Present were Mayor Garfish, Councilmen Beyer, James, Anderson and Braun, City Admin-
istrator Wurl and Building Inspector Markaluuas, local contractors, architects and
signers.
Mayor Garfish opened the meeting at 7:00 PM and explained the purpose~thereof. He
also read letters from Stan Bealmea~ and Robin Molny.
Discussion followed,-
Bonding provision- Markalunas said Attorney Stewart had r ee~ommended consulting
bonding company on this.
Designers - Markalunas suggested tying in with Colo. State Bili 114.
It was brought out that bonding companies require evidence of responsibility and
qualifications before bonding contractors.
Re - local contractors - it was suggested that check be made at Grand 3unction as
to preferential treatment.
Re Plumbers - Grant favored one license for shop and following State reguirements. Informal
Re Electricians - Broughton favored one license for shop and following State re- meeting
quirements, proposed
contractors'
Examining Board in proposed licensing ordinance and required examinations discussed, licensing.
Newell suggested keeping ordinance simple and enforcable, with fee high enough to
discourage floaters.
Sam Caudill - spoke on responsibility of public boards and need for careful in-
vestigation o~ all contractors for public works.
The following scale of license fees was suggestedi~
General Contractor $200.00 and down according to type of work
Plumber 200.00 for shop and $100.00 for individual
Electrician 200.00 for shop and 100.00 for individual
Gas Fitters 200.00 for shop
Excavating 100.00 minimum
Masonry 50.00
Mayor Garrlsh suggested that each classification form a commitee to prepare a
plan, and appointed the following as chairmen:
Sam Caudill~ - Architects
Dale Grant - Plumbers
Ken Broughton - Electricians
Clyde Newell - General Contractor
Don Lucas Q Gas Fitters ·
Dale Maris - Masons
Gerbaz - Excavating.

After the close of the above meeting, Council discussed a letter sent from the
Aspen Citizens' Council to the State Highway Dept. about the school crossings, and extracl
from their minutes which had been given to Mr. Wurl by Dr. Houston.
The ltlzens' Council indicated dissatisfaction with the present school crossing
signs, and passed a motion that Shey should construct simple signs to be put in the middle
of the Highway by next Monday. School signs

Inasmuch as the Parent Teachers Association and Mr. Kelly had discussed the matter
of signs at len~h with Council, and had requested reduction in speed signs, it was
decided that Wurl would contact MeTarnaghan, and the President of the PTA, also Mr. Kelly.
and suggest that they contact Dr. Houston.
Mr. Wurl said that he had been in contact with both Mr. Green and Mr. McCoy of the
Highway Dept, who want to co-operate with the City, but they prefer to deal direct with
th~ City Council. If approved by Council, they will furnish the signs to be put in the
center of the Highway. The question to be resolved is removal of the signs when not
needed.
This matter will receive further consideration at the next regular meeting.
