HomeMy WebLinkAboutminutes.council.19600705 ASPEN, COLORADO Regular Meeting of Aspen City Council July ~, 1960 The meeting was called to order by Mayor Garri~h at 7:30 PM, with Councilmen Braun and Beyer, City Administrator Wurl and City Attorney Stewan~ present. Treasurer John Hall came mn later. Absent were Councilmen Anderson and James. As there was not a quorum present no business could be transacted. No quorum Business The minutes of the regular meeting of June 20, and the City,s bills payable, and the bills pay- postponed able of the Special Water Fund ~were read and will be presented for approval at the next regular meeting. John Doremus inquired regarding water lines in an area at Water Street and this matter will be considered later. Art Headley, Werner Kuster, Nino Hirsig and Louis Pastore were present but left as no legal action could be taken on the application for a beer and wine license at the Steak Pit. Mrs. Walter Paepke~ Leonard Thomas and Jim Moore inquired about the maintenance of the flumes on Discussed Castla and Maroon Creeks. Mrs. Paepke said an emergency existed on her ranch due to lac~ of sufficient Flumes water~ and she a~ked what the City,s intention is with regard to flume maintenance, and referred to a letter she had received in 1958 referring to abandonment of Maroon Creek Flume. Judge Shaw also WaS present at the request of~Mayor Garrish, and he again stressed the importance of keepir~ .up the flumes to avoid loss of water rights through non-use. Much discussion followed and Councilman Braun and Mr. Wurl will inspect flume. Mr. C. H. Anderson brought in the letter dated June 10, 1958~regarding sus- pension of maintenance of the flume and this was read by Mayor Garfish. This matter is to receive further consideration by Council and they will contact either Mr. Delaney or Danny Berry for Mrs. Paepke. Leonard Thomas said he had 80 bags of Betonite which he would contribute if the City wantsi$, lomas- He also expressed the hope that the City still stood firm on the matter of location of the bridge at ~etonite the West End. John Doremus as Chairmau of the Planning and Zonin~ Commission reported on maps, and discussion followed as to who ow~s~map prepared by Falcon Co. He also said he had obtained plastic copy of map Regular Meeting - Aspen City Council July 5, 1960 continued. Maps from which prints could be run off, for $30.00, and he suggested that prints be sold for $2.00 each. He will furnish City with copy of 'his letter ordering plastic copy. ~ New School Cliff Vagne%mand Selby Wheeler conferred with Council regarding letter they had received from the Zoning Commission about the new school building. Discussion followed m~ the width of Center Street¢ also width and cost of sidewalks. It was suggested they contact John Doremus regarding their request that consideration be given to making Center a ~0 foot street. Trails Bill Dunaway, on behalf of the Chamber of Commerce, asked about the possibility of maintaining a trail system around Aspen for riding and walkir~. Mrs. Paepke suggested that a street in the north part of town and one in the south have space provided for a bridle path. It was also suggested that the County be requested not to deed away any old right-of-ways that might serve as trails. Councilmen Beyer and Braun were appointed to trail committee to study this further. Clerk instructed to write to Forest Service for information regarding maintaining trails on government land as tourist attraction. John Hall read Treasurer's report which was tabled for approval at next regular meeting. Tires-police car New tires for the police car were discussed and it was decided that McDonald's Texaco bid was lowest. On the matter of culverts it was decided that the City should pay for bands and contractor should Culverts do the installatica. Correspondence: read and discussed - Telegram from Gordon Allott refunds for Interstate Planning. Communicatiau from Civil Defense re refund on Walkie Talkie. Colorado General Assembley re sale of City property given to Mr. Stewart for information. Letter from Chamber of Commerce re peace officer accompanying anyone soliciting. Notices from PUC re transfer of trash collection frcm Pruitt to Benboe and Mechanized Pack Trips from Ed Brenuan to Car-Skaden¢ and it was decided that the City was not involved. City Administrator's Report: No further bids ca dog pound. Street grading pending. Street improvement discussed. Rerouting hospital water line - pipe not ordered - hold for information as to size of line. Mr. Stewart said City should receive specific easement from Hosp¢~al. Eighth Street water line extension to be started. Contract with Merrill Construction Co. re replacing streets discussed, and it was ~suggested that City take over this project. Refer to Council when quorum is present. Letters from State Department of Health re sewer and water line installation discussed. ~I Ord. #6 Re-reading of Ordinance No. 6 - hold for next regular meeting. Committee reports - Councilman Braun - Wagner Park - Rodeo lights have been offered to Wagner Park. Discussed - Feasi- bility and matter of Electric Department putting them up. Stop sign requested a~ road to Meadows at North Street. Wurl will handle. Follow up on summons issued to guest and money taken by officer as appearance bond. Attorney Stewart suggested that such summons forms indicate on the back that bail is thereby posted. Councilman Beyer~ Inquired about easement on pipeline into town. Look in City files. Contacting Mrs. Bissell about well site. Discussed - pumps for wells. Aspen Skating Rink - appointing new attorney - table for next regular meeting. Water District - Beyer to attend meeting. East Aspen Patent - still pending. Pascal Pascal Construction Co. - Mr. Stewart saw their attorney, who will bring up certified ch~e~ck for action. Glory Hole - still pending Discussed - matter of transferring 800 ft. of 6" pipe from outside City limits to inside. Oiling of streets where pipe has bsen laid.
