Meeting called by Councilmembers Jenifer Pedersen and James Breasted to consider
State Form 1SE to provide for extension of liquor licensed premises at the Hotel
Jerome.
Form was submitted by the City Clerk. Councilwoman Pedersen moved to approve the
liquor license extension as applied for. Seconded by Councilman Breasted. All in
favor, motion carried.
Councilman Walls moved to adjourn at 5:05 p.m., seconded by Councilman Behrendt.

Regular Meeting Aspen City Council August 12, 1974
Meeting was called to order by Mayor Stacy Standley at 5:05 p.m. with Councilmembers
James Breasted, Ramona Markalunas, Jenifer Pedersen, Jack Walls, Pete DeGregorio,
City Manager Dr. Philip Mahoney and City Attorney Sandra Stuller.
MINUTES
Councilwoman Pedersen moved to approve the minutes of July 15, 22 and 23rd as pre-
pared and distributed by the City Clerk. Seconded by Councilman Walls. All in
favor, motion carried.
Councilman Michael Behrendt arrived.
ACCOUNTS PAYABLE
Councilwoman Pedersen moved to approve the accounts payable as submitted. Seconded
by Councilman DeGregorio. All in favor, motion carried.
CITIZEN PARTICIPATION
Mr. Bert Bidwell submitted criterion for the Aspen Alpine Cup Race and request a
Bicycle Race donation from Council of S200 and police assistance during the race. Race to be
held August 31 to September 2nd, total miles 300.
Councilman Breasted moved to approve a special appropriation of $200 to Aspen Alpine
Cup and police assistance as needed. Seconded by Councilman Behrendt. All in
favor, motion carried.

of Council.
Ordinance to reduce the number of Councilmembers from 7 to 5. Councilman DeGregorio
stated he felt four councilmembersis sufficient representation. Councilman Breasted
state more councilmembers does not make representation; total representation could
be achieved if all seven members were elected at the sametime. Councilman Walls
reminded Council, the seven members provided for in the Charter was agreed upon in
order to give a broader base and wider representation. Mayor Standley stated rep-
resentation comes from the number running for office not necessarily those serving,
feel more could be accomplished with less people. Suggested reverting back to
the ward system. Council is presently dealing in the small day to day problems which
makes for long meetings. Councilwoman Markalunas suggest the way to control length
of meetings is by the length of the agenda, feel seven members is necessary due
to the wide range of items that require council consideration. Councilwoman Pedersen
suggest weekly meetings. Councilman Behrendt stated he did not agree with reduction
in number of councilmembers. William Dunaway stated if the ordinance is passed, this
would give the citizens the right to vote on the matter. Councilwoman Markalunas
pointed out, citizensdid vote for the seven when the charter was adopted.
Councilman DeGregorio moved to read Ordinance 929, Series of 1974. Seconded by
Councilwoman Markalunas. All in favor, motion carried.

