The Council met informally with the Auditor, Dan Handy, at 5:-00 PM to discuss
-- bookkeeping procedure for the Electric De'partment. Mr. Mandy stresses the importance
Dan Handy of immediate action to balance the Water Dept._ books for the annual audit, and the
Auditor need for an adequate office force to keep the work purrent, and handle the office
Water during vacation times.
It was suggested that Mr. Wurl contact Norma Anderson to see if she would come
in on a temporary basis to bring the accc%w~tup to date, and he will co, er with Earle
J~nkinson in the matter of building an adequate office force. Council approved hiring
Miss Anderson, and this will be confirmed at regula~ meeting.

An informal meeting was calle~ to order at 7:30 PM with Councilmen Braun, James,
Anderson and Beyer, and City Administrator Wurl present, the purpose being to discuss
Franchise the proposed franchise with~ Mr. Beattie of the Public Service Company.
Natural Gas
It was requested that they present~ an analysis- components of delivered gas.
Mr. Beattie said his Company would advertise intentioD to appear, and franchise
in full before formally appearing before Council, also that franchise for Glenwood
Spring anal Aspen be substahtiRlly the same. He said the notice of intention would
appear the the Times on April 14, for presentation at the May l, meeting, for first
reading. The ordinance granting franchise would then have to be published three times
before final reading."
Mayor ~arrish read proposed franchise , and it~ was discussed - article by article,
and it was suggested that "with the approval of the .City"be inserted in Section 2.
Also in Section 2, "at its own expense ~tc."
Mr. Beattie said as soon as mechanics of franchise are finished they will have
a crew of five men in Aspen contacting the people and explaining the installaticm and
COSt.
Changes suggested in Section 5 will have to be referred to the company's attorney.
Permit fees will be provided for in ordinance. Attorney Stewa~ had suggested
reasonable fee for opening' and inspecting cuts and this will be taken up with company's
legal department.
Mr. Beattie suggested that the City include in the accompanying ordinance a gas
inspection provision similar to the Electric Code.
It was suggested that "within one year" be substituted for "within a reasonable time"
for completion of gas installation.
Mayor Garrish read letter from W~. W.%Balanger re consulting Engineer-Wubl to h~dle.
