DECEMBER 27. 1988
Chairman welton Anderson called meeting to order at 4:30 pm.
Answering roll call were Graeme Means, Bruce Kerr, Michael
Herron, Mari Peyton, Roger Hunt, Jasmine Tygre and Welton
Anderson. Jim Colombo was absent.
COMMISSIONER'S COMMENTS
Jasmine: Regarding the question of the Brand Building, what do
we consider residential or what do we not consider residential?
The end result of what happened at the Brand Building might not
be bad but I think the original impression that most
Commissioners had was that these were going to be residential in
the sense of residential long-term type apartments even though
they were not necessarily ever going to be any kind of employee
housing.
The whole concept of resident occupancy as opposed to short-term
occupancy is something I think we have a conflict at times in
GMP. When things come in under residential GMP because there is
more quota available and less competition and then it turns out
that what these are really going to be is units that are going to
go into the short term inventory at some point.
I am not su re we are ever able to address this and I am just
wondering whether maybe we need a new definition of what
residential is.
Alan: what you have to think about is what can you regulate. In
the past the best we have been able to do is that 6 month minimum
lease provision which is, to say the least, non-enforceable.
This is something we have all struggled with for years.
Welton: I think the 6 month minimum lease is not in order
because by enforcing the 6 month minimum lease on some of the
spec duplexes and things in the east end we end up with ghost
buildings and ghost neighborhoods. I think it is a greater
benefit to see lights on in a structure and that structure being
utilized and warm bodies being in it whether it is short term or
legitimate long term as opposed to vacation homes.
