Aspen, Colorado Special Meeting, Aspen city Council August 27, 1962
Mayor Garfish opened the meeting at 7:30 PM with Councilmen Beyer, Newell and
Zordel, City Administrator Humphrey and City Attorney Stewart present. Councilman
Moore was absent.
Policy on the enforcement of the Occupational Tax and Licensing provisions of
the Official Code were discussed - and the following decisions were reached:
If two or more businesses under different ownership are located and operated
at one location - each owner is liable for the Occupation Tax.
The provisions of the Business Occupational Tax are to be followed- with
Policy- no pro-rating of the annual fee.
Taxes and
Licenses.~ Delinquent accounts to be referred to Attorney Stewart.
No pro-rating with respect to Contractors' license fees and Attorney Stewart
will prepare amendment to Code.
Mr. Stewart to prepare recommendation re house rentals not handled by
realtors,
Wholesalers not covered under Occupational Tax, but Mr. Stewart will
make recommendation re operators of vending machines.
Request to Sandy Sabbatini, Edgar Stern and Henry Stein were present to inquire about the
buy water. City's selling water. Discussion covered - water rights and nee~ to conserve them;
Frying Pan-Arkansas Project; danger of loss of water through non-use; whether City
may lease water; slow filter system; possibility of using water at Shale Bluffs,
and feasibility report might be worked out by Soil Conservation Bureau~ maximum use
of Salvation Ditch.
Council advised that this matter must be~ given further study before any decision
can be reached.
Deeds - A motio~ was made by Beyer, seconded by Newell - to authorize the Mayor to
e~ecute Quit Claim Deeds to
Keter Manolia Keter to Lot C, Block 81 - City and Townsite of Aspen.
Roth Bernice M. Roth - Lots R and S, Bi. lll, City and Townsite of Aspen.
Motion carried unanimously.
A motion was.made by Beyer, seconded by Newell, that the salary of Marshal
Salary Inc. Dave Sturgeon be increased to$~80.00 a month effective September 1, 1962, in accordance

Salary- Council agreed that salary increase for Police Chief Baker should be in accord-

~-~Statement The statement from Dooger Digging for the waterline was read by Mr. Humphrey and
Dooger Digginf a motion was made by Beyer, seconded ~y Newell, that payment be made subject to the
withholding of 15%. Motion carried unanimously.
The meeting was adjourned at 10:00 PM upon motion by Zordel~ seconded by Beyer,
and carried.
