Hyman Avenue, Elk's building- minor DATE: August 13, 1997 SUMMARY: This building is a historic landmark and is located within the Commercial Core Historic District. The applicant proposes to improve the "alley" between the Elk's Building and Mason and Morse offices, and wishes to install snowmelt in the surrounding sidewalk. APPLICANT: B.P.O. Elk's #224 of the United States of America, represented by CGY architects. LOCATION: 510 E. Hyman Avenue, Lots K, L, and M, Block 94, City and Townsite of Aspen. PROJECT SUMMARY AND REVIEW PROCESS: All development in an 'H," Historic Overlay District, or development involving a historic landmark must meet all four Development Review Standards found in Section 26.72.010(D) of the Aspen Land Use Code in order for HPC to grant approval. 1. Standard: The proposed development is compatible in general design, massing and volume, scale and site plan with designated historic structures located on the parcel and with development on adjacent parcels when the subject site is in a "H," Historic Overlay District or is adjacent to an Historic Landmark. For Historic Landmarks where proposed development would extend into front yard, side yard and rear yard setbacks, extend into the minimum distance between buildings on the lot or exceed the allowed floor area by up to five hundred (500) square feet or the allowed site covered by up to five (5) percent, HPC may grant such variances after making a finding that such variation is more compatible in character with the historic landmark and the neighborhood, than would be development in accord with dimensional requirements. In no event shall variations pursuant to this section exceed those variations allowed under the Cottage Infill Program for detached accessory dwelling units, pursuant to Section 26.40.090(B)(2). Response: The Elk's Building occupies 2 of the 3 lots which make up 0 the 9,000 square foot parcel. Lot M, the easternmost part of the property, appears to have only ever had a small structure on it. Today it is vacant except for some landscape improvements, utilities, and the elevator addition. The Elk's are currently unable to make any more additions to the building because, given the fact that the structure is four stories, they are over the allowed floor area for the site. They wish to improve the exterior seating area at the elevator entry, and to provide better bike racks for the building occupants to use. Additionally, they wish to install snowmelt in the surrounding sidewalks, which are the City right-of-way. In terms of the sidewalk, staff finds that no approvals can be given at this time because the City is currently conducting a study through the Downtown Enhancement and Pedestrian Plan (DEPP) committee to examine whether or not downtown sidewalks should be widened and whether neckdowns should be created at corners to allow more room for people to gather and a safer way to cross intersections. This aspect of the project should be put on hold until final comments from DEPP are received. The newspaper racks which the applicant proposes to relocate are privately owned and rented. The applicant must coordinate the 0 relocation with the appropriate group. In terms of the landscape improvements to the site, staff has no concerns with the proposed seating or parking areas, except a recommendation that the flower pots not be hung on the east side of the historic Elk's Building so that the historic masonry not be damaged or obscured. More information as to how the appearance of the empty flower pots in the winter will be dealt with should also be provided. HPC requires a sample of the proposed brick. 2. Standard: The proposed development reflects and is consistent with the character of the neighborhood of the parcel proposed for development. Response: The proposed development is consistent with the character of the neighborhood. 3. Standard: The proposed development enhances or does not detract from the historic significance of designated historic structures located on the parcel proposed for development or on adjacent parcels. Response: The proposal does not detract from the historic significance 0 of the Elk's Building. 4. Standard: The proposed development enhances or does not diminish from the architectural character and integrity of a designated historic structure or part thereof. Response: The architectural integrity of the historic building will not be diminished. Staff recommends against installation of the flower pots on the Elk's Building. ALTERNATIVES: The HPC may consider any of the following alternatives: • Approve the Minor Development application as submitted. • Approve the Minor Development application with conditions to be met prior to issuance of a building permit. • Table action to allow the applicant further time for restudy. (Specific recommendations should be offered.) • Deny Minor Development approval finding that the application does not meet the Development Review Standards. RECOMMENDATION: Staff recommends that HPC approve the site plan changes at 510 E. Hyman Avenue, except for suspending flower pots from the east wall of the historic building. Improvements within the City right-of-way must be delayed until final comments are received from DEPP. RECOMMENDED MOTION: '1 move to approve the site plan changes at 510 E. COTTLE GRAYBEAL YAW 0 July 22, 1997 Aspen Historic Preservation Commission 130 South Galena Aspen, Colorado 81611 Re: Elks Building Site Development and Vest Pocket Park Dear Commission Members: On behalf of the Board of BPOE #224 we are submitting for your review a site improvement plan comprised of three primary elements: (1) Perimeter sidewalk resurfacing and snowmelt. (2) Reorganization of the North (off-alley) service area (refuse, parldng, maintenance/operations area) including resurfacing and snowmelt. 0 (3) Creation of a new vest pocket park. The walking surface of the perimeter sidewalks is designed to continue the washed aggregate and troweled concrete theme of the sidewalk pattern existing on Hyman Avenue from the Mason & Morse Building around the Elks Building perimeter and terminating at the alley bounding the north property line of the Elks property. See site plan, attached. The reorganization of the off-alley service area will include visual blockage of the existing "alley way" connecting Hyman Avenue to the alley, reorganized parking, new trash dumpster location on property, regrading for drainage and handicap access to the Hard Rock Cafe. The surface will be troweled concrete snowmelted to avoid snow accumulation in the physically "tight" service area. The "centerpiece" of the Elks site enhancement program is a new vest pocket park off Hyman Avenue between the Elk's and Mason & Morse buildings. This outdoor space is intended for the passive use of the general public, building tenants and members of the Elks Club. Conceived as an "urban room" or "eddy space" offthe sidewalk pedestrian flow this vest pocket park is furnished with sitting areas, "urban landscaping", bicycle storage and is intended to serve as an outdoor "vestibule" to both the Elks Building and the neighboring Mason and Morse Building. In addition to creating sun and shade seating opportunities, the tree canopy and wall brackets are designed to create a night time "room" of a lower and more friendly scale. Bicycle storage, while somewhat visible behind a planter wall for security purposes, is designed to be a subordinate feature. The ground surface will be a herringbone brick paver surface designed to "bring together" the Elks and Mason & Morse Buildings into a singular urban park entity. The new seating benches with divided wood seating surfaces is proposed as similar to the existing benches. The plan also proposes relocation of the existing newspaper vending containers located in front of the vest pocket park to the west along Hyman Avenue. 