Main Street- amendments DATE: June 25, 1997 PROPOSED AMENDMENTS: The applicant proposes several amendments to the approved redevelopment at 303 E. Main Street. The first change involves the entry into the new addition on the Main Street side (see approved design on Sheet 1). This area has been revised several times as the architects have finalized the basement access plans. The current proposal (Sheet 2) moves the entry porch to the far left where the stairs descend to the basement. · Door and window locations are revised and the top sash of the windows are multi-paned. Staff finds that the entry porch should be associated with the street level door, not the basement access. If this cannot be accommodated, the architect should study a different detail for the door, or possibly eliminate the projecting porch. Windows should be centered between the porch posts and should not have divided lights to be consistent with the other double hung windows. The second change is on the back of the historic structure, in the courtyard (see approved design on Sheet 3). The architect has determined that locating the entry in the back of the historic house is more appropriate than entering into the new addition (see Sheets 4 and 5), to comply with ADA requirements and to avoid bringing entry traffic directly into the restaurant circulation area. The proposal is to remove a historic window from the south side of the old house and to replace it with a door. Full height multi-pane windows would be installed in the addition. Staff finds that this door is too wide for the proportions of the historic building and that the historic window is important to the character of the house. Staff' s first preference is that the door remain in the approved location. The space is wide enough for an accessible entry door and an automatic open button could be installed to assist the disabled.
If HPC agrees that the door may be installed in the historic house, staff recommends that the door either be placed to the side of the historic window or that a door be created which incorporates the historic window in its existing location. One final area of concern was noted by staff in re-review of the floor plans. On February 12, HPC approved a revised landscape plan and the glassing in the west side porch. The applicant represented that the newly enclosed porch area would function as gallery display space. While reviewing the floor plans for the restaurant entry door issue, it was noted that the west wall of the historic house is indicated to be removed. This is contrary to the HPC approval and must be addressed by the applicant. Staff recommends that the historic wall remain in place.

MEMORANDUM 0 TO: Aspen Historic Preservation Commission FROM: Amy Amidon, Historic Preservation Officer RE: 715 W. Smuggler- worksession DATE: June 25, 1997 SUMMARY: The property owner wishes to create a covered porch at the rear of this landmark house for a shaded area to sit outside. The porch encroaches into the sideyard setback to within 1 foot 2 inches of the west property line, requiring a variance. On the east side of the house, the garage is 1 foot from the east property line, so a combined sideyard setback variance is also required. A public hearing for the variance is scheduled for July 9th, however staff has concerns with the encroachment into the open space between structures and therefore recommended a worksession to bring the issue to HPC at an earlier date. 0 0
