HomeMy WebLinkAboutminutes.hpc.19740920RECORD OF PROCEEDINGS 100 Leaves Regular Meetin9 Historic Preservation committee September 20, 1974 The meeting was called to order by Chairman Judy Ferrenberg with members Norm Burns, Mona Frost, Florence Glidden, Bob Marsh, and Jerry Michaels present. Also present was City/County Planner John Stanford. Approval of Minutes Burns pointed out that Joe Krabacher's name was still misspelled, that the name was spelled with a "K" not a "C". Groen moved to approve the minutes as they stood cor- rected and Glidden seconded. All in favor, motion carried. Old Business - Letter to Deanna Brinkman Ferrenberg questioned the letter sent to Deanna Brink- man in which members asked to her to appear before the Committee to discuss her reasons for using the mirrored glass on her greenhouse. It was noted that Ms. Brinkman was out of town and had not responded to the letter yet. Building Inspector Members noted that Mr. Meyring had not responded to the letter on the yellow house next to La Cocina on E. Hopkins and he was asked to appear at the next meeting to explain what had transpired so far. It was also asked that he be sent a copy of the proposed criteria. Crystal Palace Frost brought up the problem of the Palace's now having two white walls and wondered if, since the building is historic, whether they didn't have some control over it. The Planning Department was advised to write a letter to Mead Metcalf, the owner, mentioning the starkness of the walls and suggesting painting them or using the same materials as the front facade. Burns suggested that they should check the minutes from last September when the Palace's renovating was under discussion since he felt that something had been said at that time about the walls. Stanford said that he thought Planning had a folder on the Palace that might have some information. Glidden was to check into the dates to incorporate into the letter. Planning was instructed to write the letter and invite Mr. Metcalf to a meeting to discuss the problem. Historic Designation Burns wanted the question of procedure cleared up on who is responsible for putting the historic buildings on the official map, notifying the Building Inspector, and having it recorded by the County Clerk. It was found out that the City Attorney was handling it since Council had voted on them and that she would have it taken care of in time before the deadline. Study Session with Local Architects Marsh wanted to have the members set up a meeting with local architects to get their opinions on the criteria. It was hoped that a meeting could be scheduled for next tuesday at Florence Glidden's home with Ted Mularz, Fritz Benedict, Ellie Brickham and Robin Molny present. Invitation to Langdon Morris, Jr. Groen stated that Mr. Morris, who had designed Larimer Square in Denver, had offered to come to Aspen to discuss ways of implementing the criteria. Pittsburgh Paints - Victorian Schematic Also mentioned was a pallet put out by Pittsburgh Paint Co. of Victorian colors and Groen thought that they might get a hold of it "suggest" colors. ~~ John Stanford - Plans finalized for Criteria Mike Gonni - Delice Building Changes to the Criteria Ferrenberg Wheeler Opera House - Thanks to City Manager Antique Lights Aspen Sports Ferrenberg asked where they stood now on the criteria - what was the next step? Stanford felt that it should be put into final form, such as a pamphlet, and then a public hearing with Council should be held. The Chairman questioned who's responsibility it was to put the criteria together and Stanford said that he could hopefully have it done by October 1st. It was asked whether, since the zoning code was now being revised, the historic district be included but members felt that it should be considered separately. Mr. Gonni said that he was looking into leasing the building and wanted to know what he could do in the way of remodeling. He was given a copy of the criteria to go over and advised him to come back when he has a definate idea of what he would like to do. He was told that all they were concerned with was the compatibility to surrounding historic buildings so that they wouldn't be overshadowed. Burns had wanted to change some parts of the criteria that had been found to be unworkable but because of the proposed meeting with architects, members decided to wait until they had some ideas from others. The Chairman asked that, since she would be resigning as of the 15th of October, the members offer any assistance possible to people who don't know much about restoration and she cited the Community Church as an example but members disagreed whether help was needed there. She also wanted the Committee to consider asking for historic designation to the Koch Lumber building but because of the condition of the building, the members did not feel that it merited being preserved and also the problem would arise with other "shacks" applying also. Groen thanked City Manager Mahoney, who had found more funds for restoration of the Wheeler. He stated that money for drywells that was never spent had been added to the paint budget and they had come up with $2,000 to be used for the painting. Groen mentioned that he had heard at the Mall Commis- sion meeting that the antique lights would be up by Thanksgiving and members stated that they would like to review where the lights are to be placed. The secretary was advised to write a memo to John Stanford, Yank Mojo and Mick Mahoney concerning the placements of lights since they felt that anything new to be put in the historic district should be reviewed by the H.P.C. and asking for a presentation. Burns showed the members plans of Aspen Sports to expand and noted that the Council had already allowed encroachment of the sidewalk. Members did not feel that presented as they saw it, it would pass the criteria and mentioned a stairway that would be objectionable. Marsh moved to adjourn and Groen seconded. Ail in favor, meeting adjourned at 4:55 p.m. Deputy ~ity Clerk
