SPECIAL MEETING PLADING AIm ZONING COMIIISSION JANUARY 28. 1986
Vice Chairman Jasmine Tygre called the meeting to order at 5: 00
p.m. with Commissioners Roger Hunt, Al Blomquist, David White,
Mari Peyton, and Ramona Markalunas present.
COIUIISSIONERS COIUlENTS
White commented that he was concerned about the new SPA process
currently being heard on the Little Nell project. This is a new
process and he found that some areas that were not up to what the
Commissioners felt they should be were able to pass. White
thought parking, circulation, service entrances, shading, and the
overall imaginative and innovative idea of the SPA was not used.
PUBLIC BEARING
SUNNY PARK RESIDENTIAL GIIP SCORING SESSION
Tygre opened the public hearing.
Alan RiChman, Planning Director, said there had been 2 applications
submitted this year under the Growth Management competition,
Sunny Park being one and the other being 601 Aspen St. The
Planning Office has rejected the 601 Aspen St. application due to
a zoning violation on the property and it should not be considered
in this competition.
Gideon Kaufman, applicant's attorney, said the City on February
10 would be adopting new guidelines for GMP scoring. This
applicant would like to request tabling this scoring session
until those new guidelines are adopted. Richman said he felt
that was a reasonable request.
Motion:
Hunt moved to table the Sunny Park Residential GMP Scoring
Session until a date uncertain and for the public hearing to be
republicized conditioned that the applicant submit a letter to
the Planning Office regarding the January deadline not being a
problem with this project; White seconded. All in favor; motion
carried.
Blomquist asked what the problems were with the 601 Aspen St. ap-
plication. Richman replied that the applicant was requesting a
mixture of units which resulted in the maximum requirement for

m1n1mum lot area for dwelling unit FAR. In other words they were
using all of the land area to build the building. Some of the
land area in the original application was not in the applicant's
possession. The applicant then placed addi tional property in
their option and asked the Planning Office to ammend their applic-
ation to add 4 lots to the project. In the Planning Office's
judgement the addition of land was a substantial change.
Doug Allen, applicant's attorney, said it was their impression, in
negotiations with the Planning Office, that this application would
be continued at this meeting rather than being rejected. The
applicant does not agree with the Planning Office and had agreed
previously with the Planning Office that their application would
be considered behind the Sunny Park application so there would
not be any prejudice to the other applicant. This is still the
applicant's position. Paul Taddune, City attorney, said the
applicant had requested the continuance of the hearing because
they were unprepared to submit an application at this meeting.
Mr. Allen, said there had been a difference of opinion as to
whether they were ready to submit the application or not but they
had agreed to allow the hearing to be continued, which they are
still willing to go along with.
Motion:
Hunt moved to reconsider the previous motion; White seconded.
All in favor; motion carried.
Motion:
Hunt moved to continue the publ ic hear ing on the Sunny Park
Residential GMP scoring session until March 18, 1986, all other
items in the previous motion being the same; White seconded. All
in favor; motion carried.

COIUIISSIONERS COIUlENTS
At a previous meeting Mari Peyton had requested clarification of
Commissioners' legal responsibilities and conflicts of interest.
Mr. Taddune discussed and clarified these matters.
Tygre adjourned the meeting at 6:05 p.m.
