Meeting was called to order at 2:35 P,M, by Acting Chairwoman Judy Ferrenberg,
with Florence Glidden, Mona Frost~ Norman Burns~ Bob Marsh~ Lary Groen and
Assistant Planner John Stanford,
Criteria for the
Historic District
Ferrenberg stated that the purpose of the meeting
was to discuss the criteria for the Historic
District.
Stanford suggested that the first criteria be: (1)
New construction or remodeling of existing structures
shall not overpower or detract from the prominence
of prestigious public buildings. He stated that
"prestigious" should not mean only architecturally
· significant but consider location and historic
significance as well.
It was noted by Ferrenberg that all public buildings
had been placed in the "exceptional" category.
Stanford stated that what this was saying was that
when standing in the vicinity of a public building,
those buildings would be the most outstanding build-
ings in the individual's visual plane.
Stanford noted that this statement did not preclude
buildings being equally as massive perhaps. Groen
suggested that the Committee reinforce their stance
by complying with the existing Building Code. Open
space could be utilized to establish mass texture
and rhythm similar to the historic buildings in
the visual area.
Stanford stated that this was in no way putting limits
on the sizes of buildings; all this was saying was
the prominence had to be maintained and relate to
the established pattern of massing in the historic
district.
Groen stated that a relationship between structures
a certain number of feet away from each other should
be established, so that various criteria could be
applied.
Burns suggested that there be included in the criteria
a section of definitions, explaining the terms used.
Stanford mentioned that with commercial growth in
the City, the downtown area may grow into an area
where the existing buildings may be small, such as
La Cocina. This did not necessarily mean that such
buildings must relate to the existing ones in massing.
This could be incorporated in a downtown plan.
(2) New Construction or remodeling of existing
structures shall not detract from established patterns
of massing, texture, and rhythm on existing struc-
tures within 300 feet.
Stanford felt that color should be addressed at this
time. Diversity and intensity should be included,
or color patterns or values. Burns noted that there
was nothing in the Ordinance that required buildings
to come in front of the H.P.C. for permission to
paint, as this did not, in itself, require a building
permit.

Groen stated that the colors and surface textures
should relate to existing structures within three
hundred feet.
Ferrenberg stated that colors should be related to
the size of the building. Bright colors should be
in small detail work,
(3) New construction, remodeling, and maintenance of
existing structures shall avoid violent contrasts
of building materials and colors which demean the
dignity and character of existing structures with-
in 300 feet.
Groen asked if the Committee was going to address
the problem of whether public buildings should be
restored historically; in other words, to what they
were originally.
Stanford suggested that the private sector be al-
lowed more license than the public sector in re-
storing historic buildings. The public sector
could be restricted to a pallet of colors on pre-
dominant colors and detail. The public buildings
would then take on more responsibility for historic
preservation than the private sector.
Stanford further noted that the definition of
restoration, taking back to the original, should
be included in the criteria.
(4) Historic public buildings should be restored
on the basis of exhaustive and diligent research
and shall be subject to all established criteria of
the Historic Overlay District.
Stanford left the meeting to ask City Attorney
Sandra Stuller to join the meeting.
The above four criteria were read to the City
Attorney. Ferrenberg stated that an introduction
to the four criteria would be written, then pro-
cedures.
Stuller asked if the Committee could get more
definitive. Ferrenberg asked if definitions would
cover this, Stuller stated that the Committee
was not identifying traits that they wanted to
maintain; they were still at the goal stage.
Stuller further stated that this type of general
statement was a double edged sword in that it would
not stifle the designer's creativity, but it would
give the Committee too many perogatives.
Groen stated that these type of specifics made the
Committee an architectural review board. Stuller
replied that this was what the Committee was.
Stuller then noted that the Committee had to inform
people which elements of the architectural' features
the Committee was going to examine, and what are the
norms they would examine them against.

Stuller stated that the criteria should be pre-
sented by the time of the second reading in front
of the City Council, which could be mid or late
summer.
Frost asked if the district precluded any further
action by the Planning and Zoning Commission as
took place with the Marcus Building (Durant-
Galena). Stuller replied that once the district
is formed, it would not go to the Planning and
Zoning Commission - the H.P.C. would be the final
authority. She further noted that if the district
was not passed and Ordinance 19'expired, the
Committee would have jurisdiction over specifically
designated sites.
City Attorney Stuller left the meeting.
Stanford stated that he would continue working
on the Historic Preservation Plan, which was an
analysis of the physical characteristics of the
Victorian buildings, Asked if the members would
be willing to meet on June 16 to discuss this.
Glidden made a motion that the meeting be adjourned.
Groen seconded the motion. Meeting adjourned at
4:30 P.M.
