RECORD OF PROCEEDINGS
REGULAR MEETING PLANNING AND ZONING COMMISSION
NOVEMBER 5. 1985
Roger Hunt called the meeting to order at 5:07 p.m. with Commiss-
ioners' David White, Mari Peyton, and Ramona Markalunas present.
Welton Anderson and Al Blomquist arrived late.
Markalunas moved to nominate Roger Hunt to chair the meeting
until Mr. Anderson's arrival; Peyton seconded. All in favor;
motion carried.
COMMISSIONERS' COMMENTS
Motion:
White moved to have the members of the Commission talk to the
individual members of City Council about the planning ideas
that have come forth in the last few meetings to help move the
matters forward; Peyton seconded. Blorrquist opposed, all other
in favor; motion carried.
Welton Anderson arrived and took the chair position.
MINUTES
SeDtember 17. 1985: Hunt moved to approve the minutes of September
17, 1985; Peyton seconded. All in favor; motion carried.
PUBLIC HEARING
CRESTAHAOS L-3 LODGE GMP SCORING SESSION
Steve Burstein, planner, explained the request and the scoring
process. Burstein said the Planning Office had scored the project
and it met the threshold, although there were some questions and
gaps in information which made the scor ing hard in some areas.
They feel through special reviews some of the particular problems
found can be addressed and should be conditions of approval.
Burstein said there was a problem, in the site design category,
with the location and design of the parking lot on the east side
of the property. The intersection site distance is a problem, and
increasing the number of units will make it become a greater
problem. Also noted was that the recreational facility provided
by the appl icant is above and beyond the normal recreational
facility for a lodge this size and type.
Blomquist asked if the Building Department required, or had the
authority to require, sidewalks on new buildings. Bill Drueding,
Building Inspector, repl ied that they can be asked but not

forced. Blomquist then asked if the appl icant would be signing
an Improvement District agreement saying they will join when the
distr ict is created. Burstein said that condition had not been
mentioned in any of the special reviews but could be considered.
Blomquist said it has been traditional that all new projects put
in sidewal ks. Gideon Kaufman, appl icant I s at torney, said they
did not have a problem with joining an Improvement District if
one was formed, but would have a problem putting in a sidewalk
that did not go any place. Blomquist asked that it be added as a
condi tion.
Mr. Kaufman explained the history of the project. He said this
application was not to debate or question the validity of the L-3
zone. Under this zoning the proj ect could be 54,000 sq. ft., this
application seeks to increase the size only by 5,400 sq.ft.. The
total FAR will only be .3, as opposed to the allowed 1 to l.
Mr. Kaufman commented that the intent of the L-3 zone was not to
have every old lodge torn down and upgraded to very expensive
lodges, but rather to preserve some of the older lodges with
upgrades. Kaufman feels this project clearly falls within that
intention.
Dave Gibson, appl icant' s architect, gave a presentation of the
proposed plans and a pictorial history of the project.
Anderson opened the public hearing for comments.
Helen Klanderud, neighboring property owner, presented pictures
of the view from her house in relation to the proposed project.
Ms. Klanderud said she agreed with the intent of the L-3 zone but
considered what is being proposed more than a limited expansion.
Ms. Klanderud explained more history of the existing lodge.
Ms. Klanderud said this public hearing was noticed in the paper
for 9:00 a.m. rather than 5,00 p.m.
Ms. Klanderud said her primary area of objection was the proposed
parking area, which will be in full view from her house. Her
concern was that the area will be going from a grassy area with
few impacts, to 15 parking spaces. In addition, historically
there have been groups using the lodge which come by bus and the
buses remain parked there f or several days at a time. Additionally,
Ms. Klanderud expressed concern about drainage. In this location
there is either a very high water table or underground seepage
f rom the adj acent Sal vation Ditch which is a probl em that has
existed for years and no solution has been found. As the proposed

plan describes there is no snow removal and she expressed concern
that it would be piled up on her property. Ms. Klanderud did not
agree that the proposed dry wells and drainage pattern was
actually what would happen. In addition, Ms. Klanderud thought
the modul ar house on the property encroached in the set back,
expressed concern with the lighting of the project, and the
ingress and egress off of Highway 82. Ms. Klanderud said the
lodge as it exists certainly could use some renovation but was
concerned about amount of the redevelopment and thought there
were impacts.
Blomquist asked if this hearing should be re-noticed because of
the discrepancy in the time of the public notice. Barry Edwards,
City Attorney, said he thought this public hearing should be
continued and be re-noticed.
Motion:
Blomquist moved to find that the notice was deficient and that
the hearing be tabled to November 26, 1985 which will be properly
advertised; White seconded. All in favor; motion carried.
NEW BUSINESS
CRESTAHAUS LODGE FAR SPECIAL REVIEW/PARKING REDUCTION
Motion:
Hunt moved to table this discussion, due to deficiency in noticing,
until November 26, 1985; Markal unas seconded. All in favor;
motion carried.
BEST WESTERN MOLLY GIBSON GMP EXEMPTION
Steve Burstein, planner, explained the applicants request to
convert a non-unit space to 2 lodge units. This is considered a
change in use and a one step process. Burstein said the Planning
Office felt the growth impacts would be minimal. The one area of
concern is that at present there is no off street parking and the
Planning Office feels by creating 2 lodge units there should be
at least a requirement for 2 spaces. The Planning Office recommends
approval with the condition that those spaces be provided off the
alley in the back of the lodge.
David Jones, appl icant, said he thought there would be less
impact with 2 lodge units than there is as the conference room

exists. In addition, the 2 parking space requirement was acceptable
to the applicants.

subject to the condition outlined in the Planning Office memorandum
dated October 30, 1985; Blomquist seconded.
Discussion:
Markalunas said she would like to have the landscaping requirement
added to the motion. Hunt agreed to amend his motion to include
the landscaping as a second condition.
All in favor; motion carried.
Anderson adjourned the meeting at 6:10 p.m.
