ROLL CALL Those answering roll call were Welton Anderson, Roger Hunt, Mari Peyton, Jim Colombo and Michael Herron. Dav id White and Ramoni} Markalunas arrived shortly after roll call. COMMISSIONER' S COMMENTS Mari Peyton asked for information on when Commissioner I s terms expire because no one on Board knows. Roger: I have just been re-appointed and I haven't the foggiest idea as to how long it runs. STAFF COMMENTS Alan: I just wanted to mention that the way we have been handing out the notebooks really didn't work so well this time. So next time we will let you keep your notebooks and just give you your articles and put them in yourself. RESOLUTION 87-9 RESIDENTIAL ZONE DISTRICT REGULATIONS Resolution of the Aspen Planning and Zoning Commission recommend- ing amendments to the Municipal Code with respect to the; R-6 residential zone district requirements, the methodology for calculating floor area ratio and the regulation of non-conformit- ies. Alan and the Board went through the draft of the Resolution section by section. MOTION Roger: I move to meet on Thursday November 5, 1987 at 5:00 pm for approximately 1/2 hour to adopt the proposed Resolution 87-9. Jim seconded the motion with everyone in favor. PUBLIC HEARING 215 W. HALLAM HISTORIC DESIGNATION Steve: This is a request for historic designation. This house was built in 1890. Historic association is one criteria to try and determine designation. Some important people have 1 i ved in this house. However, we are not sure that they are commonly associated with it so I am not sure that is a criteria. \'Ie do - PZMll.3.87 believe that it meets criteria of possessing a traditional historic style of Aspen. But it is somewhat important that it is significant to the character of the west end neighborhood. There are concerns that it has been altered including that it has aluminum siding, that there is a large carport as an addition from the 60's vintage. However, the owner has volunteered to follow through the restoration of the house which includes removing the aluminum siding if possible as well as removing the carport and replacing it with something that is more compatible within a 2 year time period. So we are recommending that you recommend Council to designate 215 W. Hallam subject to that renovation. HPC has recommended this also. MOTION Michael: I so move. Roger seconded the motion with all in favor. PUBLIC HEARING ADOPTION OF CLARIFIED LAND USE CODE Welton opened the public hearing. Mari made a motion to continue the public hearing until November 17, 1987. Michael seconded the motion with all in favor. Meeting was adjourned. Time 2
