The meeting convened at 5:00 PM with Mayor Garfish, Councilmen Beyer, Moor~, Newell
and Zordel, and City Administrator Humphrey present.
Present aluo were Police Chief Baker, and Marshals Ricks, Sturgeon and McCune, also
Marshal Davis and Gary McFadden.
Hod Nicholson, representing the Fire District referred to the fire calls, and said
that Sheriff HerwiCk had informed him that he could no longer handle them. Mr. Nicholson ~ire Calls'
said the Fire District is paying the Sheriff $200.00 a month for this service. He had
disCusSed with Mr. Humphrey the possibility of setting up a system in the City Hall to be
handled during business hours, and he asked for discussion on the matter of handling the
Calls at other times. It was suggested that Council and Mr. Humphrey give this matter
consideration and a special meeting was arranged for Tuesday, July 31, at 5:00 PM.
Mayor G~rrish referred to the requirement in the Aspen Code for conduit installation
and Mr. Woods, who is building a lodge for Lefty Brinkman, was present. Jim Markalunas Amendment
read the provisions from the Ordinance. After discussion, a motion was made by Beyer, Romex-
SeConded by Moore, to amend Section 4 - 2 - 2 of the Official Code of Aspen, to provide Aspen Code
that ail H Occupancy construction not exceeding two stories may use either romex or conduit
electrical installation ( As romex meets the requirements of the National mlectrzc Code).
Motion Carried unanimously. Markalunas will work with Attorney Stewart on the preparation
of the amendment.
Bids On digging, iaying and backfilling were then read by Mayor darrish:
Dooger Digging Excavating Contractors - 1303 Ft. $1,494.00
Grant and Oompany '~' 2,280.25
Merrill Construction Co. 1303 at 1.80 2,345.40
Discussed - Bond ~equirement and completion time - 15 days - and a motion was made Bid -
by Zordel, seconded by Beyer, to require a bond, and award the contract to Dooger Digging Dooger Digging
for $1,494,00~ as the lowest bidder. Motion carried unanimously, for waterline
Chief Baker then asked for advice on stop signs~, and said he felt that yield right
of way signs would be better. Discussed, and map was displayed showing proposed location~ Stop and
signs. It was decided that a 15 mile per hour sign should be posted at the school area Yield signs
and Council indicated approval of the proposed locations and signs as indicated on th~
map.
Mayor Garfish referred to street lights being out one n~ght, and Baker said police h Dog control-
had been called on a road block. Mayor Garfish requested better enforcement of the dog Trash
control Ordinance, and also said that the Police should inspect all~ys for trash accumu-
lation, and follow this up~ He also said they should report to the ~zty Administrator when
street signs are down or missing.
Mayor Garfish referred to disturbance caused by two men at the auction on Bastille
Day, and he said he had signed a complaint of disorderly conduct, and that he had been
informed by Police Magistrate Meyer that ~case had not come to court but had been "fixed Hearing
up". Marshal Glen Ricks~said he had not been present at the incident, but had been called Disorderly
in by Mayor Garfish. He said he had called Guido Meyer to sign warrant, but the latter Conduct
had not done so. Attorney Stewart outlined the proceedings according to law, and Mayor :.~ case.
Garfish instructed Mr. Stewart to arrange for a hearing in Justice of the Peace Michael's
Court. Mr. Stewart suggested that Council as a body talk with Guido Meyer, as a City
Officer is involved and proper procedure has not been followed.
As the six month's probationary period has passed, a motion was made by Zordel, Baker-
seconded by Beyer, to approve the permanent appointment of Roy Baker as Chief of Police. Police Chief~
Motion carried unanimously.
Mr. Baker referred to crime schools to be conducted in the area and Council approved CrimeSchool. er
attendance by members of the Force as provided ih the Budget. Mr. Ricks referred to need
for fire extinguisher, and Council approved the purchase thereof. Fire extznguish

A request from Beck and Bishop to place coke machine on widewalk was denied as being
contrary to Ordinance.
The meeting adjourned at 7:00 PM upon motion by Zordel seconded by Beyer.
