HomeMy WebLinkAboutminutes.hpc.19740621RECORD OF PROCEEDINGS 100 Leaves R_~egu~lar Meeting Historic Preservation CoaLmittee June 2!.~. 1974 Meeting was called to order at 2~05 P,M, by Acting Chairwoman Judy Ferrenberg~ with Committee ~embers Bob Marsh~ Florence'Glidden'~ Mona Frost, Lary Groen',. and Norman Burns, with Assistant Planner John Stanford. Approval of Minutes - May 24, 1974; June 4, 1974 Norman Burns made a motion to approve the minutes of May 24~ 1974 and June 4, 1974. Florence Glidden seconded the motion. Ail in favor, motion carried. Building Review - Paragon Stanford presented the plans for the Paragon exten- sion out into the Mall, similar to the Aspen Mine and Commission Co. extension. Stanford stated that they are extending on a more temporary basis than what the Mine Co. did. It was noted that they were re- quired to have a pass through, where the Mine Co. did not because they were covering the entire front of their building, and they needed to maintain access to the main part of the establishment. The extension would contain tables and umbrellas, and a type of lattice fence, with a specially built bar to go out into the extension. They would like to furnish it with wicker furniture. Bob Marsh stated that he was abstaining from voting on this. Stanford stated that the Committee was not going to vote on this, but it was being brought to the committee's attention for their information. Ferrenberg noted that the H.P.C. should meet with the Mall CommissioD to explain the viewpoint of the H.P.C. in regard to the Mall being compatible with the Historic District, and the image the Committee is trying to keep in the downtown area. It was noted by Stanford that P & Z had requested that, even though they have no review powers over such construction, they be mad~ aware of these type of plans. Ferrenberg stated that she appreciated the fact that the Paragon had presented these plans to the Com- mittee, and felt that it was important that the Committee coordinate their ideas with other existing boards at this time. Stanford noted that Historic Preservation as well as the malls were all part of the urban design plan for the downtown area, and that both parts needed to work together. New Business; Elks Windows Mona Frost noted that it had been reported by the paper that the Committee had approved the metal windows on the Elks Building. She stated that she did not recall this. Ferrenberg replied that a majority of the Committee had been contacted over the telephone, and they had agreed to this. She further noted that the Committee had no authority in this matter, as the Elks Building had requested an Ordinance 19 exemption. Ferrenberg :stated that she and Lary Groen had met with the Elks the previous evening to discuss the proposed historic district. -1- RECORD OF PROCEEDINGS 100 Leaves Regular Meeting New Business; Member-. ship Building Review - County Courthouse Historic Preservation Committee June 2!~ 1974 Norman Burns asked about the status of Dave Finholm as a member of the Committee. It was noted that he had not formally resigned from the Committee, Ferrenberg further noted that any new member on the Committee should be a young business owner in the downtown core area. Ferrenberg stated that this should be followed up after the public hearing on June 25. Hal Clark was at the meeting to request the approval of a specific color scheme for the painting of the exterior wood trim on the Courthouse. He noted that Lary Groen had been extremely helpful in developing the color scheme. Clark stated that the main problem was whether they go with a more tradi- tional darker color scheme, or a brighter, more colorful scheme. The Commissioners had accepted a bid for the painting of the building, but were not interested in picking a color scheme. Groen presented the original colors, yellow green and gold, but stated that there was now a feeling that public buildings should be restored to the original colors, or as close to them as can be established. Ferrenberg stated that they had also considered that in the restoration process for public building~ that the colors used need not be identical to those origi- nally used, but need be colors traditional to public buildings during that period of time. She asked if these were traditional. Groen replied that varying tones of them were. Ferrenberg further noted that darker colors absorb more heat, which may crack the wood and require repainting more frequently. Groen presented the original colors, and some darker colors. Burns stated that since the committee had decided to restore public buildings to the original, that the Committee should go with dark colors from the standpoint of historic preservation. The colors originally presented were, however, tones of tradi- tional colors. Groen suggested that the edge could be taken off the lighter colors to tone them down. It was noted that either the light or dark colors were compatible with the sandstone. Clark suggested that the green be toned down and darkened. Ferrenberg noted that the colors should be matched, and Groen stated that they would get large color swatches and that the colors should be verified with the painters. Ferrenberg stated that she felt the darker colors would not blend with the sandstone. Groen made a motion that the Committee consider the colo~s for the Courthouse as being a deeper green -2- RECORD OF PROCEEDINGS 100 Leaves Regular Meeting Building Review - County Courthouse, continued Tom Thumb The Shaft Old Business; Criteria Historic Preservation Co~ittee June ~ 1974 and a muted gold similar to the samples the Committee has on the overlay~ and work with the painter at the time of the actual mixing of the colors to verify them and make sure they are acceptable. Glidden seconded the motion. Ail in favor, with the exception of Committee member Norman Burns, who voted nay. Motion carried. A representative was present to show the remodel plans for the Tom Thumb. The remodel was not re- quired to go through Ordinance 19, so the presenta- tion was for the Committee's information only. It was stated that the owner would like to add 6' of roof on one side to cover a stairway. This would be on the east side of the building. Ferrenberg asked if the roof would be in the same lines and would be the same color. The representa- tive stated that it would, and noted that the ex- tention would be approximately 30' long, just cover- ing the stairs. John Stanford stated that they were again not present at the meeting. Stanford asked if the Committee would like to com- bine two of the four categories, the notable and historic categories. The three categories were then (1) exceptional, (2) excellent, and (3) notable. The notable category included the smaller buildings, primarily residences, which the Committee would like to see retained, but possibly not in that location. Sometimes these buildings are in a location where the more suitable land use would be something more intensive. It was noted that the Hotel Jerome had sent an op- posing letter in regard to the proposed historic district. Stanford stated that consent of the owners in the district was not needed for the district to be passed. Ferrenberg stated that those property owners in the proposed district should be contacted who opposed such designation regardless that it was not needed for the district to be passed. Stanford stated that the City Attorney had suggested that the Committee not go forward with another public hearing after the first one with the P & Z until after the criteria have been established. The Committee reviewed the letters opposing the proposed district, Ferrenberg suggested that the regular meeting date be changed to June 28, and drop the meeting on July 5. This would be soon after the public hearing with the P & Z and would allow the Committee to evaluate the input from the public hearing.
