Special Meeting Aspen City Council December 1, 1976 Mayor Standley called the special meeting to order at 5:20 p.m. witk Councilmembers Behrendt, De Gregorlo, Johnston, Parry, Wishart, City Manager Mahoney and City Attorney Stuller present. EXEMPTION FROM SUBDIVISION Fasching Haus Tony Mazza~ representing the applicant, told Council that this unit was originally under one ownership. The upstairs.unit has two bedrooms and the downstairs unit has one bedroom. These units are not connected. The downstairs unit is presently used for employee housing; ~azza stated they would be Willing to covenant the unit this way. The application for exemption from subdivision is supported by Clayton Meyring, building inspector, and Brian Goodheim, housing office. Mazza stated he felt that no park dedication fee should be paid on the basement unit. Councilman Behrendt stated that these units did not exist officially. Mazza presented a recorded map of the Fasching Haus with unit 4 on the map with a basement unit. Ms. Stuller stated that this unit does not show up on the building plans. Mazza stated that the basement unit would be used exclusively for employee housing for the Fasching Haus. Goodheim stated the Council ought to wait until they had outlined the housing policy before granting this for employee housing. Councilman Behrendt stated he could see no reason to exempt this basement unit from the park dedication fee. Councilman Behrendt moved to grant the exemption from subdivision on this unit in the Fasching Haus provided (1) there is a satisfactory resolution that unit 4A will be employee housing; (2) the park dedication fee be paid; and (3) that the housing authority gets first right of refusal; seconded by Councilman Wishart. Mayor Standley stated that if this unit were to be used for employee housing, he felt the rentor should not have to bear the burden of extra rent because of the park dedicatiol fee. Councilmembers Parry, Wishart, and De Gregorio agreed with him. Councilwoman Johnston suggested lessening the fee, but not dropping it altogether. Councilman Behrendt dropped number 2 from his motion. All in favor, motion carried. 2123 Special Meeting Aspen City Council December 1, 1976 Planner Bill Kane presented a finished, second draft of the growth managemen5 plan. This plan is an attempt to do many things, to control the rate of residential develop- menr in the City and County. Kane stated the growth management plan is meaningless with the the joint approval of the City and County. Kane told Council the planning office will take this to ~he City and County P & Z to start the hearing process. Councilman Wishart moved to adjourn the special meeting a~ 5:35 p.m.; seconded by Councilwoman Johnston. All in favor, motion carried. Kathryn ~. Hauter, City Clsrk
