ASPEN COLORADO SPECIAL MEETING ASPEN CITY COUNCIL APRIL /h, 1960
M~eting called to order at 7:00 PM by Mayor Garfish with Councilmen Braun, Anderson, James and
Beyer and Attorney Stewart present.
Discussed - whether a Board of Appeals should be created - at present Board of Adjustment seems
to cover this.
Leon Wurl Council~n Braun read letter sent to Leon Wurl re~arding terms of employment as Administrator
City Admin. for the City, which has been accepted by Mr. Wurl. Discussion followed covering such matters as
Contract office space, telephone, furniture. ~t~%.possibility of enclosinE space in present Electric Depart-
ment office for private office for 0. H. Anderson, Utility Board to be informed of Council's de~ision.
Clerk instructed to arrasge for removal of second phone in City Clerk's office, and possible
transfer to Mr. Wurl's office,
To an inquiry as to whether there was any conflict because Bonding Company required that mlectric
Department have an electrical engineer it was pointed out that Mr. Wurl,s capacity would be that of
administrator only.
It was decided to have employees of the Water Department water the streets~
It was recommended that the Utility Board r~view salary scale now in effect in Water and Electric
Departments.
Th~ matter of accounting procedUre was discussed. To be turned over to the Utility Board.
Also discussed - request for $1000.00 for airport. Mr. Sardy to be requested to furnish information
to Justify request, Whether City should continue to support Chamber of Commerce if it sets up a
reservation service, thereby ~oing into private business. Attorney Stewart feels that the contribution
is justified only if the community as a whole is benefited. The consensus was that the Chamber of
Commerce should not promote reservation service. ~
It was decided to send a card of condolance to Mrs. Paepk.e and famil~y. Also to send floral piec?

The Foster Vending Co. violation was discussed. Mayor Garrish made the recommendation that im the
future City use a tongher approach and requested that Mr. Stewar~ refer matter of fines to ~he Council Foster
in the future. Violatim~
Dog pens and Rabies Ordinance discussed. Clerk instructed to place "ad" in Aspen Times for dog
catcher.
Dale Rea's contract has been sent in for acceptance.
Re - wells. Slim Anderson is going to Denver and will find out about getting someone to make a pump
test.
Letter from Fritz Benedict read, wherein he offered to donate sites for wells and storage in exchange
for certain water considerations. Hold for further consideration. ~he matter of tree trimming am1 removal discussed.
Mr~ James read report from Zoning Cmmmissien which is to be referred to Council at next meeting.
