PLANNING & ZONING COMMISSION
JANUARY 17, 1995
Chairman Bruce Kerr called meeting to order at 4:30 P.M.
Answering roll call were Steven Buettow, Marta Chaikovska, Tim
Mooney, Sara Garton, Jasmine Tygre and Bruce Kerr. Robert Blaich
and Roger Hunt were excused.
COMMISSIONER COMMENTS
Sara: I got a call from KAJX.

They have to hold painting until
Bruce: I will eat a plate of "Crow" because I must say I was not
in favor of paid parking. And I am astounded and amazed and
pleasantly surprised as it relates to me personally and to my
business. I can't speak for the restaurants or retailers. I don't
know how they are doing. I find it very refreshing. I am willing
to eat as big a plate of "Crow" as someone wants to give me.
Frankly I hope we will wait until after the summer season to have
an election so we can see how it works in the summer. It appears
to be working, at least from my standpoint, in the winter time.

Jasmine: I agree with Bruce as far as waiting until after the
summer. I think the summer will be really key for us to evaluate
paid parking. I hate to see a decision made before we have had a
chance to see what happens in the summer.
Bruce: Let the record show this is not a political statement.
Walking around town I feel safer crossing the street. I look out
the front door of my lodge and I can actually see Wagner Park.
There are not vehicles scattered everywhere. There are no cars
parked on the east side of Wagner Park. It is incredible.
STAFF COMMENTS
Leslie: Presented reso for the Youth Center. You asked me to re-
word the language on the conditions of approval for the Youth
Center. John Worcester has looked this over and has made some
comments. Perry has some concern with the wordage regarding the
kitchen.

Perry Harvey, representative for Youth Center: I think it is an
important thing what we want to use the kitchen for. My concern
is that this language just reads that it must be as an extension
of the school program. My concern is that somewhere down the line
someone could come in and say that is the only time you can fire

-- up the kitchen.
'-' We talked about catering events at the Youth Center. We talked
about special events and getting some revenue out of that kitchen.
My concern is that it says it must be--
We can't get it started for this winter term with the schools
because of the delays we have had. So I would like to see some
language that recognizes that we want to use this as a vocational
lab for the schools. But I don't want to tie it so that the use
of the kitchen must be for that.
Bruce: Why don't we change the word "must" to "should" on the
first page. Also change the wording "as long as" to "so long as".
And then the AYC states that the kitchen "should" operate as an
educational extension of the school. Condition #3 the 3rd line
from the bottom of condition #3--"Operation of the kitchen "should"
be an educational extension of the school to the greatest extent
possible, and no advertising as a retail center".
Perry: That is fine.
Leslie: And then I just added 2 additional conditions of approval.
"All material representations shall be adhered to". And #8--An
annual review of the amended program shall be conducted by the
Commission at Staff's or the Commissioner's request". John
Worcester added the last phrase--" In it's sole discretion by
resolution until such time as the Planning Commission in it's sole
discretion by resolution terminates this condition.
MOTION
Sara: I move to approve the resolution of the Aspen Planning &
Zoning Commission recommending to Aspen City Council the amended
Specially Planned Area final development approval for the Aspen
Youth Center with the additional amendments as stated in this
meeting of January 17, 1995.
Jasmine seconded the motion with all in favor.
. PUBLIC COMMENTS
There were none.
The regular session of this meeting was then adjourned. Time was
4:55 P.M. Commission members then continued with a work session.
