Answering roll call were Tim Mooney, David Brown, Sara Garton, Richard Compton, Bruce Kerr, Roger Hunt and Jasmine Tygre. COMMISSIONER COMMENTS Richard announced he would not be seeking another term when his expired the end of June. STAFF COMMENTS Leslie: I have a lot of administrative items that perhaps we can move to the end of the meeting. The Early Learning Center needs to be tabled and continued to June 8 because they did not properly notice. Stewart Title did the mailing list for the red brick school and not the elementary or yellow brick school. We have had more discussion on the Mill Street Plaza at staff and we have determined that we can take that off the agenda. have about 30% open space. Kim made presentation as attached in record. Roger: It looks like the fireplace is right on the property line. Is that it? Kim: Yes. Roger: And what is the setback of the adjacent house? Kim: If this drawing is accurate it appears to be about 13 feet. Sara: You are not picking up and moving this structure. It is what is there already. Right? Shenck, Architect: What we are doing is picking it up, moving it and putting it back. David: It is falling down now. Shenck: The foundation is poor. Sara: It is just the kind of ADU we have in mind for those little '.- .-,,,,,,,-. '- ~ PZM6.1. 93 out-buildings. I didn't find it objectional that it was too close to the property line. In this case it has been there forever so it is settled into it's location. It looks great. The addition is on that back side away from the street. Shenck: Exactly. You won't see any of it from the street. Actually the owner has requested that we don't remove that trellis. So if we can, we are going to keep it. Jasmine: As a matter of form--it doesn't really make any difference as far as your approval is concerned. But do you know whether the owner is planning to have somebody live in that unit? Shenck: I don't know. I think he is planning on it but I am not sure. David: Is there currently any thought as to how the user of the ADU would get in and out of their unit from the parking? Shenck: We have not discussed this. David: I think it would be reasonable for whoever makes the motion to get some sort of site plan showing that the user of that ADU have a clear path to and from that entry as opposed to the north double doors. Those double doors obviously will be a major snow shed hazard. There was no pUblic comment and Jasmine closed the public hearing. MOTION Roger: I move to approve the conditional use for a 694 square foot detached accessory dwelling unit within the existing carriage house at the Vidor residence at 234 West Francis with conditions #1 through #3 as in Planning Office memo dated May 18, 1993 and with additional condition #4-- David: To read that "Applicant shall submit a site plan illustrating a path for the user of the ADU between the new parking space and west Francis to the entry on the west end of the proposed accessory dwelling unit. Because of an error in noticing I move to table and the Early Learning Center Conditional Use Review to June Bruce seconded the motion with all in favor. TEXT AMENDMENT MULTI-FAMILY PARKING REOUIREMENTS Jasmine opened the public hearing. MOTION Roger: I move to table and continue the public hearing on the text amendment for multi-family parking requirements to date certain of June 8, 1993. Bruce seconded the motion with all in favor.