0 We believe this proposal represents a significant enhancement to Aspen's central core "city scape" and look forward to your comments. Galena Street, City Hall- minor DATE: August 13,1997 SUMMARY: City Hall is a historic landmark and is located within the Commercial Core Historic District. The City proposes to add two skylights on the north side of the building to improve the quality of the third floor office spaces. APPLICANT: City of Aspen. LOCATION: 130 S. Galena Street. 0 PROJECT SUMMARY AND REVIEW PROCESS: All development in an "H," Historic Overlay District, or development involving a historic landmark must meet all four Development Review Standards found in Section 26.72.010(D) of the Aspen Land Use Code in order for HPC to grant approval. 1. Standard: The proposed development is compatible in general design, massing and volume, scale and site plan with designated historic structures located on the parcel and with development on adjacent parcels when the subject site is in a "H," Historic Overlay District or is adjacent to an Historic Landmark. For Historic Landmarks where proposed development would extend into front yard, side yard and rear yard setbacks, extend into the minimum distance between buildings on the lot or exceed the allowed floor area by up to five hundred (500) square feet or the allowed site covered by up to five (5) percent, HPC may grant such variances after making a finding that such variation is more compatible in character with the historic landmark and the neighborhood, than would be development in accord with dimensional requirements. In no event shall variations pursuant to this section exceed those variations allowed under the Cottage Infill Program for detached accessory dwelling units, pursuant to Section 26.40.090(B)(2). Response: The third floor of City Hall currently houses offices for 28 full- 0 time employees and two interns. Numerous work spaces within this area have little access to ventilation or natural light. In 1996, the Community Development Department hired Black Shack Architects to complete a new floor plan which better utilizes the area for work and storage space. The project is to be constructed in 1998, but at this time the Department would like to proceed with installation of two skylights on the north side of the building. One of the two offices where a skylight will be placed contains numerous pieces of computer equipment for the GIS system. The system has overheated twice this summer because air does not circulate into the room. Staff has discussed the idea of adding a dormer for these offices, which would be more compatible with the architecture of the building, but that would be a very involved and expensive project. In lieu of a dormer, staff finds that the skylights, which will be as flush with the roof as possible, are acceptable. To offset any visual intrusion the skylights may cause, staff recommends that the mechanical equipment on the roof be painted out as has been required on other projects. 2. Standard: The proposed development reflects and is consistent with the character of the neighborhood of the parcel proposed for development. Response: Other buildings in the area have been permitted to add flat skylights. 3. Standard: The proposed development enhances or does not detract from the historic significance of designated historic structures located on the parcel proposed for development or on adjacent parcels. Response: The proposal does not detract from the historic significance of the building. 4. Standard: The proposed development enhances or does not diminish from the architectural character and integrity of a designated historic structure or part thereof. Response: Impacts to the architectural integrity of the historic building will be mitigated by the fact that the skylights are on the alley side of the building and are nearly flush with the roof. ALTERNATIVES: The HPC may consider any of the following alternatives: • Approve the Minor Development application as submitted. • Approve the Minor Development application with conditions to be met prior to issuance of a building permit. 0 • Table action to allow the applicant further time for restudy. (Specific recommendations should be offered.) • Deny Minor Development approval finding that the application does not meet the Development Review Standards. RECOMMENDATION: Staff recommends that HPC approve the minor development proposal with the condition that the mechanical equipment on the roof be painted in a dark color. Main Street- amendments DATE: August 13, 1997 PROPOSED AMENDMENTS: On June 25, HPC reviewed several proposed amendments to the project at 303 E. Main Street, including an entry door into the restaurant space. The proposed door, which was to enter through the gable end at the back of the historic building, was not approved. HPC found that the door should remain in the addition, where it was originally approved if that location met the Building Department's accessibility requirements. The Building Department has found that the entry would meet requirements, however the applicant feels that the entry is still too tight for a disabled person to use comfortably. The door shown on the attached drawings is centered in the rear gable and requires the removal of an original window. The door is 3'0" wide, which is more compatible with the historic building than the door proposed on June 25. Staff is still concerned with this alteration of the building. HPC has been very careful to ensure the complete preservation of the historic structure in light of the significant addition being made to it. The Commission relied on the applicant's proposal to have an entry in the new addition and might have directed restudy in an earlier phase of the design had the door in the back ofthe house been proposed initially. Staff finds that it is very important to create an entry that functions well for all users of the restaurant, however the interior plan could be altered rather than the exterior of the building to make this possible. If the HPC does find that the proposed door location is acceptable, staff recommends restudy of the door to be appropriate to the architecture of the building.
