Answering rall call were Steven Buettaw, Rabert Blaich, Tim Maaney,
Sara Gartan, Jasmine Tygre and Bruce Kerr. Marta Chaikavska and
Rager Hunt were excused.
COMMISSIONER COMMENTS
Sara: In walking behind the red brick schaal taday the satellite
dish we appraved far KAJX--The dish faces sautheast against the
schaal. Sa there is all this white underbelly expased. I wander
if that cauld be painted as the red brick.
Leslie: One af aur canditians af appraval was that they were
suppased to' paint the dish either a red ar a black to' help it blend
in. And they are suppased to' landscape it. I have talked to' Sy
abaut painting the dish and he said he wauld laak intO' that. I
will talk with him again.
Sara: Cauld we have a repart fram the Hausing Office abaut their
phane survey an ADDs.

Mathis: There is nat a car space planned far the ADD. It is nat
required by cade. We dO' have ane car space per bedraam.
Leslie: The cade requires ane parking space per bedraam. But if
the accessary dwelling unit is a studiO' ar a ane bedraam, the cade
daes nat require a parking space unless the Cammissian and the
planning staff feel that a parking space is necessary. Sa when
yau have a 2-car parking garage and yau have a deep enaugh apran
to' the alley, that essentially is 4 parking spaces.

Bruce: I can't tell fram the drawings what the situatian is aver
that entry intO' the ADD.

Mathis: I have the step back tatally underneath the upper part af
the hause sa the snaw sheds clear aver here. Plus yau came intO'
it fram the gable end af the hause. There is a pretty clear path
pratected by snawfall. There is an averhang here at the face af
the garage. Then yau gO' tatally under caver.
We have all sarts af drains far this in anticipatian af any sart
af water. Chuck always requires us to' have a pretty gaad drywell
system araund the hause far callectian af raaf water. We are
required by cade to' sart af keep the water that is generated by

Leslie: I need to' add a canditian which wauld require "Befare
issuance af any building permit the applicant shall submit revised
flaar plans shawing the new lacatian af the ADD and shawing the
east elevatian".
Mathis: This will nat came thraugh as a change arder. We will dO'
the plans and then we will pracess aur building permit.
Jahn has asked if he cauld dO' cash-in-lieu.

Leslie: It is the applicant's aptian. Sa if the Cammissian
appraves the ADD tanight and later an Jahn decides to' dO' the cash-
in-lieu--he daes the cash-in-lieu. Nabady can pull a building
permit until they dO' ane ar the ather.
Steven: will the dwelling unit be essentially the same with the
living raam area in there and the bathraam and kitchen area aver
here?
Mathis: Yes. What I was trying to' cammit to' is there is
appraximately 450sf flaar area there. The dimensians af the actual
living space exclusive af the kitchen and the bathraam wauld be
appraximately the same. There will be mare glazing.
Steven: will the glazing came dawn pretty much right in the middle
af the living raam area as shawn here.

CONGDON CONDITIONAL USE REVIEW
FOR AN ADU
Bruce apened the public hearing.
Leslie made presentatian as attached in recard.
Gretchen Greenwaad, architect far applicant presented affidavits
af pasting and mailing. (attached in recard)
Leslie: My memO' is incarrect in that I state that they are nat
requesting flaar area banus. But they are using the flaar area
banus far the ADD and are gaining 150sf af banus far the ADD. I
alsO' include in my memO' that as to' whether the access the ADD wauld
be pratected fram snaw shedding. And that the ADD is 300sf af net
livable nat 300sf flaar area.
Gretchen Greenwaad: This is a histaric preservatian praject. This
praperty is an the carner af First and Francis. We have gane

thraugh the Baard af Adjustment and have designed the praject with
the ald miner's cabin an the praperty and ald stable. We tried to'
design the praject to' expase the ald part af the building which is
naw being averrun by additians and expase this and design a
cantemparary building between the 2 additians that is anly 20 feet
tall and daes caver the site mare than was allawed.
HPC has given their mark af appraval. It has been designed in such
a way to' try to' be campatible with the small miner's cabin and
stable- -nat being any higher and maintain a scale that daesn' t
averpawer these 2 buildings. We were successful with HPC and the
Baard af Adjustments.
We are accessing the ADD aff the alley. There is gaing to' be a
heated walkway alang the side. It is gaing to' be 300 net livable
square feet. It has 9 faat ceilings.
Leslie: I need to' add 3 mare canditians af appraval. There will
be canditian #6--Histaric runaff shall be maintained an site.
Canditian #7--Final develapment plan.must shaw trash and necessary
utility areas. And I will add a #1 d--The applican!ll, priar to'
issuance af any building permits, shall sign a curb and gutter
agreement.
Bruce:
Is that a canditian far the ADD structure?
Rath: There are several different ways that cauld came abaut. If
they dan't danate a unit--they just get a building permit--under
the municipal cade we still have them sign that agreement.
