Mayor Garfish called the meeting to order at 7:30 PM with Councilmen Anderson,
Beyer and Braun, and City Attorney Stewart present. Councilman James absent.
The meeting had been called at the request 'of the Aspen Sports Car Club in the
interest of a sports car speed event. Present were Dr. Baxter and Dr. Bar.nard for
Aspen Sport the ~ports Car Club, Nino Hirsig and Werner Kuester for the Aspen Restaurant Assd-
Car Club ciation, Cliff Brelsford for the Chamber of Commerce; also Paul Ebstrup, Whip Jones,&
Jacques Stiles.
Speed Event
Dr. Barnard read letters in support of having a speed event in Aspen in September.
As the use of the State Highway is still prohibited, the course would have to be
on City streets only. The course would be one mile and laid out as indicated on
the map submitted to Council which is included in these minutes,

Mayor Garrish inquired about liability insurance, and Dr. Bernard informed him
that he had received information from John Mack Wolfe indicating that the Sports
Car Club of America has a blanket policy covering all races they sponsor in the
amounts of $500,000 to $1,000,000.
Discussion followed as to whether the State would have any jurisdiction over
the City streets. Attorney Stewart said the City streets are not under the control
of the State P~trol, and Mayor Garfish suggested they clear with the State Patrol.
The need for crowd and dog control was brought up, and the Sports Car Club re-
presentatives said that they will make every effort to enforce control, and will put
up barricades where necessary. They also requested ful~ co-operation of the City
Police on this. I
Dr. Bernard said the streets would need~some gravel and oiling, and it was sug-
gested a survey be made to find out just what work will be needed before the event
which will probably be on September 16 and 17th.
Councilman Braun asked if the City could be h~ld responsible as co-defendant.
Attorney Stewart said it should be determined if the insurance policy contains a save
harmless clause on behalf of the City. Dr. Bernard said they will find out about
this and furnish Council a copy of the policy. He said the people in the neighbor-
hood of the course would be notffied in ~dvJnce about restraining children and dogs,
and he also assured Council that adequate provision would be made to have access to
the inside area in case df emergency. Mr. Braun requested a letter indicating who
is mgnaging this affair and that it is supported by the Aspen ReStaurant Association,
The Aspen Chamber of Commerce, aqd the Aspen Lodging Association.
Motion: as moved by Councilman Beyer 'and seconded by Councilman Anderson: that Motion
the City of Aspen permit a sports car speed event along the course as requested by Sports Car
the Aspen. Sports Car Club, a copy of which is on file with the City Clerk, which Speed E~ent.
sports car speed event will be held on the week-end of September 16 and 17, 1961,
and that such spdrts-car speed event may fake place on the course as herein before
referred to under the local sponsorship of the Aspen Spor~s 8Jr Club, the Aspen
Chamber of Commerce, the Aspen Lodging Adsociation and the Aspen Restaurant Asso-
ciation, and under the direct supervision of the Sports Car Club of America; and
further providing that the City of Aspen be held harmless of a~y property damage or
personal injury resulting from said Sports car speed event, secured thereby through
insurance in or with an insurance company authorized to do business in the State of
Colorado, with coverage including property damage of $500,000.00 on individual ac-.
cident and $E,000,000.00 total or as may be otherwise required by the City Council;
and that there shall be filed with the City Clerk of the °lty of Aspen a certificate
of Insurance certifying to the City of Aspen 'that the coverage aforesaid shall be and
is in full force and effective on the dates aforesaid. Carried unanimously.
Aspen Skating Discussed- Aspen Skating Rink suit - August 6, 1961 hearing. May~r Garfish
Rink has been summonsed, also Mr. G. H. Anderson.
I ' i John Skiff has asked assistance with roadway and conditions existing due to
Bridge- the new bridge on Route 82. Attorney Stewart has talked with Mrs. Skiff and.she
Skiff is to let Council know if the State Highway Dept. will make.satisfactory arrange-
ments.
'Waterline Stan Bealmear would like to have 1/2 rebate on waterline to house and horse-
Bealmear barn, and he will put in 6" line. It was suggested that the he buy the pipe and the
City lay it, and Council agreed to this.
REA Right-. REA wants right-of-way across City lease, and also into alley to Louis pastore's
of-Way property. It was suggested that City negotiate with them on rate advantageous to
the °ity and Attorney Stewart witl write - suggested rate
Gas Code~ It was decided that the Colorado Gas Code should be adopted instead of the
one submitted by the Rocky Mountain Natural Gas Co. Discuss further at regular meet-
ing.
Cert. of Mayo~ Garfish read letter from Attorney Stewart, stating that Rocky Mtn. Nat-
Necessity urat Gas Co. had received the Certificate of Necessity from the PUC.
Councilman Braun wants letter from Aspen Sports Car Club outlining, the plan for
the protection of the public during the speed event.
Loan for street improvement purposes was discussed and the following resolution
was read by Attorney Stewart:
RESOLUTION
Street . WHEREAS, the National Housing Act of 1954, as Amended, authorizes grants of
Grades Federal funds to official State Planning Agencies to aid them in providing planning
assistance to municipalities, population of less than 50,000 according to the 1960
U. S~ census,
Colo.P1. Div. WHEREAS, the Colorado State Planning Division is 'the official planning
Grant agency for the State of Colorado, and, as such, is qualified to receive grants
of Federal funds under the provisions of the National Housing Act of 1954, as Amended,
WHEREAS, under the provisions of the said National Housing Act of 1954, as
i amended, the said Colorado State Planning Division may apply to the Federal Govern-
i ment for two-thirds (2/Jrds) of the cost of each planning project and,
i i~ WHEREAS, the Colorado R~vised Statutes, 1953, as Amended, require that the
· ~i.' municipality formally reques~ the services of the Colorado State Planning Division
as heretofore 4'escribed, and
WHEREAS, '~he funds are necessary to defray the expense~of said planning project
~ i'~ !i' ~ and must be deposited on request with the said Colorado State Planning Division or
such other State department as directed by the State Planning Division and adminis-
tered by;
NOW, THEREFORE, BE IT RESOLVED~ by the City Council of the municipality
of Aspen, Colorado, in regular session convened that the Colorado State Planning
Division is hereby requested to provide this municipality with planning assistance
comprising such studies, surveys, technical services and other planning work
(~luding plans for specific public works), as the said d~visidn determines desir-
able under the existing circumstances.
It is hereby Further Resolved, that the said municipality hereby agrees to pledge
and contribute from its current appropriated funds the sum of Two Thousand Eight
Hundred and 00/100 Dollars ($2,800.00) (which sum is one-third of th~ total cost of
the planning assistance to be furnished); and to deposit with th~ Treasurer of the
State of Colorado such portion there6f.' as may be requested during the process of
the work.
Passed and approve~ by t~e City Council at a speeial meeting held July 27, 1961.

A motion was made by Anderson, seconded by Bayer, t~adopt the Resolution re-
questing a grant from the ~olorado State Planning Division for planning assistance,
and;&u~hOrizing the~Mayor and City Clebk to execute said resolution. Carried
unanimously.
It was then moved by Bayer, and s~conded by Anderson, that Leon Wurl, City
] Administrator, be, and he is hereby, authorized to negotiate on behalf of the City
! Council a street planning program through the Colorado State Planning Division and
to make and Mign such applications for assistance as may be available to the City
I I of Aspem'in connection with such program. Carried unanimously.
