PLANNING & ZONING COMMISSION

Chairman Welton Anderson called meeting to order at 4:30 pm.
Answering roll call were Michael Herron,
peyton, Roger Hunt and Welton Anderson.
Colombo were excused.

COMMISSIONER'S COMMENTS
Roger Hunt: Mine is more for Tom Baker to try to bring us up to
date as to what is happening with the Rio Grande planning at this
point.
Tom: We did some further investigating into the way the library
and the garage were going to work together. We found out for
security reasons the library was not going to have their elevator
or their stairwell to integrate into the garage. They were only
for internal library use. So what our consultants did was they
looked at a different design for the parking. Instead of having
the parking in an L they looked at if they took the 80 spaces out
from underneath and put it into a split level/four level
arrangement--what would that do?
It turns out that it is a more efficient design layout as well as
cheaper to do. They have to do some soil tests to see where the
water table is to see if it is doable or not.
Also what that means is that we are going to come in with parking
for final SPA separate from the library. We were going to try
and do them together before. Now there is a clean break and we
can fast-track the parking to try to meet the timing for
construction next year. The library was lagging behind. Now
they can come when they get ready.
They are still working on where Spring Street should be located.
They are going to do some more conceptual designs and come back
with some ideas. At that time they will schedule with P&Z in
order to get P&Z input before they make their application.
Roger: I just wanted to add--I sort of forewarned the library
group through Tom that now that they are separate and stand
alone and integrating themselves to the parking structure, there
is going to be a parking element that they are going to have to
address. I don't know if they will have to do something about
that or not at this point but to me the only thing that made the
library palatable was that it happened to be accessory to the
garage. Now being a separate unit I think that they are going to
have to address some of their impacts.
",. Mari: We had asked a few weeks back to get some reductions of
the zoning map that we could take home.

Alan: I haven't figured out a way to do a reduction that would
be logical. The only thing I think that would be useful would be
full sized sheets. We are going to bring the zoning map here so
that we have it in this room. Some of the areas are hard to read
on the full scale map and when you reduce it you won't know what
you are seeing at all.
Ramona: I was boning up on the school district election and
noticed that there is quite a performing arts center included in
the new proposed elementary school. It occurred to me that since
the school is very closely associated with Aspen that maybe the
Aspen P&Z should at least be aware of what is happening out
there. The impacts of a performing art center in that
particular location might be pretty significant.
Alan: If the land use application were actually submitted for
the school for the County, it would be referred to the City P&Z.
That is a mandatory requirement.

One of the annexation proposals is for that particular

Cindy: Made presentation as attached in records.
The request is the exemption from the growth management
application for additional commercial square footage. The
applicants feel that they aren't generating any additional
employees by this activity. No additional parking spaces are
required and the visual concerns are negligible. The Planning
Office agrees.

Roger: I move to approve.
Ramona seconded the motion with all in favor.
REVIEW OF COUNCIL ENDORSEMENT OF ANNEXATION ELEMENT
Glenn Horn: City Council looked this over and approved this
resolution endorsement endorsing the element which you
recommended to them. You did your resolution recommend ing
approval back in the Spring. The Council kept tabling it and now
have finally acted on it. They did this resolution and they
recommended some changes. I think tney are aii pretty good
changes.
What I am looking for is your response to these recommendations
and also some final cleanup language before we go to a public
'-__ hearing to adopt the element.

After discussion on the recommendations from city Council:
Glen: I am going to bring this element back all cleaned up and
ready for adoption with these changes you suggested. All of the
maps will be in there and the table of contents will be
completed. We will have a publ ic hear ing at your next meeting.
It is already published.
Welton then adjourned the regular meeting. Time was 5:25pm.
The Commission then continued with a work session on Land Use
Element-Brainstorming Follow-up.
