HomeMy WebLinkAboutminutes.hpc.19731210RECORD OF PROCEEDINGS 100 Leaves Regular Meeting Historic Preservation committee December, 1973 The Historic Preservation Committee met at 10:00 A.M. in Herb Bartel's office. The only member present was Judy Farrenberg; Hal Clark, Assistant County Commissioner and County Building Inspector, was also present. Agenda items consisted of the following: Meeting Schedule Established An interim meeting time was established until new H.P.C. members are appointed and/or until the winter season is over. Meeting time was set at every other Friday at 3:00 P.M. The next meeting will be held February 22, 1974 at 3:00 P.M. at either the City Planning Office or the office of Dave Finholm. Committee Appointees Possible committee appointees were reviewed and discussed. City Council is scheduled to make at least one appointment (Mona Frost) at their next meeting, Monday, February 11, 1974. It was decided that until a quorum can convene, the H.P.C. will continue to report to City Council on their recommendations on pertinent items. County Courthouse Remodeling and Additions Two building construction reviews followed. The County Courthouse remodeling and additions were explained by Hal Clark. The complaint was made that the County did not advise the H.P.C. of the rear entrance construction which is designed to provide protection from ice and snow falling from the roof. The County was directed that the temporary structure be replaced within six months by a permanent struc- ture which has been approved by the H.P.C. A letter is to be sent to the County reprimanding their delinquency in submitting their plans for review by the H.P.C. and approving the temporary structure within the six month limit. Wheeler Opera House -- City Parks and Recrea- tion Department The City Parks and Recreation Department requested a suggestion from the H.P.C. for improving the potentially hazardous condition at the entrance to the teen center located in the Wheeler Opera House. Presently the solid door creates a dark entrance which is at the head of the stairs leading to the basement. Some type of door with glass would improve the present condition. It is suggested that a restoration plan be developed for the central section of the front facade, and that the Parks and Recreation Department follow the restoration plan as closely as possible. The plan would include (1) replacing the door with ones similar to the corner entrance, (2) recess the facade in which the doors are located as per early photographs (due to the interior stairs the facade may only be able to be recessed about a foot instead of the 3 or 4 feet as per the photographs), (3) replace glass in the two facades outside the two cast iron columns to create the show windows as depicted in early photographs, (4) install the awnings over the entire center section of the front facade. RECORD OF PROCEEDINGS 100 Leaves Regular Meeting Historic Preservation Committee December, 1973 Historic Preservation Plan Lift #1 The Historic Preservation Plan was discussed briefly. It was decided that the plan must be closely coordinated with plans for the mall and the core area design plan. Therefore Mike Kinsley, Mall Coordinator, should be kept informed of progress on the Historic Preservation Plan and should be invited to the next H.P.C. meeting on February 22. Concerning the Plan it was suggested that the following procedure be followed: (1) Establish City Hall as a historic structure by submitting a resolution to City Council; (2) Determine the overall considerations and justifications for determining the district and its limits; (3) Com- plete research for historic structures in the core area before going on to the Main Street Corridor; (4) Establish the core area district. The status of establishing the Lift 91 as a historic structure should be checked on and reported to Council. /John P. Stanford
