Regular Meeting
Historic Preservation Committee
August 23, 1974
The meeting was called to order at 3:05 p.m. by Vice-Chairman Lary Groen.
Bob Marsh, Florence Glidden, Mona Frost and Norm Burns were in attendance.
BUILDING REVIEWS
Fother~ill-Shaft Building
Architect Jim Von Brewer was now before the Committee for final approval
having postponed his complete presentation from the previous meeting in an
effort to work within the framework of H.P.C. and obtain support for Ordinance
19 review. The previously requested vertical expression was now evident on
Hunter Street. Von Brewer discussed his plans with regard to the wood panels
with stucco materials to achieve the necessary fire rating, the lack of
fenestration on the alley and the burnt a~e~ color, b~e~ enamel look over
the aluminum windows, u~.~ %w~ ~~
The committee reviewed his plans and asked questions pertinent to their
criteria items.
Von Brewer stated that after the conceptual stage of rdinance 19, he would be
willing to present a mock up of colors and glass.
Burns made a motion to grant preliminary approval with a color and material
presentation at the final stage. Frost seconded; all in favor. Motion carried
Temple Allen Building
Joe
, representing the owner of the Temple Allen Building located at
the corner of 7th and Main Streets present plans for the revovation of the
above building. Plans include removal of the asbestos shingles and replacement
by wood panelling, an extension of the side porch, and shaving wood already
there and restoring to convert the old house into office space.
Burns questioned Mr. 0~h~<k~& ~n the' history of the house and why they had
come before the H.P.C. for review. Mr. crayback informed the committee that
Mr. Allen was interested inapplying for historic designation; he was
directed to the Planning office to make application.
Mona Frost was concerned about parking because of the heavy traffic in that
area. She was informed by Mr.~%~ that parking would be available on
the Hickory House lot.
Frost made the motion to grant approval subject to color submission. Glidden
seconded, all in favor. Motion carried.
Aspen Sports
Aspen Sports was not present to give their presentation to the committee.
Aspen Arcades
Kit Mason of Doremous, Fleisher & Mason was present to request approval on
plans for addition to the Aspen Arcades Building. Approval had previously
been granted last year but the approval had elapsed.
He reviewed the plans originally submitted with the committee. The addition
is a second story to the building keeping the skylight and arcade. He
explained the treatment of the parapets, also the green frame treatment with
brick underneath. The proposed windows will follow the Victorian feeling more
than the present windows. One revision to the original plans is the continuanc(
of the second story over Sherpa Sports.
Groen-.was concerned by the skylight, he questioned whether it was domed. It
will not be. His concern was for the visual effect it might create from a
distance.
Burns made the motion that we approve the building as presented with the
submittal of colors to be submitted to us before the building is painted.
Marsh seconded. All in favor; motion carried.

HISTORIC PRESERVATION CRITERIA--FINAL APPROVAL
The committee memberd felt that there was no need for modification of the
resolution presented.
Marsh made the motion to approve the resolution of the Aspen Historic
Preservation Committee establishing review criteria for construction and
remodeling in the commercial core historic district and procedures for
adoption of additional criteria and variances from the same as hereby
submitted. Burns seconded. All in favor; motion carried.
NEW MEMBER
Vice Chairman Lary Groen informed the Committee that the vacancy on the
Historic Preservation Committee had been advertised, will be on the Council
agenda the following Monday and that there were 2 or 3 applications in at
this time.
MAIN STREET REZONING
Lary Groen had discussed the effect of the rezoning of Main Street on the
Historic Preservation Committee and historic districting with Councilwoman
Jenifer Pederson. She felt the proposed multifamily or multifamily-business
zoning would create parking and density problems and be conducive to creation
of more condominiums. Residential/office was suggested by her as the
possible solution. She asked Mr. Groen to present the subject to the
committee for discussion and an expression of their thoughts.
The committee felt that they were not ready at this time to pursue
discussion as they did not have a complete understanding of the proposed
zoning of Main Street. Lary Groen suggested that the committee get together
with John Stanford to discuss the proposed zoning of Main. A conference will
be arranged.
WHEELER OPER~ HOUSE RESTORATION
Lary Groen reported to the committee that $2,10'0 plus was available as
additional funds that had been appropriated to the H.P.C. budget for
restoration of the Wheeler Opera House. $1,300 more and Clark will be able
to repaint the east and south sides in beige and brown tones thereby
eliminating the green. There are plans of redoing the fire escape and $4,000
interior electrical as well as interior carpentry and painting. It will
cost 6 to 7 thousnad dollars to redo the entrance and will be on next years
budget. There will be one rental space available soon.
CASTE CREEK B~IDGE ORNAMENTATION
Lary Groen had done some research into obtaining estimates on the cost of
lighting the Castle Creek Bridge. There had been plans of setting up at
least two antique lights at the entrance to the bridge. Groen asked the
committee to consider the vandalism factor in accomplishing this so
it might be more feasible to consider globe-shaped lights that curve away
from the road, He was waiting for reply on an estimate.
MEMBER COMMENTS
Marsh felt that the committee should do as much as it can soon to get the
west end started on an historic district.
Burns was in agreement about establishing additional districts because

those buildings bordering on the district can greatly affect the visual
effect of buildings in the district and he felt that something should be
done to make neighboring buildings conducive.
Groen brought it to the attention of the committee that DeeDee Brinkman has
not carried through on the conditional approval granted on her Mill Street
Station. Approval was granted with the condition that Ms. Brinkman cover the
raw aluminum metal on her greenhouse and skylight, this had not been done
to date. He was going to discuss the problem of granting final building
approval on conditional cases with Building Inspector Meyring.
Marsh made the motion to adjourn. Frost seconded; all in favor. The
meeting was adjourned at 4:30 p.m.
