A speciai meeting of th~ Aspen ~ity Council and the Utility Board met Frielay March 4, 1960 in the
Council Roche
Th~ meeting was opened by Mayo~ Garrish and present were: Kenneth Broughton, C. H. Anderson,
Bill Beyer, Alfred Braun, Bill James and Attorne~ Stewart.
Bob Kirchner of Kireh~e~, Ormebee and Wiesmer, Denver, came to the meeting for discussion of
the purchase of Water Bonds. This matter was discussed at length, covering the advisab~l tty of
issuance at this time, the amount of.money to be raised and the handling of the bond issues It
was suggested that $300,000.00 be issued and that the amoant not meeded immediately be put in short
term Government Bonds. Mr. Kirehaer said his firm woul~ ~ndle this. He said the Water Bonds
wo~tld be issued April 1 and Mature in October. He will/~esant at the meeting of the 0ity Council
on March 21 with a formal proposal to present for Council approvals
Mr. C. H. Andersc~ inquired if policy of transferring $500.00 a month from the Electric Department
Funds to build up a reserve should be continued, and the consensus was that this should be donee
The proposed water-works ordinance was read and carefull~ discussed and Mr. Stewart is to prepare
final draft to present to City Council for approval at its meeting March .~, 1960e
Letters read: From Colorado Department of Health - Mr. Matter - regarding depth .sewer and
water pipes should be laid. Hold for further discussion.
From Meurer -3erafini-Meurer re contract for engineering work and services held
for further discussiome
The suggestion that City bills he presented for approval end payment twice a month was discussed,
and it was decided that this should be done.
