Francis (Vickery), expires May 24, 1997 Awards 1997 550 Gillespie - Beck House 0 l 0 1 00 MEMORANDUM 0 TO: Aspen Historic Preservation Commission FROM: Amy Amidon, Historic Preservation Officer RE: 17 Queen Street, Landmark designation DATE: December 11, 1996 SUMMARY: Staff recommends that HPC approve landmark designation of 17 Queen Street. A portion of this parcel, where the historic house sits, was designated in 1990. At this time the applicant wishes to designate the entire site to take advantage of the "Historic Landmark Lot Split" program. HPC will have review authority over the redevelopment. APPLICANT: Henry and Lana Trettin, represented by Jake Vickery. LOCATION: 17 Queen Street. A metes and bounds description of the property is attached as "Exhibit A." HISTORIC LANDMARK 0 Section 7-702. Standards for designation. Any structure that meets two or more of the following standards may be designated "H," Historic Overlay District, and/or Historic Landmark. It is not the intention of HPC to landmark insignificant structures or sites. HPC will focus on those which are unique or have some special value to the community: A. Historical Importance: The structure or site is a principal or secondary structure or site commonly identified or associated with a person or event of historical significance to the cultural, social, or political history of Aspen, the State of Colorado, or the United States. Response: This standard is not met. B. Architectural Importance. The structure or site reflects an architectural style that is unique, distinct or of traditional Adpen character, or the structure or site embodies the distinguishing charagerlitics of a significant or unique architectural type (based on building form or use), or specimen. 0 Response: This house, built in about 1891, is a typical local example of a miner's cottage. In this particular house, the ridgeline is parallel to the street, which is true of only a small number of our local historic houses. The historic house underwent a significant renovation in 1990, including being relocated from the middle of the property to the uppermost part of the site. A small addition was made to it which preserves the character and scale of the original house. The Willit's survey shows the house to have existed on this property since at least 1896. During the 1990 renovation, some additions and outbuildings were demolished. C. Designer. The structure is a significant work of an architect or designer whose individual work has influenced the character of Aspen. Response: This standard is not met. D. Neighborhood Character. The structure or site is a significant component of an historically significant neighborhood and the preservation of the structure or site is important for the maintenance of that neighborhood character. Response: Of the numerous homes built in the King Street neighborhood in the late 1800's, only three remain, including 17 Queen Street. This house is an important part of the character of the area and is highly visible as one enters the Smuggler Mountain neighborhood. E. Community Character. The structure or site is critical to the preservation of the character of the Aspen community because of its relationship in terms of size, location and architectural similarity to other structures or sites of historical or architectural importance. Response: The structure is representative of the modest scale, style, and character of homes constructed in the late 19th century, Aspen's primary period of historic significance. RECOMMENDATION: Staff recommends HPC approve landmark designation of 17 Queen Street, finding that standards B, D, and E are met. RECOMMENDED MOTION: "I move to approve landmark designation of 17 Queen Street, a legal description of which is attached as "Exhibit A," finding that landmark designation standards B, D, and E are met." The cabin was located in the County and according to a previous approval by the BOCC, was to be removed or converted to storage since the property exceeded the allowed FAR. Jeffrey Shoaf, owner of 117 Neale Avenue received the cabin and now wishes to place it on his property and convert it into a voluntary accessory dwelling unit. Main, Amendment DATE: December 11, 1996 SUMMARY: HPC has granted significant development approval and vested rights for this property. As the applicant moves through the working drawing and construction cost estimate phases of the project, two areas of concern have been brought forward to staff. First, the conditions of approval for the project state that the applicant is not permitted to move the house during construction due to the presence of an original sandstone foundation. The entire site is to be excavated for a basement and the property owner has explored options for underpinning. At this time they request the removal of this condition because of the expense and possible jeopardy to the house or workers involved in the underpinning effort. Instead, 0 the house is to be raised, foundation and all, onto rollers which will allow the structure to move across the site on 1-beams as excavation takes place. (See Ted Guy's letter of December 6, attached.) Staff recommends that HPC consider removing the condition, but require that the existing foundation be documented with photographs and drawings and repairs be required as necessary. Secondly, a stairway which runs from the front of the new addition into the basement retail space must be reconfigured because it has been determined that it will require some demolition along the foundation of the historic house. An option for a new stair location is attached, along with the elevation as previosly approved. 0 THEODORE K GUY ASSOCIATES PC ARCHITECTS AND STRUCTURAL ENGINEERS December 6,1996 Amy Amidon Aspen Historical Preservation Officer 130 S Galena Aspen, CO 81611 Re: 303 E Main Dear Amy; I have been retained by Niklaus Kuhn to investigate the costs associated with the construction of a basement on the above referenced property. I understand that the current HPC approval conditions require the new basement to be dug while the existing house remains in place. The goal is the preservation of the existing stone foundations with their tooled joints. The excavation of a basement around and below an existing structure is extremely complex, dangerous, and expensive, it may not be the best way to ensure the preservation of the stone foundations. It is not a procedure we would engineer or recommend. Without moving the existing house and its stone foundation will have to be supported by temporary shoring during the construction. As the excavation deepens these supports will have to be modified to follow the lower excavation level. Each time this occurs the house and foundation will be subject the risk of damage and unacceptable movement. The potential for damage from vibration or accidental contact with machinery during excavation is extremely high. The image of bobcats and backhoes careening around a construction site does not make me believe that acddental contact would not occur despite every one's best intentions. The cost of digging around and under the existing house is estimated to be more than $100,000 more than less dangerous options. Our recommendation is to have a professional house mover jack up the house and foundation on their steel support system and then wheel it towards the alley. Once the house is moved digging the front half of the basement can be done quickly and safely. As soon as the foundation walls are complete in the front of the lot the house would be wheeled to the north and the rear of the lot would be excavated. As soon as those foundation walls are complete the house would be moved back into its original position and lowered back to its final location. While the house is raised above the alley the permanent structural work to support the stone foundation can be completed safely and economically. This method would achieve the HPC goals with less risk than the current condition of approval.
