City Councll Chambers Present and voting: Bruce Kerr, Bob Blaich, Roger Hunt, Sarah Garton and Tim Mooney (Mooney arrived at approximately 4:40) were present from the Aspen Planning and Zoning Commission. George Krawzoff, Jody Edwards, David Guthrie, Shellie Harper, Suzanne Caskey (Caskey arrived at approximately 4:25) and Peter Dobrovolny were present from the Pitkin County Planning and Zoning Commission. Growth Management Quota System/Affordable Housing/Resident Occupied - Cindy Houhen described the events which led to the reviews before the Planning Commission members today. Cindy discussed a revised proposal to accomplish the 2% growth rate as proposed in the AACP, and address the concerns the BOCC and City Council had with respect to allowing substantial numbers of free market units outside the 2% growth cap, if they were associated with AH development. Discussion ensued. Jody Edwards suggested the removal of GM Competition, and incorporating a competition for AH. Bruce Kerr asked how many potential units could be built in one year under the existing proposal. Cindy I;}ouben responded that eight units could be built under the existing proposal, and almost twice that could be ilt under the revised proposal. Roger explained that nothing is sacred by obtaining a 2 percent per year growth rate. He is in favor of obtaining a 2 percent growth rate Over a number of years. Roger Hunt suggested that pace of growth is fine over a number of years. Extensive discussion ensued. Leslie Lamont suggested that the ability to request future allocations is within the current code provisions. Cindy Houben explained that this same philosophical discussion took place in the development of the AACP. At that time, the community was not willing to sacrifice the quality of life to assist the community in catching up with AH. Tom Stevens offered information showing that phasing does not work. Discussion continued. Bruce Kerr indicated support for the revised proposal. Suzanne Caskey and George Krawzoff also supported the new proposal. Sarah Garton indicated that staff should be aware of the reluctancy conveyed by the Planning Commission members in supporting the new proposal. Bruce Kerr suggested that Attachment C, No. 7 be the first qualification. If the individuals qualify for this first, they then must meet for several other qualifications. Several other members agreed with this method. Extensive discussion ensued. The meeting was adjourned at approximately 6:30 PM.
