HomeMy WebLinkAboutminutes.apz.19910122 u ~'( RECORD OF PROCEEDINGS PLANNING & ZONING COMMISSION JANUARY 22. 1991 Meeting was called to order by Vice Chairlady Jasmine Tygre at 4:30pm. Answering roll call were Sara Garton, Graeme Means, Richard Compton, Bruce Kerr, Mari Peyton, Roger Hunt and Jasmine Tygre. Welton Anderson was excused. COMMISSIONER COMMENTS Roger Hunt: I attended a meeting yesterday with Carol 0 I Dowd, Harvey Atchison, Tom Baker, someone from Eagle, someone from Rifle, Tom Newland, Mark Fuller and others. It was concerning the Hwy plans and the possibility of interfacing rail with the Hwy. Harvey did a good job of converting it to "Maybe we should restudy whether we need a rail or not". And his comment was that the Hwy Dept is becoming a transportation department. He said he didn't want to see us put in a transportation system that would go bankrupt. My response to that after a short period of time was "But Harvey, what road in this nation is not bankrupt? Why don't we apply the same principles to the road as a transportation system as any other transportation system?" It is an interesting concept that the Hwy Dept is working from everything other than roads has to maintain it's own revenue base but the roads--the roads don't. We can just throw tax money down the roads. STAFF COMMENTS Amy, Planning Dept: We are considering putting a light on the Golf Course to let the public see the kind of lighting we are considering for night time lighting for the cross Country ski trail. PUBLIC COMMENTS Al Beyer: I heard a public comment the other day. definition of a loser? It is a Broncos fan standing a Nuggets ticket. What is the in line for MINUTES DECEMBER 4. 1990 Roger: I move to adopt the minutes of December 4, 1990. Bruce seconded the motion with all in favor. GOLF COURSE PUD AMENDMENT Jasmine opened the public hearing. Roger moved to table this hearing to date of February 19, 1991. Graeme seconded the motion with all in favor. Mari seconded the motion with all in favor. Jasmine closed the public hearing. HAMILTON CONDITIONAL USE FOR AN ACCESSORY DWELLING Kim made presentation as attached in record. MOTION Roger: I move to approve the conditional use for Lots 1 and 3- 7, Block 4, Oklahoma Flats for a 490spft accessory dwelling unit to be located above the detached garage with the following conditions: Conditions being the same as Planning Office memo dated January 11, 1991. (Attached in record) Graeme seconded the motion. Everyone voted in favor of the motion. Jasmine closed the public portion of the hearing. Jasmine then adjourned the meeting. Time was 4:50pm. Amy then brought members up to date regarding the Aspen Area Community Plan. - 2
