COMMERCIAL CORE & LODGING COMMISSION
MINUTES OF MAY 3.2006
Chairperson, Bill Dinsmoor called the meeting to order at 8:30 a.m.
Commissioners in attendance were: Stan Hajenga and John Starr. Shae Singer,
Mark Goodman, Terry Butler and Don Sheeley were excused.
Staff in attendance: Kathleen Strickland, Chief Deputy City Clerk
Enforcement

Todd Grange, Planner, Enforcement
Bill said CCLC has had issues about enforcement in the past. Bill asked Joyce to
explain their procedure.
Joyce - Enforcement style - They contact the person by a phone call and then
following up with letters. The goal of the Community Development Department is
to have people compliant. We give them information as to how to be compliant.
A few years ago he City Council asked us to loosen up on the rules. Code
amendments were done to allow outside vending of food in association with food
establishment and to allow sandwich boards. These changes brought places to life.
We enforce on a complaint basis. Most of the violations come from businesses
downtown and council people who walk around observing.
John said Steve has been following that course and letting things somewhat
"flower" and then assess and sort it out. What can we as a community say works?
He is bothered by a sense that something is happening and the reaction is I'm
trying something new. When do we go back and say here is the code and comply
with it.
Generally we support reeling things back in a little and then there are things that
need to be opened up a little.
Bill said regarding complaint driven issues. Is it your inclination to take issue first
with CCLC when they say someone is in violation? We would think we have more
clout than a phone call.
Todd interjected and said all complaints are acted on within two days. He follows
up immediately. Everyone is equal.
Joyce said a complaint is a complaint and it needs addressed.

Todd thanked the CCLC for their support.
Bill said we have tried to have CCLC be a place for people to come that have
issues with their neighbors etc. We have access and can help. We encourage
people to come down and we act as mediators in that regard.
Joyce suggested that an outreach program would be important to businesses before
the summer begins.
Stan asked who else has enforcement responsibilities. Environmental Health
handles idling. Who enforces construction issues?
Stan said the number one complaint from visitors in this city is noise. Construction
starting too soon. It also comes from the City who starts the front end loader and
waking everyone up for three blocks. It also comes from beepers etc. on City
vehicles. The lodging is concerned with these issues.
Bill said maybe more coordination within the City Depts. needs to occur.
Enforcement is all over the place.
Stan requested a list of who handles what regarding enforcement. Who should we
call in particular circumstances?
Todd said that could be part of our outreach to the community.
Bill said we have worked on alley issues, deliveries, snow and ice and trash haulers
coming in alleys before their hours. The truck drivers just go in and wake the
tourist and everyone up.
John agreed that the City should take on board Stan's suggestion and look at who
has enforcement duties and put together a public list.
Todd asked how CCLC communicates with businesses. Stan said The Gems of
Aspen, ACRA, Real estate commission.
Bill said the best way is to have someone walking around. When we had a
catalyst, the catalyst was collaborating with the City and not an employee of the
City.

Kathy suggested putting a flyer inside the utility bills.

Kathy said the discussion is whether or not we should pay for musicians to play at
the market. Shae feels there are enough musicians in this town that are willing to
play for tips and sell their CD's. Some have already contacted her.
Kathy pointed out that amplified music is in conflict with vendors trying to sell
their product and the cooking demonstrations. You can't hear.
Stan asked why musicians need amplification. Brad said ten to fifteen feet is all
you hear without some kind of amplification. Music students don't have
amplification.
Brad said he was a barker at the market in addition to playing music.
Peter said his biggest problem is that we didn't have enough diversity in music.
Stan suggested that the musician cross promote the vendors.
Bill said he feels it is not a good investment to pay musicians. Open the case and
play, work for tips.
July and August MAA should be using the L corner. The MAA students are our
roots.
Stan said students stay at the lodges and all you need to do is go to the three lodges
and get their students out to perform.
Brad Manosevitz said contacting the Music School and Jazz Aspen is an excellent
idea. It is an invaluable experience playing in front of people. Brad said his tip
take was between $30 to $50.
Brad said vendors complimented him on the music. If you pay musician you get
reliability. $100, to $150. With no paid musicians you will loose reliability. If

you hire someone you will see them there. He cannot justify loading up a pa
system for $30 to $50 bucks.
John suggested hiring a few musicians for anchors throughout the summer.
Kathy interjected that the cooking demonstrations are from 10:00 to II :00 a.m.
The musicians can play from II :00 to 2:00 or early in the morning.
Mike Waters said musicians put in a lot oftime. It is rehearsal, it is writing your
own songs. It is loading up the equipment and storing it.
John suggested that every musician get a list of vendors in order to promote their
products.
Advertising:
Stan said we need to get free advertising.
Community news.
Post card - June - October only. Get pricing on one sided and two sided. Design a
generic post card.
Peter suggested that the title be Aspen premier social event!
You are invited. We need less pottery and more fruit trees.
Stan said KSNO will do free interviews.
*Plum TV. Pay to have a shoot done and do a walk through and take a photo for
cooking demonstration.