COUNCILMEMBER COM_~ENTS
a. - Councilwoman Markalunas informed citizens of the city budget time and requests Budget
be submitted as soon as possible.
b. Airport meeting with Weiss. Councilman Breasted to represent the City at Airport
the meeting.
c. Playground equipment, Herren Park - Councilman DeGregorio stated his dis- Herren P-rk
satisfaction with the design of the equipment installed this year in the park.
d. Councilman DeGregorio reported the pop corn wagon has expanded their operation. Pop Corn Wagon
Manager Mahoney to check and see that all restaurant regulations hay e been
complied with.
e. Councilwoman Markalunas moved to schedule tenatively a study session, August Cultural Groups
19th 5:00 p.m. on a cultural arts center with the cultural groups. Seconded by
Councilman DeGregorio. All in favor, motion carried.
f. Complimentary letter from Ladies Golf Association was submitted by Council- Ladies Golf
woman Pedersen.
g. Letter from the Denver Symphony Orchestra was submitted requesting a resolution
commending the orchestras performance in Aspen and copy of resolution be submitted enver Symphony
to the State Legislature to help further their request for funds.
Councilwoman Markalunas moved to instruct City Attorney to draft such a resolution.
Seconded by Councilman Behrendt. All in favor, motion carried.
h - City Engineer Ellis reported the stop light for Aspen and Main will not be Stop Lights
installed till next spring due to lack of funds of the State Highway Department.
1 - Councilwoman Pedersen stated there are four restaurants in town who have Restaurants
venting problems. These should be checked by the Santarian.
Councilwoman Markalunas left Council Chambers.
j. Suggestion was made by Councilwoman Pedersen the short wall in the lobby be Lobby
removed to facilitate the payment of parking tickets.
k. Mayor Standley request permission from Council to maintain the one lot next
to the Isis Theatre as a pocket park, Park Association would sod the park. Pocket Park
ouncilman DeGregorlo moved to approve the request as outlined by the Mayor.
Seconded by Councilwoman Pedersen. All in favor, motion carried.
HOUSING, NON PROFIT INSTITUTIONS
Representative from the Aspen Center for Physics and submitted breakdown of the Housing
different groups, number of participants, number of housing units etc. for the
different cultural groups in the community, groups are asking for help from the
City in order to continue their operations. Rents have increased since last
year 40%.
Mayor Standley stated the problem of housing for participants is not widely known
throughout the community, especially to the absentee owners and managers of
condominiums. Perhaps the City can participate in sending letters to all of
these people. Council agreed to discus~ with the groups, the problem of housing
at the study session to be held on the 19th.
CSU STUDENTS, ENVIRONMENTAL RESOURCE INVENTORY
Five students were present to submit the report. One copy of the total report Environmental
was submitted, condensed versions to be submitted at later date. Presentation Report
was made by slides touching upon the following: soil conservation and resources,
agricultural development, flood plains, geologic hazards, wild fire hazards,
snow avalanche, air pollution. Students further stated the report outlines how
to use this report in making land use decisions for specific areas.
MOUNTAIN QUEEN, AMENDMENT TO SUBDIVISION AGREEMENT
Attorney Leonard Oates was present representing the applicant. Request to be Mt. Queen
relieved of the obligation to join an improvement district for Sualmit Street,
willing to install curb, gutter and pave on Monarch to the project. Mr. Oates
stated they would move the the telephone pole on Summit Street.
Councilman Breasted moved to accept the change with the addition of sidewalk along
Summit Street as recommended by the City Engineer in his memo. Seconded by
Councilman Behrendt. All in favor, motion carried.
WOERNDLE FINAL SUBDIVISION PLAT
Assistant Planner Baer reported except for minor changes, the plat is substantially Woerndle
the same as when reviewed under the outline development plan.
Councilman Behrendt moved to authorize the Mayor to execute and accept the plat
for recording and execute the subdivision agreement. Seconded by Councilman
Breasted. All in favor with exception of Councilwoman Pedersen who abstained.
Motion carried.
MALL EXTENSIONS
Rich Wilde, Mall Co-ordinator reported at the last meeting of the Mall Commission,
Mall Ext. the Commission decided not to consider any more expansions into the mall this
year. One request not considered by the Commission is the Incredible
Edibles. Plans were submitted by the owner for council consideration. Plan
calls for about three tables in front of the establishment, archway into the
premises and planters that would set the area aside. Location is next to the
Aspen Mining Company.
Discussed the policy of utilization of sidewalks on extensions.
Councilman Breasted moved to allow this extension and to allow nothing higher
than the surrounding planters and tables with umbrellas; area be outlined as
the extent of the business frontage only. Seconded by Councilwoman Pedersen.
All in favor with exception of Councilman Behrendt who voted nay~ Motion carried.

MAYOR'S DEED
Councilwoman Pedersen moved to consider a Mayor's Deed to Virginia Glessner Radisch Mayor's
Radisch. Seconded by Councilman DeGregorio. All in favor, motion carried. Deed
Councilwoman Markalunas moved to authorize the Mayor to sign the Mayor's Deed as
presented. Seconded by Councilman Breasted. All in favor, motion carried.
Councilman Behrendt moved to go into executive session. Secondedby Councilwoman
Pedersen. All in favor, motion carried.
Meeting reconvened into regular session at 9:15 p.m., whereupon Councilman DeGregorio
moved to adjourn. Seconded by Councilman Behrendt. All in favor, meeting adjourned.
