Historic Preservation Committee
March 18, 1974
Meeting was called to order by Chairman Dave Finholm, with Judy Ferrenberg,
Mona Frost, Lary Groen, and John Stanford.
Chairman Finholm asked that all extraneous comments be
held until the end of the meeting and stated that
after the agenda had been completed, the Committee
should attempt to establish criteria for the review
of buildings under Ordinance #19.
Wheeler Opera House
John Stanford stated that Ted Armstrong, Director of
the Parks and Recreation Department, had been unable
to attend the meeting, but was willing to come at
another time to discuss the restoration of the Wheeler
Opera House. He also mentioned that C.T. Collins had
sent a letter to the Planning Office last year with
the year's work outlined, and a list of priorities,
which possibly could be reviewed.
Some discussion included the possibility of obtaining
matching funds from the federal government, donations
by local construction companies and private citizens.
Lary Groen maintained that before they could begin
to approach others with these ideas, they must have
some idea of the cost of these projects. Mona Frost
then nominated Lary Groen take charge of the Wheeler
Opera House restoration. Judy Ferrenberg seconded
the nomination. All in favor, nomination carried.
Paepcke House
Dave Finholm then suggested that Judy Ferrenberg
investigate the designation of the Paepcke House
as a historic structure. Finholm then mentioned
that Groen should coordinate restoration priorities
for the Wheeler, and when he was ready to present
his report to the Committee, he should ask Collins
to attend also. A structural analysis should be
presented.
Finholm then requested John Stanford to find out
on what basis Dick Arnold did all the work for the
City and Pitkin County in regard to construction.
Aspen Community Church
Stanford then mentioned that all that was needed
to designate this building a historic structure was
official motion from the H.P.C. The necessary re-
search and documentation had been completed by the
Historical Society previously. The public hearing
was scheduled for the same date as the City Hall
public hearing, April 16.

Ferrenberg made a motion to recommend to P & Z that
the Aspen Community Church be designated historic,
seconded by Dave Finholm. All in favor, motion
carried.
By-Law Revisions
Judy Ferrenberg made a motion to accept the by-laws
as proposed. Dave Finholm seconded the motion. All
in favor, motion carried.
Aspen Supply Building
John Stanford reiterated that at the conceptual pre-
sentation to the P & Z, a remodel of the interior
was all that had been proposed. However, some
exterior work was being done. Lary Groen mentioned
his conversation with Ms. Brinkman. Stanford was
then directed by the Committee to compose a letter,

respectfully requesting that she present her plans
for the exterior to the Committee at the next
meeting.
There was some discussion of P & Z's and the Building
Department's attitude to the H.P.C.'s right to review.
Some suggestions were that P & Z draw up a special
resolution again stating H.P.C.'s right to review
under Ordinance #19, an editorial by Bill Dunaway
in the Aspen Times, a letter to Clayton Meyring.
Dave Finholm suggested that a letter be sent to Tom
Sardy and Harley Baldwin, the sign owners, and ask
them to help preserve and restore the signs. As
the signs were existing signs, they did not need
to come in front of the Board of Adjustment for
variance.
Concerning building research, it was mentioned by
Judy Ferrenberg that Heather Hopton, Research Con-
sultant, was progressing well on her research of
historic buildings within the Historic Overlay
District. Ferrenberg then suggested that when they
come up in front of the P & Z for approval of the
Historic Overlay District, May 7, they request Mayor
Standley declare that week, May 6-12, Historic
Preservation Week. She suggested that the newspapers
be asked to do articles on this, a request be made
of the Environmental Task Force to make an attempt
to save the aspen trees, etc. Mona Frost then
nominated Judy Ferrenberg to be in charge of this
program. Dave Finholm seconded the nomination.
All in favor, motion carried.
The Committee then discussed the criteria they should
be using during the review process to make their
decisions viable and enforceable. Stanford mentioned
that they could set up guidelines of a general nature
such as proportions, materials, colors, etc., but
that they should also allow themselves a block by
block analysis, in that each block has different
characteristics of interest to preserve. He then
showed a series of slides of Main Street, between
Hunter and Galena Street. The main focus of this
block was the County Courthouse, and he mentioned
what he felt were important criteria for this block
in relation to the significance of the Courthouse.
He stated that he felt each of the Committee members
should do this -- take a block and try to get the
feel of the important considerations present on each.
Chairman Finholm then made a motion that the meeting
be adjourned.
