RE: Wheeler Square Building Exemption Request
DATE: October 4, 1988
REQUEST: Approval of a minor addition to the Wheeler Square
Building of less than 500 sq. feet of net leasable area.
APPLICANT: Wheeler Square Associates
DESCRIPTION OF THE PROPOSAL: The proposal is to enclose
approximately 72 sq. feet of space under an existing overhang in
order to bring a front window out so that it is in line with the
outside wall of the building. The space which is being increased
in size is the store occupied by Main Street Music. In addition
the external stairway will be remodeled stepping down into the
courtyard area.
STAFF COMMENTS: The Planning Commission has the ability to grant
an exemption from Growth Management for the addition of less than
500 sq. ft. of net leasable area to a commercial building.
Section 8-104 B.la. of the Code states that the Planning
Commission has this authority if it is demonstrated that the
expansion will have minimal impacts on the community. The areas
of impact outlined by the Code include additional employee
generation, additional parking demand visual impact, demand on
public facilities and the cumulative impact of additions.
Employee Generation: The employee generation for 72 square feet
in the CC zone district is .03 employees. This is a negligible
number and therefore no new employee housing is proposed.
Parking: Based on the -CC zone district requirements of 2 parking
spaces per 1000 sq. feet of net leasable area, the addition of 72
sq. feet would require .14 spaces. Therefore, no new parkin
spaces are being provided. g
Visual: The visual impact from the street level will be
negligible. The addition will allow the store to be viewed more
as a retail space from the courtyard level. The new stairway
will not be visible from the street level and will not intrude
into the courtyard area.
The development was determined to be exempt from HPC review since
the proposal does not impact the Historic character of the
neighborhood.
Cumulative additions: In reviewing the files in the clerks
office it appears that no other exemptions for minor additions to
the Wheeler Square Building have been requested.
RECOMMENDATION: The Planning Office recommends approval of the
proposed addition of 72 sq. feet and stairway to the Wheeler
Square Office Building.
Demand on Public Facilities: The addition will not have a demand
on public facilities. No additional services will be required.
