checked into bookmobile-type vehicle that
would cost $1200 a week including chauffeur, but gas would be additional.

Groen said that the State would sponsor some things but he was going to
try and interest the Eagles or Elks since they are statewide organizations.
Several ideas for displays were: now and then pictures, pictures of the
king coal/Trinidad mine and the largest silver nugget found. Groen said
that it would be a good thing to locate the old mines for hikers and
Mrs. F~ost suggested and old fashioned 4th of July with pie-throwing
contest. Groen said that ten cities had submitted something about
mining but nothing like this. Names suggested to be approached for old
mine samples would be Kurt Bresmitz, Frances Herron and the Colorado School
of Mines. Mrs. Frost thought that they should plan an article for the
paper asking for volunteers. Groen noted that Bresnitz was planning on
setting up a display in his basement and wouldn't want to move it. Greg
Franta, who made the model of the mall, would be willing to work with the
students and possibly a model might be made of the Silver Queen. Stanford
suggested that Grass Roots might be interested in doing something because
the visual would be a nice record. Groen thought it might be useful
to do a before and after on something like the renovation of the Community
Church project.
Michael moved to adjourn and seconded by Burns. Ail in favor, meeting
adjourned at 3:25 p.m.
