Regular Meeting Historical Preservation Committee October 4,1974
The meeting was called to order at 3:13 p.m. by Vice-Chairman Lary Groen with
members Mona Frost, Florence Glidden and Norm Burns. Also present were John
Stanford, Greg Cole and Yank Mojo of the Planning Office.
Approval of Minutes
Burns mentioned a correction for the September 20th
minutes, under Ferrenberg's comments about the Koch
Lumber Building possibly being designated historic, in
which he wished the last two lines of that paragraph
to read "the members did not believe that it was
possible to have the building historically preserved."
Burns moved to approve the minutes as they stood
corrected and Frost seconded. All in favor, motion
carried.
Yellow House on E.Hopkins
Clayton Meyring was asked to come before the Committee
to discuss his attempts to locate Mr. Woodward, who
last spring submitted plans, which met code, for
additions onto the house and especially the porch of
the yellow house next to La Cocina. Mr. Meyring said
that he had thought Mr. Woodward would return to his
office to obtain a building permit but that he had
never returned for it and Meyring had not been able
to trace him yet.
Groen said that he had seen Mr. Woodward in town last
week and members recalled that a Mrs. E. Stone was
the owner of the house so Mr. Woodward might be traced
through her.
Jerry Michaels arrives.
Groen thought that he might have Woodward's phone number
written down somewhere and that he would check into it.
Wheeler Opera House
Groen asked Meyring whether he was aware of the hanging
wires outside of the Pub and wondered who's responsi-
bility it was to see that the wires are secured and
free of any danger of fire. Meyring said that he would
check into it.
Deanna Brinkman Letter
Groen advised Meyring that Ms. Brinkman had not respond-
ed to the letter sent to her asking her to appear
before the Committee in reference to her reasons for
putting in reflective glass in the greenhouse of her
Mill St. Station building. The Building Inspector was
asked if there was any way to make Ms. Brinkman adhere
to the wishes of the H.P.C. and Meyring said that there
is a certificate of occupancy that must be certified
by him and before she gets that certificate she must
have adhered to all the conditions set by the various
boards she had been before.
Antique Lights
Yank Mojo advised the members on the progress of the
lights saying that the lights were in from Main St. to
3rd and that all the platforms or bases were pored ex-
cept for the Mill St. ones. He noted that Paepcke
Park and the historic district would be highlighted.
Mojo said that they had originally anticipated using
all of the 96 stands but had discovered that they could
use nowhere near the amount of the lights due to the
disrepair of the stands. As it stands, the City has
had to send for light sockets for fixtures. Mojo said
that he would like to see a light at the corner of the

Independence Lodge, at the Wheeler Opera House corner,
by the Ute City Banque and by the Crystal Palace.
Members questioned the need for the lights at the
Crystal Palace nad Independence corners since they
already provide so mich light.
Groen asked if the stands would be painted and Mojo
siad that some should certainly be painted but he did
not know when and said that the engineering problems were
dominating now. Groen said that the.beiqe .ton~ o~he

all to be painted.
Mojo also mentioned that 6 lights were planned but not
put in yet: 2 on each end of the Castle Creek Bridge
and 2 on the corner of Hallam and 7th streets. Groen
had qualms about the heaviness of the lights and asked
whether Ramona Markalunas had been contacted yet since
the West End Homeowners Association are putting in
lights that are similar but much lighter in weight.
Cole suggested putting more lights in but members told
him that there was not enough space for them on the
bridge.
The name of Jon Busch was mentioned as he had heard that
Portland, Oregon had similar lighting fixtures and Groen
thought that the City could get replacements from there.
Mojo wondered whether they were single or double globes
and said that he would check into it.
Michaels asked if the signal lights would be replaced
with the antique one and Stanford said that he had
already talked to the Highway Department and it looks
like a good possibility.
The Vice-chairman asked that Mojo advise them with a
schematic before any more lights were placed.
Ernie from Caudill and Associates, presented the plans
for the addition to the building in which office space
would be added onto the top. It would be used by the
present owner and an undetermined amount would be rented
out. He mentioned that there had been an error in the
plans when they went before Council for an encroachment
and that they would have to go before Council again.
Groen asked why the stairway wouldn't be routed inside
but Ernie said that the owner felt there was not ade-
quate space inside for the stairs and that they would
have to go into the original structure which would be
costly.
Burns said that by looking at the plans he could see that'
they would be with structural elements such as the
stairway, but he didn't think that anything could be
approved or disapproved at this time until a variance
was granted.
Groen said that their official suggestion would be to
try to work the stairs inside the structure.
Jay Fippin of Pielstick & Rosalak showed the plans for
a separate restaurant to be built on top of Dave Topol's
restaurant. The existing building has a false front on
the top and it is proposed to make a sun terrace in the
front with a wooden truss and enclosed glass all in
the same western motif as the rest of the Little Annie's.
Also proposed was a skylight in the middle of the top
floor with possibly a brick fountain underneath. They
had also considered putting in glass in the back to
catch more sunlight but had made no decision as of yet.
Burns felt that if approval was granted that a stipula-
tion about not using mirrored or reflective glass should
be put in.

Motion
Criteria - John Stanford
Groen wanted them to avoid using strip windows and
Fippin said that they would go with casement windows
similar to the ones on the bottom.
The members discussed the fact that the building was
of an entirely different architectural style than what
they reviewed through their criteria but that they
would have to consider it on its own merits.
Groen was also concerned with the wooden truss and
enclosed glass making a "Fishbowl" effect and was
assured that the timbers were wide-spaced enough that
it would not produce that closed in effect.
Burns moved to grant approval provided that at no time
do they use mirrored or reflective glass, that the
color in the rear be analagous to the front and that
color samples be submitted to them. Frost seconded.
All in favor, motion carried.
Stanford presented to the Conunitte an appraoch to the
brochure for the criteria which he had put into a
question-answer form to preface the criteria. Stanford
asked that the members review what he had already done
so far and add any questions they wanted to be included.
He said he had some reservations about this approach
but felt it to be a very direct way to presenting some
of the questions such as: Why establish a Historic
District?, Why not just designate each individual
historic structure?, etc. Members were favorable to
the approach.
The question arose over control of colors on buildings
two years after their approval before the H.P.C. and
Stanford said that it would be best to put it into the
Ordinance when it is written. Members were also
concerned with putting stipulation against mirrored or
reflective glass in new buildings into the Ordinance.
Groen said that in regard to what they want or don't
want in the criteria, that Langdon Morris had said to
eliminate anything you don't want in the criteria and
to say what you do want, in other words spell out
exactly what is allowed.
Members agree to look at the preliminary brochure and
to try to come up with some other questions for the
preface.
Glidden moved to adjourn and Michaels seconded. Ail
in favor, meeting adjourned at 4:50 p.m.
