Adoption of a Policy for Naming Streets

SUMMARY: Staff was asked to develop a policy regarding the naming of streets in the
City of Aspen to ensure that street names honor the history of Aspen and the Roaring
Fork Valley. Further, it is essential that streets be named so that there is no duplication
with other street names in the area. A duplicate name creates confusion for the dispatch
of emergency services that could impede the health and safety of the community.
Staff recommends that City Council approve the Policy for Naming Streets.
STAFF COMMENTS: Staff utilized an ordinance adopted by the Town of Avon to
meet the needs and requirements of the City of Aspen with regards to naming streets.
After significant tailoring, we feel the two primary issues of name orientation and street
naming process are adequately addressed in the proposed policy.
RECOMMENDATION: The Community Development Department recommends that
Council approve the attached resolution, approving the Policy for Naming Streets.
RECOMMENDED MOTION: "I move to approve Resolution Nord.. Series of 2005,
approving the Policy for Naming Streets."

A RESOLUTION OF THE ASPEN CITY COUNCIL APPROVING THE POLICY FOR
NAMING STREETS
WHEREAS, the City Council directed the Community Development Department to formulate a
policy for naming streets; and,
WHEREAS, the Community Development Department developed said policy and has sought
the input of other departments; and,
WHEREAS, Community Development Department staff is recommending approval of the
Policy for Naming Streets; and,
WHEREAS, the Aspen City Council has reviewed and considered the policy, and has reviewed
and considered those recommendations made by the Community Development Department; and,
WHEREAS, the City Council finds that the proposed policy is not in conflict with the City of
Aspen Municipal Code and is essential to protecting the health, safety and welfare of the citizens of the
City of Aspen.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ASPEN, COLORADO as follows:
Section 1 Name Oril!:ination.
That names of streets shall be subject to the approval of the City Council and shall be
consistent with the following criteria:
(a) Names shall relate to one or more of the following:
(I) The history of the State of Colorado, the City of Aspen and/or
the area, including persons associated with that history.
(2) Skiing and the history of skiing in Aspen.
(3) Mining and the history of mining in Aspen.
(4) Local flora and fauna.
(5) Local geography, including creeks, lakes and mountain peaks.
(6) The American West, particularly including farming, mining,
ranching and Native American culture.
(b) Names ofliving persons are discouraged.
(c) Names shall not be duplicative of street names within Pitkin County so
as to avoid confusion for subdivision or development lack of
emergency service response.
Section 2 Process for Naminl!: Streets.
The process for name streets shall be as follows:

(a) Prior to a street name proposal being acted upon by the City Council,
the party proposing the street name(s) shall contact the Pitkin County
Communication Department, Aspen Fire Protection District, the City
of Aspen Community Development Department, the City of Aspen
Police and Pitkin County Sheriff.
(b) City Council shall approve a street name via resolution. At the time of
approval, evidence shall be provided to the City Council from these
entities that the street name(s) is acceptable.
(c) Following the approval ofa street name by City Council, the party
proposing the street name( s) shall notify:
(I) City of Aspen Geographic Information Systems (GIS)
Department
(2) Pitkin County Communication Department
(3) City of Aspen Community Development Department
(4) City of Aspen Streets Department.
