and james, City AdministraDor W~rl and Treasurer John Hall present. Mr. Stewart had asked to be ex-
cused.
The ~nutes of the regular meeting of December ~, 6 and 12 were read, and a motion was made by
i Anderson, seconde~ by Beyer, to approve the minutes as read. Carried unanimously.
k~, Mr. Wurl reported that the water samples for November had shown 10 safe and 2 unsafe.
The accounts payable of the City were read, together with those of the Special Water Fund, and
the Aspen Electric and Water Departments. A motion was made by Beyer, seconded by Braun, to suspend
Rule 19 and pay the bills. Carried unanimously.
Business License Bert Bidwell inquired about the proposed ordinance licensing all businesses, and said he op-
tabled posed it as he did not think it is the answer to the question. Rob Roy said he favored a contract6r's
license, but he does~ not like~the licensing of all businesses. After discussion a motion was made to
table Ordinance No. ll for further discussion, by Anderson, seconded by James. Carried unanimously.
The Mayor said Council would appreciate suggestions from the public on this ordinance.
Rob Roy r~ferred to an article in the Daily Journal of Denver, covering assistance given to Love-
State Plan. land by the State Planning Board. After discussion this was given to Councilman James to refer to the
Board. Planning Commission.
Lou Canaiy, Councilman of Estes Park, was present, and he said that the 2% Improvement Tax does

Fund atives in the House and Senate be contacted in the interest of getting a good advertising budget for
Colorado.
Werner Kuester and Nino Hirsig were present. Werner said he had been told that a policemen is to

not so, and Mr. Wurl will discuss this with the Police Chief. Werner asked that the meeting with the
County Commissioners about the liquor licensing be postponed until after New Year's.
Dr. Barnard asked what Council thought the function of the Police Force is, and he said he thought
the Force should enforce law and order but not give lectures. Dave Farney commended the Force for their
efficiency. After discussion, Mr. Wurl was instructed to cover the stop signs on the street to the
tent.
Mr. Wurl said Benboe has a problem in collecting from some people for his scavenger service, and
Scavenger Benboe has asked if he may bill in advance. There is no provision in his contract with the City to
Service. prevent this so it is private matter with him. It was suggested that he be impressed with the need to
~ ] improve his system and live up to the contract.
Galligan- Wurl has talked to Mr. Galligan of Colorado Springs, who said he is awaiting report from Porter
advise on natul of Rocky Mountain Natural Gas, and that he will quote his price after he hears proposal.

Fire and Police calls - Wurl has talked with the Sheriff and the County Commissioners on this,
Police and Fire and Attorney Delaney is going to write Mr. Carroll about setting up a good radio set up. Wurl also

Annexation~ Hogue Wurl reporte~that the County has agreed to the annexation to the City of the Hog~ Entry into
Entry - Benedict. the City, and ~ritz Benedict wants to bring in his house property. The matter of the water was discussed.
The Sanderson's gas tank is in the proper location. Mr. Lesch at the Bus Depot had asked permission
Highlands Bus to establish "No Parking Except for Bus" signs by t~e Opera House. It was suggested that the Highlands
loading. Bus be loaded at a less crowded location and Wurl will handle this.
Wurl gave each Councilman a copy of a letter received from Bob Kirchner about paving. He also
skid he had received no further information about codification.
The Clerk was instructed to thank the Field Fund, care of William Field, for their assistance to

Water users out- Wurl said that in connection with the water users outside the City limits, he had come up with

this.

irrigation time. It was suggested tha{ a recanvass be made of the Uity to deterimne if the flat rates
were correct.

Christmas and New Year's fall on Sunday.

Wurl s~d that January 3 is the date for the final payment on the Merrill Construction Co. contract,
Merrill Constr. and referred to a bill he had received from Snyder for rental of truck. Hewill take this up with
Co. settlement Attorney Stewart.

Discussed- Beck and Bishop lease. They would like a renewal clause inserted. It was agreed~to a Beck & Bishop

The matter of Earl Jenkinson working for Holy Cross discussed, and W~rl will look into the agreement, Holy Cross -
so that it may be included in the minutes, and to consider the interest of the City. Earl J~nkinson
Bill Dunaway said a replacement for Mr. Bishop on the Board of Adjustment has not yet been chosen.
Question of having a State Patrolman on Route 82 between Glenwood and Aspen discussed. Wurl is to
review oraffic ordinance in connection with rules that conflict with the State.
