The meetln~ had been called for 7:30 PM, for discussion with Mr. Paul L. Joint
Wiener on the matter of his being en~aged as the planner for the long range Meeting
planning program of the City and County% with Mr.
Wiener
As Mayor Garfish was delayed, the City Clerk opened th~ meeting and requested
Attorney Stewart to take the chair. Mr. Stewart outlined the application filed
by the city, the County and the Aspen Institute for a grant from the Federal
G~vemnment for~lon~ range planning. He introduced Mr. Wiener, who said he would
be pleased to answer any questions. He also said there are rules and regul-
ations regarding the choice of a planner, who must be chehked by the applicants and
approved by the Government agency.
Mr. Stewaet then read letter sen~ by. Mr. Wiener to M r. Fred Glidden, out-
lining the _nformatzon he would raquzre for this project. Mr. ~iener said the
information in Part 1 would have to be gathered by someone selected by the local
entities, carefully checked, and then presented to him. He suggested there be
some volunteer work in this connection.
The work outlined in Part 2 woulR be his work, and would need l~ tO 2 years
to complete, and major changes in the community could, be supplied to him to keep
him informed.
Mr. ~tewart said this procedure meets with the approval of Mr. J.K. Smith
of the Colorado Planning Division, and that travelling expenses, etc. would
qualify as expenses against commitments.
Mr. He,bert Bayer referred to amount of information already collected by
Trafton Bean, and said he had received worR from another qualified person.
Discussed-remuneration for collecting material would come from total grant~
it will take one man about 2 months to get all necessary information. Program
and planning is in accor~mnce with Federal and State plannin~ and in common
practice.
Mr. Wiener outlined present projects on which he is Working, and said he is
interested in the growth of Aspen. The program is under the supervision of
the Stat~ Planners and they check to see if analysis~has been made and if work
is accordin~ to standard. Urban renewal tTpe program would be included in plan,
with opportunity for changes.
Mr. Wiener supplied the following information in reply to questions:
Regarding forest lands,-(National Forest) plan can be indicated but n6t
detailed.
He would consult with entities and present underlying idea for discussion,
participation and development, and coordination .of districts would come later.
Existing plans and zoning r~gulations would be'taken into consideration.
In undeveloped a~eas he might indicate changes.
Local entities can go to Forest Service for co-operation in planning.
Re other natural resources- Mr. Wiener said they would get as much infor-
mation as possible, and would consider the possibility of laboratories being
located in area. He believes in a diversified economy and feels any possibility
should be explored in plan.

Attorney Delaney referred to ideal the County is striving for and feels
zoning will have to stand test. Mr. Wiener stressed that le~lsl~tlon can
be worked toward, that planning is a guide and not static and thati it should
be flexible.
i i Mayor Garfish asked about selling the idea of planning to the public,
and Mr. Wiener said the State has developed techniques which Will be
~ indicated in his report. As to limitation of growth, he feels there should
be a determination of desirable size and le=lslatlon to conform.
Discussed-contract-and Mr. Wiener felt it would be a good idea to have
a letter of intent prepared, stating that he is authorized to proceed during
the 2 to 3 months period necess~y for the processing of the application, and
if g~an~ is not accepted that the local entities would absorb cost of work
done-on cost plus basis with indicated limits.
Mr. Sardy said the County Commissioners had already accepted and approved
Mr. Wiener.
Councilmen Beyer, Moore, Newell and Zordel indicated that they were in.
favor of engaging Mr. Wiener as the planner.
Mr. Wiener suggested that a letter of intent be furnished and he will
keep records and every so often will state what is involved wl~.h minimum
fee, until Federal grant comes through. M~. Stewart and Mr. Delaney will
work on this.
Mr. Wiener said he had come out with no conditions, and ha felt
all possible work should be done as soon as possible, and he expressed
appreciation for the confidence placed in him.
