Meeting was called to order at 3:10 P,M~ by the Recording Secretary with
Committee members Bob Marsh~ Florence Glidden~ Mona Frost~ Lary Groen~ and
Norman Burns with City/County Planner John Stanford,
Election of Officers
Recording Secretary asked for nominations for
Chairman. Frost nominated Lary Groen as temporary
Chairman. Florence Glidden seconded the nomination.
Glidden made a motion that the nominations be
closed. Frost seconded the motion.
Ail in favor, motion carried.
Frost made a motion to elect Judy Ferrenberg
permanent Chairman, Florence seconded the motion.
Ail in favor, motion carried.
Frost nominated Lary Groen as Vice Chairman. Glidden
seconded the nomination.
There was no other nominations,
Ail in favor, motion carried,
Approval of Minutes
Frost stated that some corrections should be made
to the June 28 minutes. She made a motion that
the minutes be approved as corrected, a copy of
the June'28 minutes being submitted with the
proposed changes to the Recording Secretary.
Burns seconded the motion.
Ail in favor, motion carried.
Historic Overlay Dis-
trict
Stanford stated that he would like to hear a motion
from the H.P.C., sending a report and their com-
ment to the City Council on the designation of the
commercial core as historic. This was required by
the code.
The Committee felt that action should be taken on
the criteria before they were submitted in a re-
port to the City Council.
Stanford stated that he had rewritten some of the
criteria. He felt, basically, that the Committee
should not address color.
It was noted that the sentence "Any street or mall
facade shall be considered a front facade" had been
deleted from criteria two, first paragraph. Burns
noted that this should be included in.that criteria.
Stanford stated that the reason this had been
deleted was that it didn't say on what basis.
Groen noted that paragraph two of criteria two
"Building materials other than brick~ cut stone
or clapboard siding shall not detract from the
significance and character of the historic buildings
within the district", deleted a portion of the
criteria which might clarify it, and also leave open
the option to use something other than brick, etc.
Stanford stated that this was deleted simply as an

effort to make the criteria as brief and simple as
possible. Criteria two¢ paragraph two should read
~'Building materials other than brick, cut stone
or clapboard siding shall be of a nature and tex-
ture not to detract from the significance and char-
acter of the historic buildings within the district."
Criteria six should state "Painted front facades
shall not exceed 90 feet without a color or tex-
tured alteration." Criteria~one~ paragraph ~ne:
"New construction or remodeling shall not extend
for more than'three t0wn lots (90'x 100') without
an alteration of at least 8 feet in the front set-
back line of the building facade which is parallel
to the alley.
Groen stated that Criteria seven should be included
in the preliminary criteria. Criteria seven:
Colors, values, intensity and color placement,
being considered a valid controversial artistic
embellishment and having an intimate relationship
to all the foregoing criteria, shall be subject to
review by the H.P.C.
Stanford stated he would prefer avoiding any state-
ments pertaining to color.
Marsh made a motion to enter the preliminary criteria
as presented into the minutes. Burns seconded the
motion.
Ail in favor, motion carried.
The preliminary criteria are as follows:
1. New construction or remodeling shall not extend
for more than three town lots (90' x 100') without
an alteration of at least 8 feet in the front setback
line of the building facade which is parallel to
the alley.
Building roofs of new construction or remodeling
shall not exceed three town lots without an altera-
tion in the form and/or height as it relates to
the front setback.
These roofs shall be flat, gabled, or hip. Establish-
ed local historic variation shall be reviewed.
2. Exposed side and rear elevations shall be of iden-
tical materials as the front facade or of a color or
material analogous to the front facade. Any street
or mall facade shall be considered a front facade.
Building materials other than brick, cut stone or
clapboard siding shall be of a nature and texture
not to detract from the significance and character of
the historic buildings within the district.
3, Fenestrations above the first floor shall be
greater in vertical dimensions than horizontal.
Building details, if used, shall be oriented to
fenestrations, corners, roof lines and at floor

levels,
4. No new construction or remodeling shall have ex-
posed structural skeletal elements other than load
bearing walls,
5. Porches and stoops shall not exceed 20 feet along
any facade. Balconies shall not project beyond the
building facade,
6~ Painted front facades shall not exceed 90 feet
without a color or textured alteration,
7. Colors, values, intensity and color placement,
being considered a valid controversial artistic em-
bellishment and having an intimate relationship to
all the foregoing criteria, shall be subject to
review by the H.P.C.
Marsh then made a motion for the H,P.C. to send
their report and comments to the City Council on
the historic designation of the commercial core.
Frost seconded the motion.
Ail in favor, motion carried.
Stanford stated that City Hall had a terrific ice
problem in the winter similar to the Courthouse.
Plans had been submitted by the City, which were
similar to the Courthouse solution to the problem.
It was noted that this type of solution had not
been the best solution to the problem.
Burns made a motion that the plans not be approved
as presented, and referred the Building Department
and the City Manager to John Stanford for the com-
ments of the H.P.C. Marsh seconded the motion.
Ail in favor, motion carried.
Stanford stated that ~the City had been proceeding
and determining the placement of the antique lights
in the downtown area. The Planning Office has
recommended the lights go along Main St. into town.
Stanford showed the Committee the plans which were
being followed at that time.
Groen stated that, as he understood it, the plan
was tentative. Stanford stated that the Planning
Office's main concern was that they are looking at
locations without a plan.
Burns made a motion to request the City Manager to
furnish the H,P,C, with a more detailed plan in re-
lationship to existing buildings and street appur-
tenances. Frost seconded the motion.
Ail in favor, motion carried,
Marsh made a motion that the H.P.C, write a letter
of appreciation to Jim Hartman and John Frisbee
for their effort in behalf of the Historic Overlay
District, and send to them any material which may
be pertinent to their presentations. Burns seconded
the motion.

All in favor, motion carried,
Burns made a motion that the H,P,C. send a letter of
request to the City Council asking them to appoint
a Committee member to,replace Dave Finholm, and in
this letter the H,P,C, recommend that they appoint
a member who is a property owner in the downtown
area. Frost seconded the motion,
Ail in favor, motion carried.
Marsh made a motion that the meeting be adjourned.
Burns seconded the motion, Meeting adjourned at
5:00 P.M.
