Aspen, Colorado Special Meeting - Aspen City Council September 1, 1961
The meeting was opened at 7:30 PM by Mayor Garrish with Councilmen Braun, Anderson, Street plans
Beyer and James, and Mr. Herbert Bayer, Chairman of the Planning and Zoning Com- Planning
mission present. Comm.
Mr. Garfish read the following:
A letter from Deputy Attorney General Hickey indicating that the proposed
sports car speed event would be ill&gal.
A letter from Leon Wurl tendering his resignation as of October 1, 1961.
A letter from the Chamber of Commerce ~equesting that consideration be given
to renovating Armory Hall.
Mr. Herbert Bayer brought with him a map and an Outline of the proposed plans
of the Planning Commission for the City streets. He prOceeded to read the outline
and recommendations were discussed by Council.
Where sidewalks and plantings are already in, it was decidedthat conformation
to new plan would not be required until any~change is made.
Business Area -
Monarch Street, Mill Street, Galena S~reet and Hunter Street (all between Main
and Durant):
Pavement width:44'. Two lanes of moving traffic. Two lanes parallel
parking. Sufficient sidewalk width for 4' planting squares located at
intervals of 22'. 9 ' sidewalks.
Council agreed to this.
Aspen Street and Spring Street ( both between Main Street and Durant Avenue)
Durant Street ( between Aspen Street and Spring Street) and Cooper Avenue (eastl
of Spring Street);
Pavement width: 56'. Four lanes of moving traffic. Two lanes of para-
llel parking. 9~z ' width sidewalks, Purpose to divert traffic around business
area. Council indicated approval.
Hopkins Avenue, Hymen Avenue and Cooper Avenue (all between Aspen Street and
Spring Street);
Pavement width: 56'. Two lanes of moving traffic. Two lanes for anglell
parking. 9½' wide sidewalks. Council indicated approval.
Main Street.
Pavement width: 68'. Four lanes of moving traffic. Two lanes of parallel
parking. Sufficient right of way for 16' wide sidewalks and planting areas~
on each side of street. .
To be considered - that this is State Highway. Otherwise Council approves.
Discussed- irrigation ditches and if they can be discontinued in busi-
ness district, and study to be made to keep them in operation in residen-
tial districts.
Tourist Area.
Roadway. 44' width. 5' property line sidewalks. 2 lanes parallel park-
ing. Planting restricted within 4' of curb line to prevent snow storage
damage. Discussed.and further consideration to be given to parking.
Residential:
Roadway: 44' width. Two lanes ~of parallel parking. 4'~ property line
sidewalks. Planting restricted within 4' curb line to prevent snow storage
damage. Council indicated approval.
Dean Avenue, (Between Aspen Street and Galena St.)
Pavement width: 36'. 'i'wo lanes moving traffic. Council suggested 5 foot
sidewalk on each side.
Discussed - enforcing a litter ordinance.
Sidewalk Committee to suggest planting
Wagner Park - diagonal parking and tree planting,
Clesi~ off certain streets in the residental area. It was suggested
that this be referred to the Citizens' Committee for recommendations. Streets to be
considered are Second, Fourth and Sixth. Center St. would have to be left open.
Mr. Bayer left plans to have copies made, and he will furnish Council with a
copy of the map. Mayor Garfish thmnked him for attending the meeting and for the
work done by the Commission.
Mr. Bayer referred to a map owned by John Doremus,. and suggested that Council
see it, as it includes areas adjacent to Aspen.
The meeting was then adjourned.
