Regular Meeting
Historic Preservation CoKmittee
January 24, 1975
Meeting was called to order by Chairman Lary Groen at 2:20 p.m. with members
Mona Frost, Norman Burns, Terry End, and Jerry Michael~. Marsh and Glidden were
excused. Also present was John Stanford, City/County ~i&~'L-~e~ and Greg Cole.
APPROVAL OF MINUTES
Frost moved to approve the minutes of January 10, 1975 and
Burns seconded. All in favor, motion carried.
OLD BUSINESS: WSIA
Groen noted that Max Freeman had been asked by Bob Marsh
to appear for him at this meeting but Mr. Freeman had not
felt qualified enough to come before them at this time.
Marsh had evi~entally left a rough draft of a letter to
be typed up and submitted to property owners but Burns
thought that the letter cited building department problems
rather than the HPC's. Marsh was supposed to have written
this letter for reasons why the WSIA wished to be histori-
cally designated but Groen didn't feel that there was
sufficient organization to the letter yet. Burns also
noted that they didn't kave enough figures, either, about
the number of historic buildings in the ~est End. Mrs.
Frost asked who was supposed to do the footwork on that
and Groen noted that Ramona Markalunas had said Heather
Hopton would handle it.
Burns also noted that according to the City Attorney's memo,
notices will have to go out to the property owners who
would be affected but he thought the WSIA was going to have
to do some more research since a look at envelopes already
addressed showed former owners from two years ago on some.
Groen said that Freeman was willing to work on this since
he is secretary for WSIA and he asked that he be given a
copy of the memo and he will follow through on all that is
required. ~e~.~ers noted that a thorough inventory of the
West End should be made so that they have some idea of the
number of historic buildings in the area and Stanford
agreed that these should be authenticated. Groen
q~estioned whether they would have any criteria such as
this Committee did when they were working towards downtown
designation. Stanford said he thought it would be
interestin~ to see if they did go through without any but
thought just a policy statement would be needed. He noted
that their job was to make sure that the WSIA was worthy
of being historic. He said they should base this opinion
on thr~e things: the historical aspects of the West End,
the effect of designation, and how it wou].~ relate to the
overall plan for Aspen.
Burns asked that copies be made up of the Ordinance and
the City Attorney's memo on "Application for Historic
Designation" for ~a~ Freeman and also packets be sent to
new me~nbers Terry End and Jerry Michaels containing the
creating Ordinance snd by-laws. WSIA should also contact
the K±storic Society and get the research done. The City
paid the Society for information on various areas of the
dot, town area when anticipating H~ Historic Designation
for that area.
Routing Slip
Burns said he hadn't had a chance to really go over what
was needed but he had gone over all the Ordinances, code
and requirements. He noted that all applicants must file
3 sets of preliminary sketches and materials. He thought
that they should have the stamp approval for the preappli-
cation situation all the way thru to final approval.
Burns mentioned that the Building Department has an
application form which is filled out with copies going to

the Inspector, Building Office, owner's copy and the
original with the plans. He thought that this might work
for them also. Stanford thought that the Planning Office
should also have a copy. A check list was also considered.
Relationship with
Mall Commission
Stanford stressed the importance of working with other
Commissions now, especially to establish a rapport with the
Mall Commission. He thought that they should have an
informal meeting with them sometime mid-February. Michaels
questioned if the Mall Commission people were leaning
towards expansion and Groen said they were not leaning
towards that until a whole plan is worked out and they
can see the best ways to serve the merchants
noted that they were working on ideas for summer implement-
ation such as street furniture, tree guards, ashtrays and
directories. Michaels suggested the name of Robert Moses
of Jones Beach signs since he had done creative work.
Groen noted that the Mall Commission was also considering
information kiosks that would have directories or maps,
mailboxes, telephones, etc. Michaels agreed that this
was needed since people get disoriented easily in the
downtown area. Groen said that in terms of restaurant
expansion, they were going to find out what locals think
of it. The Mine Co. problem might be solved by not allowin~
liquor to be served outside and thereby disallowing the
need for partitions and walls since this wasn't what they
had wanted in the first place. They envisioned cafes
rather than full extensions. Michaels noted that there was
a big difference between the fence at Red Onion and the
walls of the Mine Company since one was temporary and the
other permanent. Groen thought that the restaurant policy
should be resolved by the Mall Commission by mid February.
LA COCINA REMODEL
Architect Ted Mularz explained that he was working with
Dottie Kelleher of La Cocina, who engaged him to create
a sunken patio. He had the idea of moving the building
back and then remodeling it to look Victorian in character
and wished for comments from members. He stated that he
realized the building was in the Historic District and
he would have to come before them later with final plans.
Member comments were only of warnings against too much
Victorian and colors non-compatible with the surrounding
area.
LQT BEWTWEEN PROSPECTOR Mr. Mularz was also involved in this project to build
AND DR. BARNARD'S on the three existing vacant lots between Dr. Barnard's
building and the Prospector Lodge. Groen questioned the
use of the alley and Stanford said it was still the City's
and the lease on it was given to Goombas. He also noted
that it would be used for emergency vehicles in the Mall.
Burns questioned whether it would be wise for La Cocina
to be made into a Victorian since the fear of a "Disneyland
effect".
H.U.D. GRANT
Stanford noted that he was asking for $300,000 each year
for three years for projects such as rewiring of the
Wheeler Opera House at an estimated $42,000 and also work
on a community center. Groen questioned when they will
know something definite and Stanford said that the prelim-
inary work would go through by February 4th and felt that
they would receive the funds by summer. The question was
how to address the needs of the community since it was hard
to argue poverty or similar and Stanford said that it all
depended on the way one writes the grant. Michaels
discussed the Federal grant for the light rail system
and said that the Government was using that as a pilot for
all light rail in the U.S.

Groen asked about a County H.P.C. and Stanford said that
Mary Martin was working on that but had heard nothing from
the City or County on requested grants.
A letter from Jane Rohan to Bob Marsh was discussed. The
letter complained about unfair building practices which
were going on in the West End and members thought that
Max Freeman should handle the dispursement of it to the
proper authorities.
Michaels moved to adjourn and End seconded. Ail in favor,
meeting adjourn at 4:07 p.m.
