HomeMy WebLinkAboutminutes.hpc.19740802RECORD OF PROCEEDINGS 100 Leaves Regular Meeting Historic Preservation Committee August 2, 1974 Meeting was called to order at 3:06 p.m. by Vice-Chairman Lary Groen with members Florence Glidden, Mona Frost, Norman Burns and City/County Planner John Stanford present. APPROVAL OF MINUTES OLD BUSINESS BUILDING REVIEWS Shaft-Fothergill's BOtanical Eye WHEELER OPERA HOUSE Continuing Renovations Burns wished to have a letter s inserted on page 2 of the July 12 minutes to have the second line of the preliminary criteria to read "shall" instead of "hall". Burns made a motion to approve the minutes as they stood corrected and Frost seconded the motion. Groen wanted to know when the Resolution asking for Historic Designation for City Hall, The Community Church and Lift One would be going to Council. Stanford said that he would make sure it was put on the Council Agenda for August 26th. He also brought up memberships sent in to the National Trust in Washington. He stated that evidently the applications were sent in wrong and that was why there had been such a mix-up in getting membership for the HPC. He recommended that only one subscription be sent in and that it be directed simply to the Chairman of the HPC. Groen asked if notification had been sent regarding the opening on the Committee. It was recommended that a member of the downtown business community be selected. He was also concerned with setting a time for a study session with the P & Z. It was determined that the study session should be before the next Council meeting. Architect Jim Von Brewer and Attorney Andrew Hecht were the representatives for the Shaft and asked that the Committee consider whether the building would suffer aesthetically if they were to have less than ½ of the 25% open space in the front of the bui-lding. Groen reminded them that the Committee's main concern was the meeting of the criteria and that the first of the seven criterion clearly stated their position. Attorney Hecht stated that they would like to come before the Committee in two weeks. Botanical Eye was not present to give their presen- tation to the Committee. Jack Esfeldt, Chick Collins' assistant, spoke about bids accepted for work on the west and north sides of the Wheeler Opera House and when work was expected to begin. He stated that the work was broken down into three categories. The first was to take the west and north walls and replace all the deteriorated brick then clean the entire surface. Second would be to paint all the woodwork involved and third take the west wall and put interior drains in the gutters. The length of time for the entire job would be 45 days. -1- RECORD OF PROCEEDINGS 100 Leaves Regular Meeting Historic Preservation Committee August 2, 1974 Wheeler Opera House, continued Antique Lights COMMITTEE COMMENTS Bryan Johnson Esfeldt gave a breakdown of the money to be spent according to bids accepted: Premier Waterproofing - $17,936.00; Mangles - $3600.00 for painting; and for the sheet metal and drainage, the bid that came in was double the estimate so they were going to negotiate with subcontractors in town for the work. With the two bids the amount left is $21,536.00 and with the estimated work to be done still plus Collins' fee $2,000.00 should be left. It was noted that the price of painting the south and east walls was $5,200.00 and the members questioned whether they couldn't get an estimate for all the painting work to be done and then they could get it painted in the final color that had been decided on previously. Ramona Markalunas stated that it was too late to get Federal funds for this year and that they have to take the City's funds this year or forfeit them in January. She urged the HPC to get their application in now to the National Registry for next year. Groen asked about the antique lights that are planned for Main Street. Stanford didn't have a copy of the latest plan with him but he said that the lights would be placed two per intersection down Main and the downtown area. Groen suggested using more lights in the downtown area and less along Main but it was noted by Ms. Markalunas that the first impression would be of the street lights along the road leading into the downtown area. A question was raised about the signal lights being antique and Stanford remarked that some had been found in San Francisco therefore it was simply a matter of talking the Highway Department into installing them. Markalunas also mentioned improving the Castle Creek bridge by using wrought iron. Stanford thought that this would be a perfect time for the HPC to demonstrate its ability by going into detail on a plan for the Castle Creek Bridge. Bryan Johnson of the P & Z came to the meeting and discussed a study session and suggested that the HPC bring in a couple of cases that they had worked on. Johnson said that he would consider relaying a favor- able reaction to Council if the HPC's presentation is good. Glidden made a motion to adjourn and Frost seconded the motion.
