JUNE 19. 1990
vice Chairman Jasmine Tygre called meeting to order at 4:30pm.

COMMISSIONER'S COMMENTS

Richard: Something that came up at last Friday's town meeting
and which I had discussed beforehand with several people was the
lack of affordable office space in town for a lot of local
business not to mention the retail space that we have been

dealing with for a while. I was wondering if the Planning Dept
has been cooking up any ideas to deal with that situation. If
not we need to get together to deal with it.
Baker: We have got some good ideas to look at. Changes in use
in the code. Perhaps the FAR bonus aspect of the zone districts
could be applied. We want to take a look at that in conjunction
with the other land use stuff. We are hiring the consultants for
that effort.
Jasmine: A change in use from one commercial use to another
commercial use does not require coming to P&Z?
Leslie: Right.
Jasmine: Even if the new commercial use is much more intensive
than the old commercial use?
Leslie: Right. It is only if someone goes from one category to
the next then they have to negate for employees and parking.
Jasmine: But one commercial use to another commercial use does
not require it? Because when you start thinking about a hard
rock cafe going into the Elk's Club Building and you think of the
number of employees that that is going to generate for an
operation of that sort without any mitigation--everything you do
as far as housing and GMP, is like spitting in the wind.
Richard: Or if the commercial space is subdivided into smaller
leasable spaces but the type of use is the same, does that just
fall through the cracks too?
Leslie: If you had a net leasable space like the hard rock cafe
that was moving down into an area that was expanding and not
expanding into what is now extraordinary and become net leasable-
-hard rock cafe is expanding down into a basement but that was
never storage. That was usable space--net leasable space. But
if that had been storage space and they need that space then they
would mitigate for that additional net leasable that they are
adding to the space.
Jasmine: We often go through this thing with GMP when a building
goes up. And of course any kind of employee generation figure is
kind of a stab in ~he dark. And of course they are all going to
be very minimal impact uses that are going into this building as
we all know because everyone who comes before us has a business
that doesn't generate a lot of employees. And then all of a
sudden we have businesses in there that do generate a lot of
employees. Somewhere along the line we have to be able to get a

handle on this. This may be part of our various revisions. I
want to put that down as something we should really look into.
Baker: $2.39 per square foot a month.
Mari: Asked about the Dopkin fence. When we last saw that we
required them to do something before getting a building permit
before the second part. The second part has begun and nothing
has happened to the fence.
Leslie: Buzz, Bill Drueding and I in going over Buzz's plans,
Buzz wanted to take down the fence at the time that his workmen
were there.

Richard made a motion to approve the minutes.
Mari seconded the motion with all in favor.

RYANCO GMOS EXEMPTION
Lelsie made presentation as attached in record.
Jasmine: Having to do with cumulative effects: For example this
application comes in and it is under the 500sqft limit. How do
you monitor if and when they ever come in for more expansion?
Leslie: Typically we look in the old files to see if there has
been prior approval for any project and see what they are.
Randy Wedum, architect: Explained the project using plans.
Jasmine asked the applicant if they had any problem with the
conditions of approval.
Arch: I do have one problem with the parking. The existing FAR
is 6,000sqft. When I originally designed the building I got a
parking variance for 1.5 spaces per thousand. Based on that that
comes out to 9 spaces. In the memo addressing that we are
generating .54 extra spaces. So if what you are asking me to do
is add one more space, I already have 10 spaces so I should think
that would cover my increase.

Ryan, building owner: We would be spending money to accomplish
something we already have. We are trying to keep rents down.
Plus we are the owner/occupier of this building. So it is
important for us to maintain it as cost-effective as we can.
After discussion it was decided to eliminate '3 of the Planning
Office recommendations. (attached in record)
MOTION
Mari: I move to approve the GMQS exemption with the Planning
Office conditions #1 and '2 as stated in the Planning Office memo
dated June 19, 1990 and deleting '3.
Graeme seconded the motion.
Richard: with the stipulation that the planning office check
that there are 10 parking spaces.
Mari amended her motion. Graeme amended the second to the
motion. Everyone voted in favor of the motion.
