HomeMy WebLinkAboutminutes.apz.19881011 e./ AJ( r RECORD OF PROCEEDINGS PLANNING & ZONING COMMISSION OCTOBER 11. 1988 Chairman Welton Anderson called meeting to order at 4:30pm. Answering roll call were Graeme Herron, Mari Peyton, Roger Hunt, Anderson. Jim Colombo was excused. Means, Bruce Kerr, Jasmine Tygre and Michael Welton Welton then welcomed Graeme Means and Bruce Kerr as new members of the Commission. COMMISSIONER'S COMMENTS MOTION Roger: I move to have the Planning Office draft a resolution of commendation for Ramona Markalunas and David White for their long years of service. Jasmine seconded the motion with all in favor. Jasmine: Regarding conflict of interest: I agree with the members of the Commission that if there is a problem that exists in terms of a particular individual or individuals rather than their particular occupations, part of the problem would be in cases where there were individuals whose behavior might have been considered questionable that the answer is really not simply to remove those individuals because as a practical matter it is almost impossible to do. Because let's say that people have a suspicion of that member and there are improprieties involving that particular member in dealing with either one particular project or a series of projects, you really can't use that as grounds for removing somebody from a Commission. There are a lot of legal problems with that. The answer that you simply remove the individuals who are a problem is not a solution either. Michael: I have a tendency to agree with Jasmine. The year that I have been on the Board I only remember 1 or 2 instances where somebody on the Board has appeared before and it was kind of innocuous. I think part of the problem is what the perception is of the public who when they read in the paper that a member of that Board appears before that Board on a regular basis and is winning or is successful in his applications. Whether he is getting special treatment or not I think you then have a problem with how the public perceives that. With our Board, it is not a problem. Roger: I don't know what the solution is. I know the solution isn't the way City Council is going at it at this point. I do know the answer on this Board is not to put on a whole bunch of people who don't know anything that is going on. We had better PZMI0.11.88 /' have some people who have some experience in the legal and you need some expertise on the Board. In the guidelines it is stated to try to have a lawyer, an architect. This community would be in real rough shape if none of the Boards had expertise on them. DISPIACEMENT/AFFORDABLE HOUSING CODE AMENDMENTS PUBLIC HEARING-CONTINUED Welton re-opened the public hearing. Alan: The moratorium will expire in February. This means that the time table that I am looking at is--I hope to be finished with P&Z by the beginning of November. I have to be to Council in December and January. Alan then made presentation as attached in records. Alan, P&Z Commission members reviewed and discussed each item in the amendments. Members of the public who also participated were: Joe Krabacher, Richard Neiley, sunny Vann, Jim Adamski of the Housing Authority, Jeffrey Evans, Frank Ross and Gideon Kaufman. A letter was presented into the record from Richara Y. Neiley, Jr. expressing his concerns. (Attached in records) Welton continued the public hearing until a date certain of October 18, 1988.
