The special meeting was opened by Mayor Garfish at 7:30 PM with Councilmen Newell,
Zordel and. Moore, City Treasurer Mrs. Taylor, City Administrator Humphrey and City
Attorney Stewart present. Councilman Beyer was also present but did not participate Bus stops and
until after the discussion on the matter of bus stops for the Buttermilk and Highlands routes
buses was concluded, due to personal interest in the Buttermilk area. Buttermilk &
Highlands.
Whip 3ones showed a sketch of the hut to be placed at the bus stop for Highlands Hut - bus stop
on Durant ~treet.
Discussion covered - that equal stopping privilege should be given to both areas;
that buses must stop onlF at indicated stops; that buses may not draw into the Villa Bus stops
area; that service provided by buses is free; that buses should be clearly marked to
indicate which area each serves; that stops should be made afterintersectlon of streets;
and that Buttermilk Bus should stop just before the alley for the~ Ski School meeting (xx9 xx see correctic
place stop; that alt stops should be reasonable and safe, and that the Police Dept. 3an. 15, 1962
and the City Administrator should set up procedure to handle any subsequent need that Minutes
may arise; also that drivers~re to be instructed that they are to transport passengers
only to and from ski areas.
Councilman Moore questioned whether ~he permitting of the hut for Highlands would Hut.
set a precedent, and it was decided that the plan should be referred tO the Planning
Board, and if necessary, to the Board of Adjustment.
Mr. Humphrey said a representative from the Public Utilities Commission would be
in Aspen in the near future.
Mr. 3ones said that lodges at the H~ghlands area have a participating interest in
the buses, but that~no charge is made for the bus services.
Mayor Garfish asked Bill Beyer, and Art Pfister -who had come in-, if they were
agreeable to the route requested by the Highlands, and they were agreeable provided they
would be permitted t° follow the same route if the Buttermilk area decided to expand
their route.
It was decided that the buses would run on Durant Street and Monarch and not on
Mill Street, due to congestion.
A motion was made by Zordel, seconded by Newell, to approve the routes for the
Buttermilk and Highlands areas buses as laid out on the map on file in the .office of Map-bus
the City Clerk. ?arrled unanimously. Any future requests for changes are to be routes
referred to the City Administrator and the Chief of Police.
Signs for the bus stops will be ordered by the City and paid for by Highlands
and Buttermilk Skiing Corp.
Mr. Stewart referred to a parking problem at the Aspen Ski School Meeting-Place Parking-
and Mr. Humphrey is to take the necessary steps to prevent parking in the alley. Ski School
Mayor Garrish then suggested outlining areas for street improvement districts, and
discussion covered financing, consulting the State Highway Dept. about Route 82, drain- Paving-
age from City running into County, with special consideration to be given to drainage Program
problem, and the advisability of starting with areas in the business district ad-
jacent to Route 82. Mr. Humphrey is to get cost per block for various methods of pav-
ing, so that definite plan can be set up.
A motion was made by Moore seconded by Newell, to adjourn. Carried unanimously.
The Meeting was adjourned at 9:40 P.M.
