Present were Councilmen Beyer, Zordel and Moore, City Administrator Humphrey, City Treasurer Mrs. Taylor and City Attorney Mr. Stewart. Councilman Newell was absent. ~ The minutes of the regular meeting of February 4~, 1963, were then read, and ap- proved upon motion by Beyer, seconded by Zordel, and carried. The mccouuts payable of the City, the Electric and the Water Depts. we re read and discu4sed, and a motion was made by Councilman Beyer, seconded by Councilman Moore, to suspend Rule 19 and to allow the several amounts. Motion carried. The Treasurer's report was read by Mrs. Taylor, and discussed, and a motion was made by Councilman Beyer, seconded by Councilman Moore, to accept the report as read. Motion carried unanimously. Council then discussed putti~ the $200,000 from the new issue of Electric Light Investing and Power Refunding Revenue Bonds, and $20,000 of the balance in the Electric Oper- Electric ating Fund, into Government Bonds, at interest. Attorney Stewart advised Council that Funds these funds could be put into 90 day bills, negotiable and insured, and that the pro- ceeds from the ~200,000 investment would revert to the Electric Construction Account, and the pro=eeds from the investment of the $20,000 would be put back into the El- ectric Operating Fund. A motion was then made by Councilman Zordel, seconded by Councilman Beyer, to authorize the purchase of $20,000 in 90 day Government Bills from funds from the EleCtric Operating Fund, and to authorize the purchase of $200,000 in 90 Investment day Government Bills from.funds in the Ele?tric.Construcfion Account, to be held on in- sured receipt by C. F. Childs and Company in Chicago, the lty Council having been advised of~funds. -~ that the closing quotations as of the closing of busines~ to-day were 2.9%. Motion car- i tied unanimously. Electric. Robert Sprague informed Council that he had received a draft of the joint use agree- ~ ment with the Mountain States Tel. and Tel. Company, on power poles, and he ~aid he felt Joint use it is one of the best they havebeen able to .get. This agreement is subject to the legal agreement- opinion of both the City and the Telephone Uompany. Sprague said he had conferred with power poles. Attorney Stewart on this matter, andthe latter had advised awaiting the preliminary report on the electric program before executing the agreement. Sprague as taking'the draft back to Denver for final form. He said Mr. LeCuyer will come up in connection with the prelimary report, and a special meeting was set for Wednesday, March 67 at 7:30 PM. A motion was made by Councilman ~eyer, seconded by Councilman Zordel; to authorize Merrick and Company to notify Mountain States Tel and Tel C~mpany that, on or about, May 1,1963, they will start work on the Electric system. Motion carried unanimously. Councilman Moore inquired about up-dating the plan for the Water system, and after Proposal discussion, Mr. Sprague sa~d Merrick and Company would submit a proposal without cost Water system. to the City. Adolph Barailler and Mr. Kane were present in the interest of the deed requested Second Notice by Barailler, and Mr. Kane said they want to serve a second notice on G. E. Buchanan. Barailler Deed After discussion, a motion was made by Beyer, sehonded by Moore, to authorize Mayor Garfish to gSve notice to G. E. Buchanan in the form submitted by Mr. Keno, attorney for Adolph ~arailler, assignee of Emery Bare,lief, sole and only heir of Alex Ba~ailler, as show by affidavit on file with the City Glerk of the Uity of Aspen. Motion carried unanimously, i' Council then reviewed applications for inspection of guest houses managed by real- x_~ tots, which houses had been inspected and approved by the Building Inspector, and a motion was made by Beyer, Seconded by Zordel, to issue Inspection Fee receipts to James A Krentler, Everett L. Millard, Coors and Kendrick, John R. Celt, Dr. A. J . Frishman, whose hous~ are managed by Mason and Morse: and to Mr. and Mrs~ J. C. Johnston, Stanley Crosbie, George J. M. Kelly, Dr. and Mrs. Levisohn, Br. Robert g~pler, HandWOrk and Walker, Robert Callender, Mrs. Caroline Fair- less, Wm. M. Lasley, Mrs. GerA~d Hillyard~ Adkins and Murray, whose houses are managed by Rei~ R~ty. Motion carried unanim6usly. Discussed. - request for contribution to Pitkin County for Airport. A motion was made by Councilman Zordel, seconded by Councilman Beyer, bution. to authorize the City Clerk to send out notification to ex-employees of the Police Forde to make application for refund, and to transfer the City's share of such contribution to the appropriate account in the General Fund. Motion carried unanimously. Contract - long range, planning Project - Colorado P-26, Pitkin County- Attorney Stewart read letter from 3. K. Smith of the State Planning Commission regarding necessary Planning modifications; copy to be sent by State to Mr. Wiener - Council indicated no objection to Project P-26 changes as outlined by Attorney Stewart. Temporary sign ordinance still with Bianning Commission. Temp. Sign Ord. Appointments to Board of Examiners and Appeals - hold for next meeting. City Administrator Humphrey: , Meeting to be arranged with Police Force. He will call for bids on tires. He is working on waterline agreements, which will follow~ the Waterworks Ordinance. Discussed- paving and curbs and gutters, and these matters to be considered further at special meeting. - request to close some North-South Streets, and problems involved. - Wagner Park - meeting to be arranged With the Committee. - Trees - Humphrey is workir~with Forest Ranger. It was suggested that the Tree Committee in the Planning Commission be consulted. Aspen, Colorado Regular Meeting - Aspen City Council February 18, 1963, cont'd. Request-for annexation- Calderwood - still tabled. City Attorney Stewart: East Aspen Patent - politieal~status and Mr. Herron's request for negotiation- still pending. Lots H and I in Paepcke Park- still pending. Ownership of other lots in Park to be researched. Contractors' license fee - hold for return of Councilman Newell. Opinion on Vendors. Ccc. Tax Mr. Stewart suggested that he, Mr. Humphrey and Councilman Beyer review busi- ness categories in connection with the Occupational Tax. The Clerk was instructed to follow up on the delinquent taxes for 1963. A motion was made by Councilman Beyer, seconded by Councilman Moore, to contribute $500.00 as dues to the Aspen Ghamb~of Commerce, for 1963. Motion carried unanimously~ The meeting was adjourned at ll:30PM, upon motion by Beyer, seconded by Zordel, and carried.
