Historic Preservation Committee
May 24, 1974
Meeting was called to order by Acting Chairman Judy Ferrenberg, with Norman
Burns, Lary Groen, Mona Frost, Florence Glidden, Assistant Planner John Stanford,
and City Attorney Sandra Stuller at 3:10 P.M.
Old Business; National
Trust
Stanford stated that he had written to the National
Trust concerning their membership application, but
as yet had had no word from them.
Bob Marsh arrived.

Frost made a motion to approve the colors as per
color chips submitted by Deana Brinkman. Burns
seconded the motion.

It was noted by Ferrenberg that the wine would go
around the trim and possibly around the top; it would
be used only as an accent, or secondary color. Posts
would be done only in burgundy.
Ail in favor, motion carried.
Brinkman then presented the plans for the skylight
construction.
Marsh stated that historically, the Committee should
not approve. He felt however, that since the con-
struction had been approved by all other powers in-
volved, the Historic Preservation Committee should
also approve.
Groen made a motion that the Committee approve the
Brinkman Building skylight as approved by the Planning
and Zoning Commission and the Building Department,
after it had been approved by the Planning and Zoning
Commission and the Building Department. Frost
seconded the motion.
New Business; John
Woodward
Ferrenberg explained that Mr. Woodward lived in a
house near La Cocina, which was within the proposed
historic district. She further explained to Mr.
Woodward that any exterior remodel on a building lo-
cated in the District came before the Historic Pre-
servation Committee before a building permit was
granted.
Woodward stated that he put up a fence, a wooden walk-
way, had cleaned up the alley and the back yard, had
put up a wrought iron gate, and had painted the house.
He further mentioned he had just begun the project of
painting a mural on the outside of the house. He had
also built an enclosed porch and put a new roof on the
house.
Stanford noted that for a project of such scale as
enclosing a porch, a building permit must be granted
by the Building Inspector. For the building permit,
the project needed tO be approved by this Committee.
Also of interest was the paint color.
Groen stated that the Committee was mainly concerned
with the way the porch, had been enclosed, and its
compatibility with the historic character of the
surrounding area.

It was also noted that the mural also was not com-
patible with the historic character of the district.
Ferrenberg suggested that the house be restored to a
solid color as soon as possible, and that the porch
be-removed or redone to promote the character and
feeling of the house before the porch was enclosed.
It was noted that a permit was necessary to tear
down the porch. She requested that he submit plans
to the Building Inspector, and go through the proper
procedures for a building permit.
Ferrenberg made a motion to recommend to the Building
Inspector that he take no action on the present vio-
lation, if Woodward submits plans for modification
and renovation within a reasonable amount of time.
Seconded by Burns.
Ail in favor, motion carried. It was noted that
the Building Inspector should also notify the owners
of the property that their tenants were in violation
of several City ordinances.
Hal Clark, Pitkin County Building Inspector, was pre-
sent to show the plans for repainting the Courthouse
exterior. Ted Mularz and Lary Groen had both
prepared color renderings for the building trim and
cupola as well as the building itself.
Groen stated he had picked the trim colors of green
and gold, and the brick red color for the cupola,
because they were traditional victorian colors,
and that the white, the present color of the cupola,
tended to create a Georgian, neo-classic look to'the
building, which it is not. Colors were also repre-
sentative of the environment surrounding the Court
house.
It was noted that these were not the original colors
of the building.
Clark stated he felt that it was premature to vote
on this, and stated that the Committee should wait
to look at Mr. Mularz's rendering.
It was also noted at this time that improvements being
made to the Crystal Palace were not being made as
directed by the Committee previously; bricks did not
match, white stucco on the north wall, which was not
compatible. Marsh stated that this showed the need
for a set of criteria.
Ferrenberg noted that the Historic District would be
much easier to justify if the boundaries were changed
from Aspen St. to Monarch St., and from Dean St. to
Durant, in that the City had previously designated
these boundaries for various other plans and projects.
Those historic structures then outside the proposed
district could approached after the district was es-
tablished.

Burns made a motion to change the boundaries of the
Historic District to Aspen St. on the west and
Durant on the south. Marsh seconded the motion.
Ail in favor, motion carried.
Notices of the public hearing with the Planning and
Zoning Commission on the proposed historic district
would be sent out by May 28 to each owner in the
historic district.

Reply must be received before June 4, when the
Planning and Zoning Commission would give preliminary
approval and set the public hearing date.
Responsibilities for certain items in the packet to
be mailed to the property owners with the notice of
public hearing were divided between Committee mem-
berst the Planning Office, and City Attorney.
Florence Glidden left the meeting.
City Attorney noted that a resolution needed to be
adopted by the Committee in response to the public
comments received. Stuller suggested holding a
special meeting before the Planning and Zoning
Commission meeting, June 4, at 4:00 P.M. to adopt
this resolution formally.
Stanford noted that a map and legal notice would be
published June 6.
Frost left the meeting.
The Planning Office suggested that individual members
contact property owners in the area under considera-
tion. Ferrenberg stated that Monday, May 27, the
Committee would have a work session in the morning,
and meet at 3:00 P.M. that afternoon to discuss
personal contacts, etc. It was also suggested that
the State Historic Society be invited to attend the
public hearing.
Groen presented the colors chosen for the Wheeler
Opera House, and asked that the Committee give of-
ficial approval. Bob Marsh made a motion that if
the Wheeler Opera House were to be repainted, that
the colors as submitted by Lary Groen would be used.
Seconded by Norman Burns.
Ail in favor, motion carried.

adjourned. Burns seconded the motion. Meeting
adjourned at 5:25 P.M.
